MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING
OF MONDAY , MAY 16, 2022
AT 200 HIGHLANDS BOULEVARD DRIVE
CALL TO ORDER
Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:02 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Dodge, Alderman Ottenad, Alderman
Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. Alderman Nolte was
absent. A quorum was present.
APPROVAL OF THE MINUTES
May 2, 2022 Regular Board of Aldermen Meeting – Session One
Alderman Ottenad made the motion to approve the minutes of the Monday, May 2, 2022
Regular Board of Aldermen Meeting – Session One. The motion was seconded by
Alderman Toben and carried unanimously, with no objections from any members of the
Board of Aldermen.
May 2, 2022 Regular Board of Aldermen Meeting – Session Two
Alderman Ottenad made the motion to approve the minutes of the Monday, May 2, 2022
Regular Board of Aldermen Meeting – Session Two. The motion was seconded by
Alderman Toben and carried unanimously, with no objections from any members of the
Board of Aldermen.
ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
The Board proposed that Alderman Ottenad would read Resolution No. 22-0869 and that
the Closed Session be removed from the agenda. Alderman Ottenad made the motion to
approve the Order of Items on the Agenda, as amended. The motion was seconded by
Alderman Baumann and carried unanimously, with no objections from any members of the
Board of Aldermen.
CONSIDERATION OF PETITIONS
Parkway South High School Class of 2022 Parade Authorization
Alderman Ottenad made the motion to approve the Parade Authorization. The motion was
seconded by Alderman Bauman and carried unanimously, with no objections from any
members of the Board of Aldermen.
Comments from the Public
Hal Roth, owner of 48 Pas Dr, stated that he has seen an increase in solicitors at the
stoplights in Manchester. Mayor Clement responded that there have been court decisions
that protected the rights of those soliciting at intersections.

REPORTS FROM THE MAYOR
Mayoral Reports
Mayor Clement gave the Board an update from MoDOT regarding maintenance of their
right of ways.
Mayor Clement notified the Board of Aldermen on upcoming meetings and events in the
City.
Chief Will clarified that solicitation on Highlands Blvd Dr is illegal because it is a private
street and the property owners have requested no solicitation.
REPORTS FROM THE CITY ADMINISTRATOR
Annexation Update
City Administrator Klocke reported that the Plan of Intent is on the agenda for emergency
legislation. If it is approved there is an appointment to formally submit the Plan of Intent to
the Boundary Commission.
List of Paid Bills (Warrant dates of 05-02-2022 to 05-15-2022)
There were no questions.
Reports from the Committees
Planning and Zoning Commission
Mayor Clement reported that the Commission welcomed new Commissioner Adam
Streeter and confirmed appointment for Chairman Jason Truesdell and Commissioners
Mark Smith and Joni Korte for another four-year term. He continued that the Commission
reviewed the Plat 2 for Celtic Meadows, and the project comes to the Board of Aldermen
with a positive recommendation.
Veterans Commission
Alderman Huether stated there are a lot of ongoing projects with the Veteran’s Commission
including the preparations for Memorial Day, the photography exhibit at the Justice Center,
and the Hometown Heroes banners that will be going up around the City soon. She
continued that the next Veterans Commission Meeting is scheduled for May 17th at 4:30pm
via Zoom.
Homecoming Committee
Alderman Ottenad stated the Homecoming Committee met at 6:30pm tonight.
Audit and Finance Committee
Alderman Toben stated the Audit and Finance Committee did not meet.
Tree Advisory Board
Alderman Dodge stated that the Tree Advisory Board did not meet.

Alderman Ottenad read Proposed Resolution No. 22-0869, entitled: “A RESOLUTION
AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO
ENTER INTO A CONTRACT WITH HORNER & SHIFRIN, INC. IN AN AMOUNT NOT TO
EXCEED FORTY THOUSAND THREE HUNDRED DOLLARS ($40,300.00) TO PROVIDE
THE CITY WITH ENGINEERING AND DESIGN SERVICES FOR THE GREAT FALLS
STORMWATER IMPROVEMENTS PROJECT IN THE CITY OF MANCHESTER,” by title
only.
Alderman Ottenad made the motion for approval of Resolution No. 22-0869. The motion
was seconded by Alderman Toben and carried unanimously, with no objections from any
members of the Board of Aldermen.

City of Manchester Plan of Intent
Alderman Huether read Proposed Bill No. 22-2468, entitled: “AN ORDINANCE ADOPTING
AN ANNEXATION BOUNDARY CHANGE PROPOSAL FOR THE CITY OF
MANCHESTER, MISSOURI, OF AN AREA OF UNINCORPORATED LAND DESCRIBED
IN THE ANNEXATION BOUNDARY CHANGE PROPOSAL TO BE SUBMITTED TO THE
ST. LOUIS COUNTY BOUNDARY COMMISSION FOR ITS CONSIDERATION,” by title
only.
Alderman Huether stated Emergency Legislation has been requested, so she made the
motion for approval of emergency legislation. The motion was seconded by Alderman
Ottenad, and carried unanimously, with no objections.
Alderman Huether read for the second time Bill No. 22-2468, entitled: “AN ORDINANCE
ADOPTING AN ANNEXATION BOUNDARY CHANGE PROPOSAL FOR THE CITY OF
MANCHESTER, MISSOURI, OF AN AREA OF UNINCORPORATED LAND DESCRIBED
IN THE ANNEXATION BOUNDARY CHANGE PROPOSAL TO BE SUBMITTED TO THE
ST. LOUIS COUNTY BOUNDARY COMMISSION FOR ITS CONSIDERATION,” by title
only.
Alderman Huether made the motion that Bill No. 22-2468, become Ordinance No. 22-2352.
The motion was seconded by Alderman Ottenad.
A poll of the Board showed:

Mayor Clement announced that the motion passed 5 to 0, with no objections from any
members of the Board of Aldermen.

Hiring, firing, disciplining, or promoting of particular employees by a public
