MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, APRIL 4, 2022 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Baumann, Alderman Toben, and Mayor Clement, Alderman Nolte was absent. A quorum was present. APPROVAL OF THE MINUTES March 21, 2022 Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Monday, March 21, 2022 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public There were none. REPORTS FROM THE MAYOR Mayoral Reports Mayor Clement notified the Board of Aldermen of upcoming Parks programming and that the City had been awarded the Tree City USA Growth Award. Mayor Clement updated the Board on agreements with the contractors laying fiber optic lines in Manchester. REPORTS FROM THE CITY ADMINISTRATOR New City Hall Update City Administrator Klocke reported that the interior renovation drawings should be submitted to the City shortly and that exterior improvements are being preliminarily reviewed by entities preparing for permitting. Regular Board of Aldermen Meeting 04/04/2022 Page 1 Annexation Update City Administrator Klocke reported that the City had hosted seven town halls to give information to the residents in the annexation area. He commended staff on their work during these town halls and stated that the City was in the final stages of completing the Plan of Intent for annexation. List of Paid Bills (Warrant dates of 03-21-2022 to 04-03-2022) There were no questions. Reports from the Committees Planning and Zoning Commission Mayor Clement reported that the Planning & Zoning Commission reviewed a special use permit and a garage addition at the last Commission meeting. Veterans Commission Alderman Huether stated the Veterans Commission met on March 30th and encouraged attend the Memorial Day commemoration event on Monday, May 30th at 10am. The next meeting is scheduled for April 20th at 4:30pm. Homecoming Committee Alderman Ottenad stated the Homecoming Committee did not meet. The next meeting is scheduled for April 19th at 6:30pm. Audit and Finance Committee Alderman Toben stated the Audit and Finance Committee did not meet. The next meeting is scheduled for April 18th. Tree Advisory Board Alderman Dodge reported that the Tree Advisory Board would meet April 5th via Zoom. Alderman Ottenad reported on the Tree City USA luncheon. ACTION ON OLD BILLS None INTRODUCTION OF NEW LEGISLATION RESOLUTION NO. 22-0865 Commerce Bank Master Services Agreement Alderman Dodge read Proposed Resolution No. 22-0865, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO AN MASTER SERVICES AGREEMENT AND CARD SERVICE AGREEMENT WITH COMMERCE BANK TO PARTICIPATE IN AN ACCOUNTS PAYABLE CARD PAYMENT AND REVENUE SHARING PROGRAM,” by title only. Director Yucuis answered the questions presented by the Board of Aldermen explaining that the agreement is for three years, but with automatic renewal. Regular Board of Aldermen Meeting 04/04/2022 Page 2 Alderman Dodge made the motion for approval of Resolution No. 22-0865. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. MISCELLANEOUS Comments from the Public Hal Roth, 48 Pas Dr., expressed concern about the PA system during meetings and that people are not speaking directly into the microphone making it hard to hear business during public meetings. ADJOURNMENT There being no further business, Alderman Baumann made the motion to adjourn. The motion was seconded by Alderman Ottenad and carried unanimously.
