MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, MARCH 6, 2023 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES February 21, 2023 Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Tuesday, February 21, 2023 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Nolte and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Toben made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public None REPORTS FROM THE MAYOR Mayoral Proclamation – Colleen Massey-Skaggs 35 Years of Service Mayor Clement read a proclamation recognizing and thanking Court Administrator Collen Massey-Skaggs on her 35 years of service with the City of Manchester and her leadership and participation in Court organizations in the region and state. Mayoral Proclamation – Eagle Scout Aidan McCormac Mayor Clement read a proclamation honoring Eagle Scout Aidan McCormac for his time and dedication to the mission and service of the Boy Scouts of America Pack 631. Mayoral Reports Mayor Clement notified the Board of that the City would be hosting a Lafayette Area Mayors Organization on March 10th. He continued that the City would be having a Small Business Gathering on March 14th at 7:30am and the next Conversations with the Mayor would be on Regular Board of Aldermen Meeting 3/6/2023 Page 1 March 22nd at 7:30am. Mayor Clement also reported that on March 14th St. Louis County will present a proclamation honoring the former mayor Dave Willson. Mayor Clement expressed concern around state legislation proposing the exemption of food from local sales tax. REPORTS FROM THE CITY ADMINISTRATOR Residential Inspection Program – Code Enforcement Supervisor Plowman Code Enforcement Supervisor Plowman reported on the residential inspection program that had been in place for the last five years. He continued that in 2018 the residential inspection program was approved by the Board and Code Enforcement has been fine tuning the process since then. He continued that the items that are looked at are out of the 2015 Building Maintenance Code and that the focus of inspections are on safety. Alderman Huether recommended forwarding the information provided by Code Enforcement Supervisor Plowman to the state legislature to address bills currently being proposed. City Administrator Klocke commended Code Enforcement on their stellar communication and customer service when assisting residents with this process. Purchase of Manchester Police Department Patrol Vehicle City Administrator Klocke conveyed the contents of the memo from Police Chief Will regarding the purchase of a new patrol vehicle. Alderman Ottenad made the motion to bring a purchase order for the patrol vehicle before the Board of Aldermen at the next regularly scheduled meeting. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. List of Paid Bills (Warrant dates of 02-20-2023 to 03-05-2023) There were no questions. Reports from the Committees Planning and Zoning Commission Mayor Clement reported that the Planning & Zoning Commission did not meet. Veterans Commission Alderman Huether reported that the Veterans Commission did not meet. She continued that the next meeting was scheduled for March 15th at 5pm via Zoom. Audit and Finance Committee Mayor Clement reported that the Audit and Finance Committee did not meet, but did have an appreciation dinner at Tuckers for their members. Tree Advisory Board Alderman Dodge reported that the Tree Advisory Board did not meet. ACTION ON OLD BILLS None Regular Board of Aldermen Meeting 3/6/2023 Page 2 INTRODUCTION OF NEW LEGISLATION None MISCELLANEOUS Comments from the Public There were none. ADJOURNMENT There being no further business, Alderman Nolte made the motion to adjourn. The motion was seconded by Alderman Huether and carried unanimously.
