MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING
OF MONDAY , JUNE 6, 2022
AT 200 HIGHLANDS BOULEVARD DRIVE
CALL TO ORDER
Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad,
Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum
was present.
APPROVAL OF THE MINUTES
May 16, 2022 Board of Aldermen Special Work Session
Alderman Ottenad made the motion to approve the minutes of the Monday, May 16, 2022
Board of Aldermen Special Work Session. The motion was seconded by Alderman Huether
and carried unanimously, with no objections from any members of the Board of Aldermen.

Alderman Ottenad made the motion to approve the minutes of the Monday, May 16, 2022
Regular Board of Aldermen Meeting. The motion was seconded by Alderman Baumann
and carried unanimously, with no objections from any members of the Board of Aldermen.
ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as
presented. The motion was seconded by Alderman Baumann and carried unanimously,
with no objections from any members of the Board of Aldermen.
CONSIDERATION OF PETITIONS
Comments from the Public
Frank Coffey, owner of 701 Boleyn Dr, commented that there has been a coyote problem
for years and recently his dog had been attacked by a pack of them. He continued that the
number of coyotes has grown, and they are no longer just a neighborhood nuisance, but
are becoming a danger to the community. Mayor Clement asked for the Mr. Coffey’s phone
number to contact him about the issue and see the photos he had taken. The Alderman
thanked Mr. Coffey for bringing this issue to their attention.
REPORTS FROM THE MAYOR
Proclamation for Shaun Goins, 20 Years of Service
Mayor Clement read the proclamation for City employee Shaun Goins. He continued that
this was presented to Mr. Goins in honor of his 20 years working with the City of
Manchester.
Proclamation for Memorial Day

Mayor Clement reported this proclamation was read at the City of Manchester’s Memorial
Day Event. He thanked the Police and Parks Department for their work in the success of
this event.
Mayoral Reports
Mayor Clement updated the Board on events that had happened in the City.
Mayor Clement notified the Board of Aldermen on upcoming retirement celebration for
Karla Miller on June 7th and memorial for Craig Waterhouse on June 30th.
Mayor Clement let the Board know that the City would be hosting three town halls in the
community in the upcoming months.
REPORTS FROM THE CITY ADMINISTRATOR
Annexation Update
City Administrator Klocke reported that the Boundary Commission had set the date for the
Public Hearing for June 29th at 7pm at Manchester United Methodist Church. Postcards will
be sent out by the Boundary Commission to the affected areas.
List of Paid Bills (Warrant dates of 05-16-2022 to 06-05-2022)
There were no questions.
Reports from the Committees
Planning and Zoning Commission
Alderman Nolte reported that the Commission had tabled review of a new care home at the
previous meeting.
Veterans Commission
Alderman Huether stated the Veteran’s Commission had been very active with the
Memorial Day Celebration and the opening of the Flags of Valor Photo Exhibit. The next
meeting is scheduled for June 22nd at 4:30pm at Parkway South Highschool and the
Commission will be able to view Parkway’s Freedom Wall.
Homecoming Committee
Alderman Ottenad stated the Homecoming Committee will meet on June 14th.
Audit and Finance Committee
Mayor Clement stated the Audit and Finance Committee did not meet.
Tree Advisory Board
Alderman Dodge stated that the Tree Advisory Board did not meet.

Alderman Toben read for the second time Bill No. 22-2469, entitled: “AN ORDINANCE
APPROVING A FINAL SUBDIVISION PLAT, “ARBORS AT CELTIC MEADOWS PLAT
TWO” IN THE CITY OF MANCHESTER, APPROVING SUBDIVISION IMPROVEMENT
GUARANTEE AGREEMENTS, AND AUTHORIZING THE FINAL PLAT TO BE
RECORDED IN THE OFFICE OF THE RECORDER OF DEEDS OF ST. LOUIS COUNTY,

Alderman Baumann read for the second time Bill No. 22-2470, entitled: “AN ORDINANCE
ELECTING TO BECOME A PARTICIPATING EMPLOYER OF THE MISSOURI LOCAL
GOVERNMENT EMPLOYEES’ RETIREMENT SYSTEM (LAGERS),” by title only.
Alderman Baumann made the motion that Bill No. 22-2470, become Ordinance No. 22-
2354. The motion was seconded by Alderman Ottenad.
A poll of the Board showed:

Mayor Clement announced that the motion passed 6 to 0, with no objections from any

Mayor Clement commented on the collaboration that went into this Bill and commended
staff and the Alderman.

Alderman Toben read for the second time Bill No. 22-2471, entitled: “AN ORDINANCE
ACCEPTING MAINTENANCE OF STREETS IN LAUREL OAK MANOR SUBDIVISION,”
by title only.
Alderman Toben made the motion that Bill No. 22-2471, become Ordinance No. 22-2355.
The motion was seconded by Alderman Ottenad.

Alderman Baumann read Proposed Resolution No. 22-0870, entitled: “A RESOLUTION
AUTHORIZING THE CITY CLERK OF THE CITY OF MANCHESTER, MISSOURI TO
DESTROY CERTAIN RECORDS IN ACCORDANCE WITH APPLICABLE RETENTION
SCHEDULES,” by title only.
Alderman Baumann made the motion for approval of Resolution No. 22-0870. The motion
was seconded by Alderman Ottenad and carried unanimously, with no objections from any
members of the Board of Aldermen.
Resolution No. 22-0871
Engineering Services for Brookvale Stormwater Improvement Project
Alderman Nolte read Proposed Resolution No. 22-0871, entitled: “A RESOLUTION
AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO
ENTER INTO A CONTRACT WITH HORNER & SHIFRIN, INC. IN AN AMOUNT NOT TO
EXCEED FIFTY-TWO THOUSAND FOUR HUNDRED AND TEN DOLLARS ($52,410.00)
TO PROVIDE THE CITY WITH ENGINEERING AND DESIGN SERVICES FOR THE 920
BROOKVALE STORMWATER IMPROVEMENT PROJECT IN THE CITY OF
MANCHESTER.,” by title only.
Director Tate answered the Board’s questions explaining that this would affect four
properties.
Alderman Nolte made the motion for approval of Resolution No. 22-0871. The motion was
seconded by Alderman Ottenad and carried unanimously, with no objections from any
members of the Board of Aldermen.

Design and Surveying Services for Mayfair Park/King George Streambank Restoration
Project
Alderman Ottenad read Proposed Resolution No. 22-0872, entitled: “A RESOLUTION
AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO
ENTER INTO A CONTRACT WITH STOCK & ASSOCIATES CONSULTING ENGINEERS,
INC. IN AN AMOUNT NOT TO EXCEED SEVENTY-FIVE THOUSAND DOLLARS
($75,000.00) TO PROVIDE THE CITY WITH ENGINEERING, DESIGN, AND SURVEYING
SERVICES FOR THE CHANNEL B - MAYFAIR PARK-KING GEORGE STREAMBANK

The Board discussed providing maps and the number of properties in future Resolutions.
The Board asked for clarification on the contract.
Alderman Ottenad made the motion for approval of Resolution No. 22-0872. The motion
was seconded by Alderman Huether and carried unanimously, with no objections from any
members of the Board of Aldermen.

Subdivision Sign
Alderman Dodge read Proposed Bill No. 22-2472, entitled: “AN ORDINANCE AMENDING
THE FINAL SITE DEVELOPMENT PLAN FOR THE ARBORS AT CELTIC MEADOWS
SUBDIVISION SUBMITTED BY MCBRIDE / ELITE DEVELOPMENT SERVICES,
OWNER, TO ALLOW THE INSTALLTION OF A SUBDIVISION ENTRANCE MONUMENT
