MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, SEPTEMBER 19, 2022 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES September 6, 2022 Public Hearing – Tax Levy Alderman Toben made the motion to approve the minutes of the Tuesday, September 6, 2022 Public Hearing. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. September 6, 2022 Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Tuesday, September 6, 2022 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. CONSIDERATION OF PETITIONS Picnic License for St. Joseph’s Church City Clerk Melugin explained that St. Joseph’s Church has their upcoming annual event and are applying for a picnic license to sell alcohol. Alderman Ottenad made the motion for approval of the Picnic License for St. Joseph’s Church. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. Comments from the Public There were none. REPORTS FROM THE MAYOR Regular Board of Aldermen Meeting 09/19/2022 Page 1 POW/MIA Recognition Day Proclamation Mayor Clement read the POW/MIA Recognition Day Proclamation acknowledging, honoring, and remembering all former and current Prisoners-of-War and all those Missing in Action who have bravely served to protect our country and its people. Mayoral Reports Mayor Clement thanked the Parks, Police, and Public Works Departments for the success of Homecoming this year. Mayor Clement also acknowledged that the City hosted a 50-year resident luncheon to honor residents who have lived in Manchester for 50 or more years. He continued that the recent Electronics Recycling Event was very successful. Mayor Clement notified the Board of upcoming events including the Justice Center’s Open House, Red Cross Blood Drives, the Resident Shredding Event and Limb Chipping dates for each ward. REPORTS FROM THE CITY ADMINISTRATOR Promotion of Sergeant Tim Darling Chief Will explained that there was recently a Sergeant position that was opened and out of 8 candidates Officer Tim Darling earned the promotion. Chief reported that Officer Darling graduated from the Academy in 2011 and has worked for Manchester for 8 years and is currently pursuing his bachelor’s degree. Chief Will read the letter of promotion for Officer Darling promoting him to the rank of Sergeant. Mrs. Darling pinned the new badge on Sergeant Darling commemorating the moment. Chief Will and the Board of Aldermen congratulated Sergeant Darling on the promotion. List of Paid Bills (Warrant dates of 09-06-2022 to 09-18-2022) There were no questions. Reports from the Committees Planning and Zoning Commission Alderman Nolte reported that the Planning & Zoning Commission approved a sign and the City Hall renovation. They also gave a favorable recommendation for Kohl’s to install electric vehicle charging stations. Veterans Commission Alderman Huether reported that the Veteran’s Commission met on September 7th. The Commission discussed events such as Homecoming and the POW/MIA Recognition Day Ceremony. Alderman Huether continued that they also worked on preparation of Veteran’s Day and invited all Veteran’s to breakfast on Veterans Day at 7am and everyone to the Hometown Heroes ceremony at 6pm. The next meeting is scheduled for October 13th at 5pm. Homecoming Committee Alderman Ottenad reported that Homecoming had passed and was very successful. She reported that at this point the Committee had tallied 450 community volunteer hours, over $12,000 in sponsorship, raffle donations and prizes, 52 booths and vendors, over 60 parade entries and $51,100 in revenue, which is consistent with 2021 considering the small storm that affected rides. Audit and Finance Committee Mayor Clement reported that the Audit and Finance Committee did not meet. Tree Advisory Board Alderman Dodge reported that the Tree Advisory Board did not meet. The next meeting is October 4th. ACTION ON OLD BILLS AMENDED BILL NO. 22-2483 Food Truck and Special Event Regulations Alderman Huether expressed her gratitude to the Board and Staff on working through this legislation and hopes this provides opportunities for the community to get together. INTRODUCTION OF NEW LEGISLATION Resolution No. 22-0893 City Hall Renovation Project Alderman Dodge read Proposed Resolution No. 22-0893, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER A CONTRACT WITH LAWLOR CORPORATION IN THE SUM OF TWO MILLION THIRTY THOUSAND THREE HUNDRED FORTY-THREE DOLLARS AND NO CENTS ($2,030,343.00) FOR THE MANCHESTER CITY HALL RENOVATION PROJECT,” by title only. Alderman Dodge expressed that a weekend was not enough time to review a resolution of this amount and would like to see the plans for the building prior to voting on the resolution. Alderman Ottenad and Alderman Baumann repeated the concern about the amount of time provided to review the resolution. City Administrator Klocke explained that the bids for the project were submitted at the end of August and recommendations from ArchImages had been received earlier in the week of packet distribution. He continued that due to the rising interest rates it seemed prudent to get this information to the Board at the soonest meeting date and that the timeline of the project the Board was told included the reading of this Regular Board of Aldermen Meeting 09/19/2022 Page 5 resolution on this meeting. Alderman Baumann, Alderman Dodge and Alderman Ottenad expressed concern about taking a loan for the money and suggested that money be taken from other funds and budgeted items to pay. City Administrator Klocke and Mayor Clement explained that multiple grants for the upcoming pedestrian improvement projects required the City to pay for the improvements to then get reimbursed for a majority of the project cost. If the funds were not available for these projects, they would not receive the reimbursement of the grant. Alderman Toben expressed concern of interest rates and cost going up if they were to delay the resolution. Alderman Huether added that the Board had made the decision to renovate an existing building which has made the project cost much lower than other municipalities who are constructing new buildings for their city halls. She continued that taking on this debt allows the flexibility to work with the grants that will allow for pedestrian improvements. Alderman Nolte stated that while he agreed there needs to be more time allotted for the Board to review items, he believed moving forward was in the best interest of the City due to rising interest rates and the necessity to begin the project. Alderman Dodge made the motion to defer the voting of Resolution No. 22-0893 until the next Board of Alderman meeting. The motion was seconded by Alderman Bauman. Resolution No. 22-0894 2022 Proposition S Asphalt Street Improvements Alderman Ottenad read Proposed Resolution No. 22-0894, entitled: “A RESOLUTION AUTHORZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH E. MEIER CONTRACTING, INC. Alderman Huether made the motion for approval of Resolution No. 22-0895. BILL NO. 22-2488 Amendment to Business License Code Alderman Toben read Proposed Bill No. 22-2488, entitled: “AN ORDINANCE AMENDING CERTAIN PROVISIONS OF THE CODE OF ORDINANCES RELATING TO CHAPTER 605 BUSINESS LICENSES AND REGULATIONS,” by title only. No further action at this time. MISCELLANEOUS Comments from the Public There were none. Alderman Dodge voiced a concern of residents abutting the Arbors at the Highlands development. He continued that he was in the process of reaching out to McBride with Director Streiler to discuss the state of the area.
