MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, OCTOBER 3, 2022 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, and Mayor Clement. Alderman Baumann was absent. A quorum was present. APPROVAL OF THE MINUTES September 19, 2022 Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Monday, September 19, 2022 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public There were none. REPORTS FROM THE MAYOR Good Neighbor Week Proclamation Mayor Clement read the Good Neighbor Week Proclamation recognizing the sense of belonging and community in Manchester neighborhoods. He continued by highlighting an act of neighborly kindness when Mr. Kruse stayed by the side of neighbor, Mr. Burkemper, after a biking accident. Mayoral Reports Mayor Clement reported that the deer harvest had begun and so far, 10 does have been taken, which was more than last year’s numbers at this time. Mayor Clement updated the Board on the health status of former Manchester Mayor Wilson. He also extended an invite to the Olympia Gymnastics grand opening on October 14th and updated everyone on the status of the nonprofit ManchesterCares. Regular Board of Aldermen Meeting 10/03/2022 Page 1 Mayor Clement explained that there was a mistake in the September 6th minutes of the Regular Board of Aldermen meeting concerning a vote of a Resolution regarding the Siebert Bridge repair. The actual vote approving Resolution No. 22-0890 was 5-1, where the minutes recorded the vote as 6-0. He continued that unless any Board Member objects, he would like to correct the minutes from the September 6th meeting to show this. There was no objection to the change. REPORTS FROM THE CITY ADMINISTRATOR Introduction to Administrative Assistant Katie Paglusch Deputy City Clerk Mullins introduced Katie Paglusch as the City’s new Administrative Assistant at City Hall and Public Works. Katie joined the City from 6 years of working at Culvers and is currently working on her Bachelor’s degree in Business Administration at UMSL. Introduction and Pinning of Police Officer Nathan “Shea” Talley Chief Will introduced Officer Nathan “Shea” Talley as the City’s newest Police Officer. Officer Talley graduated from the Eastern Missouri Law Enforcement Academy in 2021 and has a bachelor’s degree in Recreation Administration. He served in the Army National Guard since February 2012 and joins us from the St. Louis Metropolitan Police Department where he served as a patrolman. Officer Talley, joined by his family, celebrated the pinning of his badge symbolizing his addition to the Manchester Police Force. Justice Center Open House Chief Will expressed that he was very pleased with the turnout of the open house and the comments he had heard gave very positive feedback. Audit and Finance Committee Rationale to Borrow Director of Finance Sieve reported that on Wednesday, September 28th, the Audit and Finance Committee met to discuss the financing of the new City Hall and review other City funds and projections. He continued that the discussion as very productive and that consensus was reached among the Committee that the City should move forward with pursuing the financing package to pay for the new City Hall construction. He continued that if the construction contract was awarded, a vote on financing from the Committee would come before the Board at a future date. He continued that budget books had been delivered to Board Members and members of the Audit and Finance Committee. There would be meetings to go over the budget throughout the next month. Report from Parkway School District Acting City Administrator Shien reported on a meeting with the Parkway School District regarding a bond issue that Parkway has on the ballot for the next election. They wanted to highlight the contribution of Alderman Huether in their endeavors and to identify partnerships in the community to work with municipalities on legislative items that overlap with the school district. Parkway also spoke to the bussing situation in the district explaining that they have increased their bussing radius for students and emphasized the importance of infrastructure and safety of the community. List of Paid Bills (Warrant dates of 09-19-2022 to 09-27-2022) There were no questions. Regular Board of Aldermen Meeting 10/03/2022 Page 2 Reports from the Committees Planning and Zoning Commission Alderman Nolte reported that the Planning & Zoning Commission did not meet. Veterans Commission Alderman Huether reported that American Legion Post #208 hosted the National Commander of the American Legion, Vincent J. “Jim” Troiola. He came to speak about his initiatives and commended Post 208 on their connection with other organizations in the community. He also shared the “Be the One” campaign working on lessening the stigma on mental health issues for Veterans. Homecoming Committee Alderman Ottenad reported that Homecoming Committee did not meet, but on October 18th they would have a wrap-up meeting. Audit and Finance Committee Alderman Toben reported that Director Sieve covered what was discussed at the last Audit and Finance Committee meeting. Tree Advisory Board Alderman Dodge reported that the Tree Advisory Board did not meet. The next meeting is October 4th. ACTION ON OLD BILLS RESOLUTION NO. 22-0893 City Hall Renovation Project Alderman Dodge thanked Acting City Administrator Schien for hosting a meeting with the architects for Alderman Ottenad and himself to go over questions about the construction of the new City Hall. Alderman Dodge read Proposed Resolution No. 22-0893, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER A CONTRACT WITH LAWLOR CORPORATION IN THE SUM OF TWO MILLION THIRTY THOUSAND THREE HUNDRED FORTY-THREE DOLLARS AND NO CENTS ($2,030,343.00) FOR THE MANCHESTER CITY HALL RENOVATION PROJECT,” by title only. Alderman Dodge made the motion for approval of Resolution No. 22-0893. The motion was seconded by Alderman Ottenad. A poll of the Board showed: Alderman Nolte – aye Alderman Dodge – aye Alderman Ottenad – aye Alderman Huether – aye Alderman Toben – aye Alderman Baumann – absent Regular Board of Aldermen Meeting 10/03/2022 Page 3 Mayor Clement announced that the motion passed 5 to 0, with no objections from any members of the Board of Aldermen. BILL NO. 22-2488 Amendment to Business License Code Alderman Toben read for the second time Bill No. 22-2488, entitled: “AN ORDINANCE AMENDING CERTAIN PROVISIONS OF THE CODE OF ORDINANCES RELATING TO CHAPTER 605 BUSINESS LICENSES AND REGULATIONS,” by title only. Alderman Toben made the motion that Bill No. 22-2488, become Ordinance No. 22-2372. The motion was seconded by Alderman Ottenad. A poll of the Board showed: Alderman Toben – aye Alderman Nolte – aye Alderman Ottenad – aye Alderman Dodge – aye Alderman Huether – aye Alderman Baumann – absent Mayor Clement announced that the motion passed 5 to 0, with no objections from any members of the Board of Aldermen. INTRODUCTION OF NEW LEGISLATION There was none. MISCELLANEOUS Comments from the Public Dan O’Brien, owner of 512 Glan Tai Dr, expressed appreciation regarding the demolition of one of the buildings along Manchester Road. He continued they had discussed years ago that revitalization was needed along that corridor of Manchester, and he was happy to see that happen. ADJOURNMENT There being no further business, Alderman Toben made the motion to adjourn. The motion was seconded by Alderman Huether and carried unanimously.
