MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, MARCH 7, 2022 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Baumann, Alderman Toben, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES February 22, 2022 Board of Aldermen Public Hearing Alderman Ottenad made the motion to approve the minutes of the Tuesday, February 22, 2022 Public Hearing. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. February 22, 2022 Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Tuesday, February 22, 2022 Regular Board of Aldermen Meeting. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Parkway School District, Dr. Keith Marty Dr. Keith Marty, Superintendent of Parkway School District, presented Mayor Clement with a Pillar of Parkway nomination. He explained nominations for the Pillars of Parkway were given to exemplary volunteers and leaders in the school district and community. He furthered that Mayor Clement has been a tremendous supporter and ally for Parkway’s work in character education, the arts, and safety and equity initiatives. Mayor Clement thanked Dr. Marty for the nomination and responded that the City of Manchester views Parkway School District as a partner in the community and the strength of the Parkway School District aids in making Manchester the great community that it is. Comments from the Public Regular Board of Aldermen Meeting 03/07/2022 Page 1 There were none. REPORTS FROM THE MAYOR Discussion about Honoring Willaim “Bill” Dees Mayor Clement explained that William “Bill” Dees turned 100 in December 2021 and was active in the Veteran’s events last year. He asked the Board’s opinion on how to honor Bill Dees and celebrate his service. Eagle Scout Proclamations – Sam Eads and Sam Hermann Mayor Clement gave a proclamation to Eagle Scouts Sam Eads and Sam Hermann for their time and dedication to the mission and service to the Boy Scouts of America Troop 750. Mayoral Reports Mayor Clement acknowledged the ‘Portraits’ exhibit being displayed in the Board room put on by the Manchester Arts program. Mayor Clement commended the Parks, Recreation, and Arts Department as they have seen an influx in interest and attendance to the senior fitness classes provided by Assistant Director Hardesty. He continued that all the park programming has been filling up quickly and is extremely well run. Mayor Clement notified the Board of Aldermen that there would be a Conversations with the Mayor on Wednesday, March 9th at 7:30am in the Board Room. REPORTS FROM THE CITY ADMINISTRATOR Introduction of Police Officer – Dillon Presson Chief Will introduced Officer Dillon Presson as the City’s new Police Officer. Officer Presson graduated from the St. Louis County Municipal Police Academy in 2018 and was sworn in with the City on March 1, 2022. He comes to the City with three years of law enforcement experience from St. Louis County and the Missouri State Park Rangers along with experience from the U.S. Army and time being an EMT. Introduction of Planner – Amy Starck Director of Planning, Zoning, and Economic Development Todd Streiler introduced Amy Starck as the City’s new City Planner. Amy has joined the City from six years of Planning & Zoning experience with Fenton where she was the City Planner. Additional Updates City Administrator Klocke reported that the City is closing in on the 45 days where the Lagers public actuary is available to the public. He continued that the City is waiting on a report from Lagers regarding employees purchasing years of service. City Administrator Klocke reported that there would be a resolution presented to the Board soon regarding a professional service agreement with REJIS. Liquor Licensing Discussion City Administrator Klocke explained that last year the Board reduced the fees for liquor licensing for businesses in Manchester in response to the hardships and affects of the pandemic. He continued that there have been questions about the reduction of fees for the Regular Board of Aldermen Meeting 03/07/2022 Page 2 upcoming license year. Mayor Clement clarified what the City did last year and options being discussed this year. Alderman Huether inquired about the City’s budget regarding liquor license fees and expressed support in some type of reduction of fees to aid businesses. Solicitation Update City Administrator Klocke updated the Board on the modifications made to the previously presented amendment regarding Solicitation in the City Code. The changes addressed concerns raised by the Board at the previous meeting. Annexation Update City Administrator Klocke reported that the Manchester Message: Annexation Addition has been printed and is available at all City facilities. He continued that the staff involved had worked diligently to produce this information and on all annexation efforts. Mayor Clement continued by thanking staff and clarifying the timeline of the annexation proposal. List of Paid Bills (Warrant dates of 02-21-2022 to 03-06-2022) There were no questions. Reports from the Committees Planning and Zoning Commission Alderman Nolte stated the Planning & Zoning Commission did not meet. Veterans Commission Alderman Huether reported that the Veteran’s Commission met February 23rd. She updated the Board on upcoming Veteran’s events including a collaboration with the Manchester Arts for a photo exhibit showing images from Flags of Valor. Alderman Huether continued that after Flags of Valor the Veteran’s Commission took ownership of 240 tribute flags, and Bonnie Krueger, member of the Commission and Manchester resident, has led efforts in returning flags to the families. 237 of the flags have been returned to the families. Alderman Huether continued that there will be a Memorial Day event at 10am at the Veteran’s Memorial. The next meeting of the Veteran’s Commission will be at 4pm on March 30th. Homecoming Committee Alderman Ottenad stated the Homecoming Committee did not meet. The next meeting is scheduled for April 19, 2022. Audit and Finance Committee Alderman Toben stated the Audit and Finance Committee did not meet. Tree Advisory Board Mayor Clement stated the Tree Advisory Board did not meet. Mayor Clement notified the Board that he had asked Alderman Dodge to become the liaison for Tree Advisory Board. ACTION ON OLD BILLS BILL NO. 22-2461 Special Use Permit for 14394 Manchester Rd Alderman Huether read for the second time Bill No. 22-2461, entitled: “AN ORDINANCE CREATING A SPECIAL USE PERMIT AND GRANTING THE SAME TO FOUNDATION Regular Board of Aldermen Meeting 03/07/2022 Page 3 CREMATION SERVICE TO OPERATE A MORTUARY, WITHOUT A CREMATORIUM, AT 14394 MANCHESTER ROAD, AS PROVIDED FOR IN SECTION 405.285(C)(19) OF THE CODE OF ORDINANCES OF THE CITY OF MANCHESTER”, by title only. Alderman Nolte reiterated concern for adding additional cremation services next to existing cremation businesses. Alderman Huether made the motion that Bill No. 22-2461, become Ordinance No. 22-2346. The motion was seconded by Alderman Ottenad. A poll of the Board showed: Alderman Baumann – nay Alderman Toben – nay Alderman Nolte – nay Alderman Ottenad – nay Alderman Dodge – nay Alderman Huether - nay Mayor Clement announced that the motion did not pass with the vote of 0 to 6. Alderman Huether made the motion for denial of Bill No. 22-24561 The motion was seconded by Alderman Baumann and carried unanimously. Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. BILL NO. 22-2462 Amendment to Chapter 610 – Solicitation Alderman Ottenad read for the second time Bill No. 22-2462, entitled: “AN ORDINANCE AMENDING CHAPTER 610 OF THE MUNICIPAL CODE OF THE CITY OF MANCHESTER, MISSOURI PERTAINING TO SOLICITORS AND CANVASSERS”, by title only. Alderman Toben made the motion to continue Bill No. 22-2462 until the next regular meeting of the Board of Aldermen. The motion was seconded by Alderman Ottenad and carried unanimously, without any objections from any members of the Board of Aldermen. BILL NO. 22-2463 Record Plat for Celtic Meadows Alderman Baumann read for the second time Bill No. 22-2463, entitled: “AN ORDINANCE APPROVING A FINAL SUBDIVISION PLAT, “ARBORS AT CELTIC MEADOWS PLAT ONE” IN THE CITY OF MANCHESTER, APPROVING SUBDIVISION IMPROVEMENT GUARANTEE AGREEMENTS, AND AUTHORIZING THE FINAL PLAT TO BE RECORDED IN THE OFFICE OF THE RECORDER OF DEEDS OF ST. LOUIS COUNTY, MISSOURI”, by title only. Alderman Baumann made the motion that Bill No. 22-2463, become Ordinance No. 22-2346. The motion was seconded by Alderman Ottenad. INTRODUCTION OF NEW LEGISLATION RESOLUTION NO. 22-0858 Missouri Highway Safety Program Grant – Drinking and Driving Enforcement Alderman Nolte read Proposed Resolution No. 22-0858, entitled: “A RESOLUTION APPROVING THE SUBMISSION TO THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION OF AN APPLICATION FOR A HIGHWAY SAFETY TRAFFIC ENFORCEMENT GRANT FOR FUNDING IN AN AMOUNT NOT TO EXCEED EIGHT THOUSAND TWO HUNDRED DOLLARS ($8,200.00) FOR ENFORCEMENT OF DRIVING WHILE INTOXICATED VIOLATIONS IN THE CITY OF MANCHESTER,” by title only. Alderman Nolte made the motion for approval of Resolution No. 22-0858. The motion was seconded by Alderman Huether and carried unanimously, without any objections from any members of the Board of Aldermen. RESOLUTION NO. 22-0859 Missouri Highway Safety Program Grant – Hazardous Moving Enforcement Alderman Toben read Proposed Resolution No. 22-0859, entitled: “A RESOLUTION APPROVING THE SUBMISSION TO THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION OF AN APPLICATION FOR A HIGHWAY SAFETY TRAFFIC ENFORCEMENT GRANT FOR FUNDING IN AN AMOUNT NOT TO EXCEED EIGHT THOUSAND AND FIVE HUNDRED DOLLARS ($8,500.00) FOR ENFORCEMENT OF HAZARDOUS MOVING VIOLATIONS IN THE CITY OF MANCHESTER,” by title only. Alderman Toben made the motion for approval of Resolution No. 22-0859. RESOLUTION NO. 22-0860 Missouri Highway Safety Program Grant – Occupant Protection Enforcement Alderman Ottenad read Proposed Resolution No. 22-0860, entitled: “A RESOLUTION APPROVING THE SUBMISSION TO THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION OF AN APPLICATION FOR A HIGHWAY SAFETY TRAFFIC ENFORCEMENT GRANT FOR FUNDING IN AN AMOUNT NOT TO EXCEED SEVEN THOUSAND DOLLARS ($7,000.00) FOR ENFORCEMENT OF OCCUPANT PROTECTION (SEATBELT) VIOLATIONS IN Regular Board of Aldermen Meeting 03/07/2022 Page 5 THE CITY OF MANCHESTER,” by title only. Alderman Ottenad made the motion for approval of Resolution No. 22-0860. The motion was seconded by Alderman Huether and carried unanimously, without any objections from any members of the Board of Aldermen. RESOLUTION NO. 22-0861 Proposition S Concrete Street Improvements Project Agreement Authorization Alderman Dodge read Proposed Resolution No. 22-0861, entitled: “A RESOLUTION AUTHORZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH M&H CONCRETE CONTRACTORS, INC. IN AN AMOUNT NOT TO EXCEED ONE MILLION NINE HUNDRED SIXTY THOUSAND SEVEN HUNDRED SIXTY DOLLARS AND NINETY-THREE CENTS ($1,960,760.93) AND AUTHORIZING A FIVE PERCENT (5%) CHANGE ORDER IN THE AMOUNT OF NINETY-EIGHT THOUSAND THIRTY-EIGHT DOLLARS ($98,038.00) FOR UNFORESEEN WORK CONDITIONS FOR THE 2022 “PROPOSITION S” CONCRETE STREET IMPROVEMENTS PROJECT TO BE UNDERTAKEN IN VARIOUS LOCATIONS THROUGHOUT THE CITY OF MANCHESTER,” by title only. Alderman Dodge made the motion for approval of Resolution No. 22-0861. The motion was seconded by Alderman Ottenad and carried unanimously, without any objections from any members of the Board of Aldermen. MISCELLANEOUS Alderman Baumann raised questions about expanding the park’s camp programs and if Manchester residents have priority registration for these camps. Director Schein answered Alderman Baumann’s questions explaining that Manchester residents’ registration opens a week before general registration. She continued that the whole of the parks building has been allotted for in deciding the maximum number of enrollment spots in class while keeping safe ratios and quality programs. The Board emphasized the quality of the parks programming and talked of having further discussion to potentially expand the current programs. Comments from the Public There were none.
