MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, FEBRUARY 6, 2023 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:01 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES January 17, 2023 Regular Board of Aldermen Meeting Alderman Toben made the motion to approve the minutes of the Tuesday, January 17, 2023 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public Mark Harder, St. Louis County Councilman for District 7, owner of 542 Lering Ct, announced that he was in attendance for the administering of the Officer of the Year award, but also wanted to make the community aware that he will be running for the Missouri Senate for District 15. He continued that Manchester is a part of the district and he announced he would be a champion for municipal government, law enforcement, and infrastructure while in the Senate. Mayor Clement thank Councilman Harder for his support of municipalities during his time with the St. Louis County Council. REPORTS FROM THE MAYOR Mayoral Proclamation – Eagle Scouts Nicholas Herrmann and Andrew Li Mayor Clement read proclamations honoring Eagle Scouts Nicholas Herrmann and Andrew Li for their time and dedication to the mission and service of the Boy Scouts of America Troop 750. Regular Board of Aldermen Meeting 2/6/2023 Page 1 Reappointment of Audit and Finance Committee Members (2-year term) Alderman Toben made the motion for the reappointment of Bill Ward and Rich Baumann as members of the Audit and Finance Committee. The motion was seconded by Alderman Ottenad and carried unanimously, without objection. Reappointment of Tree Advisory Board Member (3-year term) Alderman Ottenad made the motion for the reappointment of Mike Stemmler as a member of the Tree Advisory Board. The motion was seconded by Alderman Dodge and carried unanimously, without objection. Reappointment of Veterans Commission Members (3-year term) Alderman Toben made the motion for the reappointment of Bonnie Krueger, Robert Bell, and J. Sam Fletcher as members of the Veterans Commission. The motion was seconded by Alderman Huether and carried unanimously, without objection. Flock Conversation Mayor Clement reported that crime had been a concern in Manchester and the surrounding communities and that there had been discussion around potentially introducing flock cameras in residential areas. Chief Will answered the Board’s questions explaining how the flock system works and that the department would not need to be hire new employees for the observation of the cameras. He continued that a lot of cities were putting in many flock cameras and that the Manchester Police Department utilizes them on major streets already but would determine the best locations based on crime patterns within residential areas. He furthered that they would be permanent to the location chosen. Mayor Clement requested a write up of the requested expansion of the flock cameras and the price of them. Chief Will explained the current lease of the cameras and that there is an installation charge for the new ones, then an annual charge. Mayoral Reports Mayor Clement reported on the passing of the previous Mayor Dave Willson. He continued that Mary Willson, his wife, was pleased with the outreach of the city. There would be a celebration of life for Dave Willson on Thursday, February 9th from 4:30pm-7:30pm in the Parks Building. Mayor Clement reported that the City was currently collecting essentials for the Dignity Drive benefitting Parkway students. He also reported that the last recycling event brought in 507 cars for recycling and continued to be a very popular event in the area. He continued that starting at this last recycling event the City began collecting donations for Circle of Concern and collected 219 food items and almost $370 in donations. Mayor Clement highlighted new and upcoming programs that the City’s Parks Department are hosting. He commended the Parks staff on their work and ability to provide new and quality programming. REPORTS FROM THE CITY ADMINISTRATOR Introduction of Andrea Riganti - Director of Planning, Zoning, and Economic Development City Administrator Klocke introduced Andrea Riganti as the new Director of Planning, Zoning Regular Board of Aldermen Meeting 2/6/2023 Page 2 and Economic Development for the City. Andrea joined the City with a combined 27 years from University City and Fairview Heights. She was instrumental in the recruitment and development of residential and commercial properties, as well as developing innovative policies and managing staff. Introduction of Jesus Montes-Pacheco - Police Officer Chief Will introduced Officer Jesus Montes-Pacheco as the City’s newest Police Officer. Officer Montes-Pacheco comes to Manchester from St. Louis City. He graduated from the Academy in 2018 and has a bachelor's degree in Criminal Justice and Spanish. He served St. Louis City as a patrolman, bicycle officer, CIT officer and on the civil disobedience team. Officer Montes-Pacheco, joined by his family, celebrated the pinning of his badge earlier that morning symbolizing his addition to the Manchester Police Force. Officer of the Year – Lowell Moore Chief Will announced that the Police Department has a prestigious Officer of the Year Award that is bestowed upon officers who show exemplary service, character, and integrity in their work. Chief Will continued that Officer Moore is receiving this award for the body of work he has done at the Department including leading the department in arrests, warnings, and tickets issued. Officer Moore is a Type II operator, putting him in charge of maintenance of the City’s breathalyzers, he is also a radar and laser instructor. Officer Moore was also recognized in 2015 and 2016 as the Traffic Officer of the Year from the St. Louis County Traffic Council, received a Life Saving Award in 2017, in 2019 he was the LETSAC Officer of the Year from Missouri Department of Public Safety. Over his career Officer Moore has also received 4 additional letters of commendation. Chief Will bestowed Officer Moore with the Officer of the Year Award for recognition of outstanding dedication to duty and law enforcement. List of Paid Bills (Warrant dates of 01-16-2023 to 02-05-2023) There were no questions. Reports from the Committees Planning and Zoning Commission Mayor Clement reported that the Planning & Zoning Commission approved two sign permits for West County EMS & Fire. Veterans Commission Alderman Huether reported that the Veterans Commission next meeting was scheduled for February 15th at 5pm. Audit and Finance Committee Alderman Toben reported that the Audit and Finance Committee did not meet. Director of Finance Sieve reported that they would meet some time in February. Tree Advisory Board Alderman Dodge reported that the Tree Advisory Board did not meet. ACTION ON OLD BILLS There were none. Regular Board of Aldermen Meeting 2/6/2023 Page 3 INTRODUCTION OF NEW LEGISLATION Resolution No. 23-0907 Furnishment and Installation of CCTV and Alarm Systems at the New City Hall Alderman Toben read Proposed Resolution No. 23-0907, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER A CONTRACT WITH ASSOCIATED ENGINEERED SYSTEMS, INC., IN THE AMOUNT OF TEN THOUSAND FIVE HUNDRED AND SEVENTY DOLLARS ($10,570.00) TO FURNISH AND INSTALL CCTV AND ALARM SYSTEMS FOR THE NEW CITY HALL,” by title only. Alderman Toben made the motion for approval of Resolution No. 23-0907. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 23-0908 Furnishment and Installation of Door Access Control System at the New City Hall Alderman Dodge read Proposed Resolution No. 23-0908, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER A CONTRACT WITH COLTRANE SYSTEMS IN THE AMOUNT OF TWENTY THOUSAND FOUR HUNDRED SEVENTY-ONE DOLLARS AND SEVENTEEN CENTS ($20,471.17) TO FURNISH AND INSTALL A DOOR ACCESS CONTROL SYSTEM FOR THE NEW CITY HALL,” by title only. Alderman Dodge made the motion for approval of Resolution No. 23-0908. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 23-0909 Contract for 4th of July Fireworks Alderman Nolte read Proposed Resolution No. 23-0909, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO EXECUTE AN AGREEMENT WITH ARC PYROTECHNICS, INC. IN THE AMOUNT OF TWENTY THOUSAND DOLLARS AND NO CENTS ($20,000.00) FOR THE 2023 FOURTH OF JULY FIREWORKS DISPLAY,” by title only. Alderman Nolte made the motion for approval of Resolution No. 23-0909. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 23-0910 Purchase of Landscaping Truck Alderman Ottenad read Proposed Resolution No. 23-0910, entitled: “A RESOLUTION ACCEPTING THE ESTIMATE OF TOM GRADDY ENTERPRISES LLC. DBA VANGUARD TRUCK CENTER IN THE AMOUNT OF EIGHTY-FOUR THOUSAND EIGHT HUNDRED EIGHTY-THREE DOLLARS AND NO CENTS ($84,883.00) FOR THE PURCHASE OF ONE (1) Regular Board of Aldermen Meeting 2/6/2023 Page 4 2023 ISUZU ENCLOSED LANDSCAPING TRUCK AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ISSUE A PURCHASE ORDER THEREFOR,” by title only. Alderman Ottenad made the motion for approval of Resolution No. 23-0910. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 23-0911 Attorney Rate Alderman Huether read Proposed Resolution No. 23-0911, entitled: “A RESOLUTION AMENDING THE 2018 LEGAL SERVICES AGREEMENT WITH CUNNINGHAM, VOGEL AND ROST, P.C. BY ADJUSTING THE HOURLY RATES FOR THE PROVISION OF LEGAL SERVICES TO THE CITY OF MANCHESTER, MISSOURI,” by title only. Alderman Huether made the motion for approval of Resolution No. 23-0911. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. BILL NO. 23-2498 Budget Amendment Alderman Baumann read Proposed Bill No. 23-2498 entitled: “AN ORDINANCE AMENDING ORDINANCE NO. 21-2333 THAT ADOPTED AND APPROVED THE BUDGET FOR THE CITY OF MANCHESTER FOR THE YEAR JANUARY 1, 2022 THROUGH DECEMBER 31, 2022,” by title only. No further action at this time. MISCELLANEOUS Comments from the Public There were none. CLOSED SESSION Alderman Nolte read “Notice is hereby given that pursuant to Chapter 610, Section 610.021 of the Revised Statutes of Missouri (the Missouri Open Meetings and Records Law) and subject to a motion duly made and adopted by roll call vote, the Board of Aldermen will hold a closed meeting for the purpose of dealing with matters relating to the following: Legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys (Sec. 610.021(1) RSMo) Leasing, purchase, or sale of real estate by a public governmental body where public knowledge of the transaction might adversely affect the legal consideration therefor (Sec. 610.021(2) RSMo).” Regular Board of Aldermen Meeting 2/6/2023 Page 5 Alderman Nolte made the motion to go into closed session. The motion was seconded by Alderman Baumann. A poll of the Board showed: Alderman Toben – aye Alderman Nolte – aye Alderman Ottenad – aye Alderman Dodge – aye Alderman Baumann – aye Alderman Huether – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. ADJOURNMENT There being no further business, Alderman Nolte made the motion to adjourn. The motion was seconded by Alderman Huether and carried unanimously.
