MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING – SESSION ONE OF MONDAY, MAY 2, 2022 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting – Session One to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES April 18, 2022 Board of Aldermen Public Hearing Alderman Ottenad made the motion to approve the minutes of the Monday, April 18, 2022 Public Hearing. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. April 18, 2022 Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Monday, April 18, 2022 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. CONSIDERATION OF PETITIONS Comments from the Public Nancy Venezia, 1721 Blakefield Terrace, thanked the Board for their service and invited everyone to participate in the 71st annual National Day of Prayer on May 5th from 12pm-1pm in the Board Room. Robert Lopez, 1302 Mautenne Drive, asked what the City’s relief funds would be used for. Mayor Clement responded that some of the ARPA funds were allocated to City Staff salaries, and some will go to the new City Hall. REPORTS FROM THE MAYOR Regular Board of Aldermen Meeting 05/02/2022 – Session One Page 1 Proclamation for Principal Patrice Aitch Mayor Clement gave a proclamation to Principal Patrice Aitch for her retirement as Principal from Parkway South High School. Proclamation for Arbor Day Mayor Clement gave a proclamation to acknowledge and celebrate Arbor Day on its 150th anniversary. Proclamation for National Day of Prayer Mayor Clement gave a proclamation to acknowledge and celebrate National Day of Prayer on May 5th. Proclamation for Small Business Week Mayor Clement gave a proclamation to recognize May 1-May 7, 2022 as National Small Business Week and to emphasize Manchester’s commitment to its business community. Reappointment of Planning and Zoning Commissioners Alderman Nolte made the motion for the reappointment of Joni Korte, Mark Smith, and Jason Truesdell as members of the Planning & Zoning Commission. The motion was seconded by Alderman Ottenad and carried unanimously, without objection. Appointment of Planning and Zoning Commissioner – Adam Streeter Alderman Dodge made the motion for the appointment of Adam Streeter as a member of the Planning & Zoning Commission. The motion was seconded by Alderman Nolte and carried unanimously, with no objections from any members of the Board of Aldermen. Mayoral Reports Mayor Clement reported on the success of the recent blood drive hosted by the City. The next blood drive will be on May 25th. He continued reporting other events the City had hosted. Mayor Clement reported that the memorial for the late Alderman Carl Hudson went very well and those in attendance aided the City in planting the dedicated tree for Carl. REPORTS FROM THE CITY ADMINISTRATOR Introduction of Robert Guttman – Maintenance Worker Assistant Director of Public Works, Dave Pracht, introduced Robert “Bobby” Guttman as one of the new Maintenance Worker for the Public Works Department. Bobby grew up in St. Louis and recently moved back after time living in South Carolina. He has previously worked in the streets and lighting department for the City of St. Louis and doing electrical work for the airport. Introduction of Michael Randolph – Maintenance Worker Assistant Director of Public Works, Dave Pracht, introduced Michael Randolph as one of the new Maintenance Worker for the Public Works Department. Mike graduated from ITT Technical Institute and has previous experience working at MoDot. Annexation Update City Administrator Klocke reported that he had sent out a pre-final draft of the Plan of Intent Regular Board of Aldermen Meeting 05/02/2022 – Session One Page 2 the prior week. City Administrator Klocke congratulated Mayor Clement on his reappointment to the St. Louis Municipal League Board of Directors. List of Paid Bills (Warrant dates of 04-18-2022 to 05-01-2022) There were no questions. Reports from the Committees Planning and Zoning Commission Alderman Nolte reported that the Planning & Zoning Commission approved two site plans. Veterans Commission Alderman Huether stated the Veterans Commission met on April 20th. She encouraged everyone to join them for the upcoming Memorial Day commemoration event on Monday, May 30th at 10am at Stoecker Park. She continued that the Hometown Heroes program is coming back and that over the summer there would be a Flags of Valor photo show in the Board Room. Alderman Huether also notified the Board that there would be a food drive from May 14 to June 8 and items could be dropped off at City buildings. The next Veteran’s Commission Meeting is scheduled for May 17th. Homecoming Committee Alderman Ottenad stated the Homecoming Committee met on April 19th. Director Schein reported that the theme this year will be ‘A Walk on the Wild Side’. She continued they are moving along with the planning of homecoming. The next meeting is scheduled for May 16th at 6:30pm in the Park Facility. Audit and Finance Committee Alderman Toben stated the Audit and Finance Committee did not meet. The next meeting is scheduled for June 2022. Tree Advisory Board Alderman Dodge reported that the Tree Advisory Board did not meet. ACTION ON OLD BILLS BILL NO. 22-2465 Amendment to Agreement with St. Louis County for Code Enforcement Alderman Huether read for the second time Bill No. 22-2465, entitled: “AN ORDINANCE AUTHORIZING AN AMENDMENT TO AN EXISTING AGREEMENT WITH ST. LOUIS COUNTY, MISSOURI FOR THE PROVISION OF CODE ENFORCEMENT SERVICES – BUILDING/SWIMMING POOL AND SPA, RESIDENTIAL, EXISTING BUILDING, MECHANICAL, ELECTRICAL, PLUMBING, EXPLOSIVES AND PROPERTY MAINTENANCE CODES,” by title only. Alderman Huether made the motion that Bill No. 22-2465, become Ordinance No. 22-2350. The motion was seconded by Alderman Ottenad. BILL NO. 22-2466 Special Use Permit for Movement 4 Life Physical Therapy Alderman Baumann read for the second time Bill No. 22-2466, entitled: “AN ORDINANCE CREATING A SPECIAL USE PERMIT AND GRANTING THE SAME TO MOVEMENT 4 LIFE PHYSICAL THERAPY, LLC TO OPERATE A PHYSICAL THERAPY CLINIC AT 14585-14587 MANCHESTER ROAD, AS PROVIDED FOR IN SECTION 405.240 (C)(5)(I) OF THE CODE OF ORDINANCES OF THE CITY OF MANCHESTER,” by title only. Alderman Baumann made the motion that Bill No. 22-2466, become Ordinance No. 22-2351. The motion was seconded by Alderman Ottenad. INTRODUCTION OF NEW LEGISLATION Resolution No. 22-0866 St. Louis County Community Development Cooperation Agreement Alderman Ottenad read Proposed Resolution No. 22-0866, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO EXECUTE ON BEHALF OF THE CITY A MUNICIPAL HOUSING AND COMMUNITY DEVELOPMENT COOPERATION AGREEMENT FOR FISCAL YEARS 2021-2023,” by title only. Alderman Ottenad made the motion for approval of Resolution No. 22-0866. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 22-0867 Regular Board of Aldermen Meeting 05/02/2022 – Session One Page 4 Resolution for Resurfacing and Striping the Tennis & Pickleball Courts Alderman Toben read Proposed Resolution No. 22-0867, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE A CONTRACT WITH MCCONNELL & ASSOCIATES CORPORATION IN THE AMOUNT OF FORTY-FIVE THOUSAND FIVE HUNDRED DOLLARS ($45,500.00) FOR THE RESURFACING AND STRIPING OF THE SCHROEDER PARK TENNIS & PICKLEBALL COURTS,” by title only. Alderman Dodge requested signs be put up to notify of the improvements. Alderman Toben made the motion for approval of Resolution No. 22-0867. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 22-0868 Certification of the 2022 Municipal Election Alderman Dodge read Proposed Resolution No. 22-0868, entitled: “A RESOLUTION DECLARING THE RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY OF MANCHESTER, MISSOURI ON APRIL 5, 2022 FOR THE OFFICES OF MAYOR AND ALDERMAN FOR WARDS I, II, AND III,” by title only. Alderman Dodge made the motion for approval of Resolution No. 22-0868. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. MISCELLANEOUS Oath of Offices City Clerk Melugin administered the Oath of Office to Alderman Nolte, Alderman Ottenad, Alderman Toben, and Mayor Clement. Comments from the Public There were none. MOTION TO END SESSION There being no further business, Alderman Nolte made the motion to close Session One. The motion was seconded by Alderman Toben and carried unanimously. The motion was seconded by Alderman Nolte, and carried by a vote of 6-0, with no objections. Comments from the Public Regular Board of Aldermen Meeting 05/02/2022 – Session Two Page 1 There were none. CLOSED SESSION Alderman Ottenad read “Notice is hereby given that pursuant to Chapter 610, Section 610.021 of the Revised Statutes of Missouri (the Missouri Open Meetings and Records Law) and subject to a motion duly made and adopted by roll call vote, the Board of Aldermen will hold a closed meeting for the purpose of dealing with matters relating to the following: Legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys (Sec. 610.021(1) RSMo) Hiring, firing, disciplining, or promoting of particular employees by a public governmental body when personal information about the employee is discussed or recorded, including individually identifiable personnel records, performance ratings or records pertaining to employees or applicants for employment (Section 610.021(3) & (13) RSMo).
