MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING
OF MONDAY , MARCH 21, 2022
AT 200 HIGHLANDS BOULEVARD DRIVE
CALL TO ORDER
Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad,
Alderman Huether, Alderman Baumann, Alderman Toben, and Mayor Clement. A quorum
was present.
APPROVAL OF THE MINUTES
March 7, 2022 Regular Board of Aldermen Meeting
Alderman Toben made the motion to approve the minutes of the Monday, March 7, 2022
Regular Board of Aldermen Meeting. The motion was seconded by Alderman Ottenad and
carried unanimously, with no objections from any members of the Board of Aldermen.
ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as
presented. The motion was seconded by Alderman Toben and carried unanimously, with
no objections from any members of the Board of Aldermen.
CONSIDERATION OF PETITIONS

REPORTS FROM THE MAYOR
William “Bill” Dees’ Proclamation
Mayor Clement gave a proclamation to William “Bill” Dees in honor of his service in World
War II, participation in the Manchester Veteran’s Events, and the celebration of his 100th
birthday. Mayor Clement and the Board of Aldermen thanked Mr. Dees for his service and
time spent with the City of Manchester’s Veteran’s Commission.
Finance Department Recognition
Mayor Clement recognized the Director of Finance, Don Yucuis, and the entire Manchester
Finance Department for receiving the Government Finance Officers Association’s
Certificate of Achievement for Excellence in Financial Reporting.
Appointment of Tree Advisory Board Aldermanic Liaison

Alderman Ottenad made the motion to appoint John Dodge as the Aldermanic Liaison for
the Tree Advisory Board. The motion was seconded by Alderman Baumann and carried
unanimously, with Alderman Dodge abstaining.
Mayoral Reports
Mayor Clement updated the Board of Aldermen on a federal grant the Parks Department
had applied for.
Mayor Clement notified the Board of issues that have recently come up regarding
contractors in the City laying fiber optic lines. He continued that City staff has met with
them regarding these issues and they are now working on making sure these issues do not
continue.
Mayor Clement announced that there would be a blood drive on Thursday, March 23rd.
REPORTS FROM THE CITY ADMINISTRATOR
List of Paid Bills (Warrant dates of 03-07-2022 to 03-20-2022)
There were no questions.
Reports from the Committees
Planning and Zoning Commission
Mayor Clement reported that the Planning & Zoning Commission approved a site plan for a
new single-family home to be located at 515 Joyce Ann Dr.
Veterans Commission
Alderman Huether encouraged everyone to mark their calendars for the Memorial Day
commemoration event on Monday, May 30th at 10am. The next meeting is scheduled for
March 30th at 4:30pm.
Homecoming Committee
Alderman Ottenad stated the Homecoming Committee did not meet. The next meeting is
scheduled for April 19, 2022, at 6:30pm.
Audit and Finance Committee
Alderman Toben stated the Audit and Finance Committee did not meet.
Tree Advisory Board
Mayor Clement stated the next Tree Advisory Board meeting would be on April 5, 2022.

Amendment to Chapter 610 – Solicitation
Alderman Ottenad read for the second time Bill No. 22-2462, entitled: “AN ORDINANCE
AMENDING CHAPTER 610 OF THE MUNICIPAL CODE OF THE CITY OF
MANCHESTER, MISSOURI PERTAINING TO SOLICITORS AND CANVASSERS”, by title
only.
Alderman Ottenad made the motion that Bill No. 22-2462, become Ordinance No. 22-2347.
The motion was seconded by Alderman Huether.

Mayor Clement announced that the motion passed 6 to 0, with no objections from any
members of the Board of Aldermen.
INTRODUCTION OF NEW LEGISLATION
RESOLUTION NO. 22-0862
Professional Services Agreement - REJIS
Alderman Toben read Proposed Resolution No. 22-0862, entitled: “A RESOLUTION
AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO
ACCEPT A PROPOSAL FROM THE REJIS COMMISSION (REJIS) IN AN AMOUNT NOT
TO EXCEED THIRTEEN THOUSAND THREE HUNDRED DOLLARS ($13,300.00) TO
PROVIDE THE CITY WITH PROFESSIONAL SERVICES RELATING TO EMAIL
MIGRATION,” by title only.
Alderman Toben made the motion for approval of Resolution No. 22-0862. The motion was
seconded by Alderman Ottenad and carried unanimously, with no objections from any
members of the Board of Aldermen.
RESOLUTION NO. 22-0863
Local Law Enforcement Block Grant
Alderman Nolte read Proposed Resolution No. 22-0863, entitled: “A RESOLUTION OF
THE CITY OF MANCHESTER BOARD OF ALDERMEN AUTHORIZING THE CITY
ADMINISTRATOR TO EXECUTE THE FY 2021 LOCAL LAW ENFORCEMENT BLOCK
GRANT SUBGRANT AGREEMENT IN AN AMOUNT NOT TO EXCEED NINE
THOUSAND ONE HUNDRED AND EIGHTY-NINE DOLLARS AND NINETY-SEVEN
CENTS ($9,189.97) FOR FUNDS TO PURCHASE EQUIPMENT DIRECTLY RELATED
TO BASIC LAW ENFORCEMENT FUNCTIONS AND OFFICER SAFETY,” by title only.
Alderman Nolte made the motion for approval of Resolution No. 22-0863. The motion was
seconded by Alderman Ottenad and carried unanimously, with no objections from any
members of the Board of Aldermen.
RESOLUTION NO. 22-0864
Purchase of Tree Limb Chipper
Alderman Dodge read Proposed Resolution No. 22-0864, entitled: “A RESOLUTION
APPROVING THE PURCHASE OF ONE INTIMIDATOR 15X PC15” DRUM STYLE
BRUSH BANDIT TREE LIMB CHIPPER FROM K & K SUPPLY AND AUTHORIZING THE
CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ISSUE A PURCHASE
ORDER IN THE AMOUNT OF SIXTY-TWO THOUSAND FOUR HUNDRED EIGHTY-FIVE

Alderman Dodge made the motion for approval of Resolution No. 22-0864. The motion was
seconded by Alderman Ottenad and carried unanimously, with no objections from any
members of the Board of Aldermen.

2022-2023 Liquor License Fee Abatement
Alderman Ottenad read proposed Bill No. 22-2464, entitled: “AN ORDINANCE TO
AUTHORIZE THE PARTIAL ABATEMENT OF CERTAIN CITY OF MANCHESTER
LIQUOR LICENSE FEES FOR THE 2022-2023 LICENSE YEAR,” by title only.
Alderman Ottenad stated Emergency Legislation has been requested, so she made the
motion for approval of emergency legislation. The motion was seconded by Alderman
Nolte, and carried unanimously, with no objections.
Alderman Ottenad read for the second time Bill No. 22-2464, entitled: “AN ORDINANCE

MISCELLANEOUS
Comments from the Public
Robert Lopez, 1302 Mautenne Dr., asked what type of curbing would be installed on La
Bonne Parkway. Director of Public Works, Errol Tate, responded that he will double check
and get an answer back to Mr. Lopez.
ADJOURNMENT
There being no further business, Alderman Nolte made the motion to adjourn. The motion
was seconded by Alderman Toben and carried unanimously. The meeting adjourned at
7:27 p.m.
