MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, JUNE 5, 2023 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES May 15, 2023 Regular Board of Aldermen Meeting- Session One and Session Two Alderman Ottenad made the motion to approve the minutes of the Monday, May 15, 2023, Regular Board of Aldermen Meeting – Session One and Session Two. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public None REPORTS FROM THE MAYOR Mayoral Proclamation – Paul Tandy Mayor Clement read a proclamation congratulating Paul Tandy, the Chief Communications and Emergency Management Officer at Parkway School District, on his retirement. The Board thanked Paul for his dedication to education and service and wished Paul a happy retirement. Mayoral Proclamation – Memorial Day Ceremony Mayor Clement read a proclamation that was presented at the Memorial Day Ceremony recognizing the importance and significance of Memorial Day. Mayoral Reports Mayor Clement acknowledged the work put into the Clean Up for Special Olympics event that was hosted at Tuckers. Mayor Clement thanked the Parks Department and Police Regular Board of Aldermen Meeting 6/5/2023 Page 1 Department for their work on the Memorial Day Ceremony. He notified the Board of upcoming events including the Manchester Community Band Concert on June 18th at 6:30pm, blood drives on June 9th and June 23rd, and the ongoing Veterans food drive with drop offs at all City buildings. Mayor Clement acknowledged the start of the swim season at the pool and the larger crowds seen at the pool so far this year. He continued that some upcoming Parks programming were Snores and Smores, Movie in the Park, and Day Camp. Mayor Clement announced he will not be at the next regularly scheduled Board of Aldermen meeting. REPORTS FROM THE CITY ADMINISTRATOR Pinning of Sergeant Jim Ervin Chief Will explained Sergeant Ervin had recently been promoted to Sergeant. Sergeant Ervin has been an Officer with Manchester since 2019 but has a police background that spans much longer. During his time at Manchester, Sergeant Ervin has been a K9 handler, crew unit, explorer advisor, and is certified to be a field training officer, as well as administering training in other areas. Chief Will read a proclamation announcing Sergeant Ervin’s promotion. Sergeant Ervin, joined by his family, celebrated the pinning of his badge symbolizing his new role as Sergeant of the Manchester Police Department. Check Presentation for Special Olympics Chief Will explained that the Police Department is very supportive of Special Olympics and Sergeant Absolon has been a key part in organizing the events that support Special Olympics. Sergeant Absolon announced that at this year’s polar plunge Sergeant Ervin, Officer Lowell Moore, Detective Jason Dowdell, and herself raised a total of $4,837 for Special Olympics. She continued that this year was the largest amount the Police Department team has gathered for this event. Sergeant Absolon continued with a recap of the Clean Up for Special Olympics. She thanked Tuckers Place for their hosting of the event and explained that this year they would be presenting a check for $10,827 for Special Olympics which was over $2,500 more than was collected last year. Sergeant Absolon also congratulated Officer Talley on his involvement in the Torch Run. She explained that so far this year, the City of Manchester and Tuckers have raised a total of $183,772 for Special Olympics. Sergeant Absolon presented the check to the representatives from the Special Olympics. Introduction of Accountant Ameena Syeda Director Sieve introduced the City’s new accountant Ameena Syeda. Ameena joined the City with extensive work experience including the YWCA, Missouri Housing Development Commission, the Islamic Foundation for Greater St. Louis, and the St. Louis Minority Business Council. He continued that Ameena is also a resident of Manchester. Director Sieve and the Board welcomed Ameena to the Manchester team. Certificate of Achievement for Excellence in Financial Reporting City Administrator Klocke announced that the City had been notified by the Government Finance Officers Association that the Manchester Finance Department was awarded the Regular Board of Aldermen Meeting 6/5/2023 Page 2 Certificate of Achievement for Excellence in Financial Reporting for the fiscal year ending 2021. He continued that this achievement is the highest award that a government can earn in financial reporting and disclosure and has been awarded to the Manchester Finance Department for many consecutive years. City Administrator Klocke congratulated the Finance Department for their achievement and thanked them for their hard work. City Hall EV Charging Stations Director Tate explained that there have been discussions to install two electric vehicle charging stations at the new City Hall. He explained that the EV market has been growing and that this is a service that the City could provide as more and more vehicles on the road are electric. He continued that the charging stations would be self-sustainable and there has been an incentive granted to the City by Ameren to cover some of the cost of the charging stations. The remainder of the cost would come before the Board as a resolution in a future meeting. Director Tate answered the Board’s questions explaining that they are looking at putting in EVESCO chargers that are compatible with Tesla and other electric vehicles and that construction can start after the Board’s approval. Director Tate explained they are getting a level 2 charger which has a fairly fast charge. New City Hall Landscape Report Alderman Dodge reported that a group had sat down to address the new landscaping of City Hall. Matthew Broderick and Jane Sharp presented the landscaping plan for the new City Hall explaining some of the vegetation to be planted. They explained that not everything shown would flower at the same time and that plants would bloom at different times throughout the year. Alderman Dodge explained the upcoming timeline for the landscaping of the property. He continued that the right-of-way had been considered in the development of the plan and that the sidewalk that will be going in on Manchester would not affect this plan. List of Paid Bills (Warrant dates of 05-15-2023 to 06-04-2023) There were no questions. Reports from the Committees Planning and Zoning Commission Alderman Nolte reported that the Planning & Zoning Commission approved a preliminary plat for 876 Sulphur Spring Rd to subdivide into 4 lots. They also affirmed a plat for a subdivision of five lots at 781 Sulphur Spring Rd, approved a lot consolidation and site plan for 720 Hanna Rd, and postponed a variance for 616 Applecross until the next meeting. Veterans Commission Alderman Huether thanked members of the Veterans Commission and City staff that participated in the Memorial Day Ceremony. She reminded the Board of the ongoing food drive and that the Hometown Heroes banners are up on the roads. She continued that the revenue from those banners goes to support Veterans Commission activities and the scholarship program the Commission facilitates. The Veterans Commission would meet next on June 27th at 5pm. Audit and Finance Committee Alderman Toben stated that the Committee did not meet but congratulated the Finance Department on their award. Regular Board of Aldermen Meeting 6/5/2023 Page 3 Tree Advisory Board Alderman Dodge stated that there was no report for the Tree Advisory Board. Homecoming Committee Alderman Ottenad stated that the Homecoming Committee did not meet and that the next meeting was scheduled for June 14th at 6:30pm at Schroeder Park where Committee pictures will be taken. Annexation Update Alderman Dodge reported that they are still working behind the scenes and the work of the committee will be more visible this summer. ACTION ON OLD BILLS None. INTRODUCTION OF NEW LEGISLATION Resolution No. 23-0931 Fussner Field Sales Agreement Alderman Nolte read Proposed Resolution No. 23-0931, entitled: “A RESOLUTION APPROVING AND AUTHORIZING A SALES AGREEMENT WITH THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION FOR A 1.34± ACRE PARCEL,” by title only. Alderman Nolte made the motion for approval of Resolution No. 23-0931. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 23-0932 Endorsement of Glyn Cagny Letter Mayor Clement and Alderman Ottenad explained that the homeowners on Glyn Cagny were worried about a gate at the end of the road that keeps out through traffic. Mayor Clement explained that the City did not have reason to open this gate and this letter was affirming that to the residents of Glyn Cagny. Alderman Ottenad read Proposed Resolution No. 23-0932, entitled: “A RESOLUTION OF THE CITY OF MANCHESTER BOARD OF ALDERMEN APPROVING CORRESPONDENCE WITH THE GLYN CAGNY SUBDIVISION,” by title only. Alderman Ottenad made the motion for approval of Resolution No. 23-0932. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. MISCELLANEOUS Comments from the Public None Regular Board of Aldermen Meeting 6/5/2023 Page 4 CLOSED SESSION Alderman Ottenad read “Notice is hereby given that pursuant to Chapter 610, Section 610.021 of the Revised Statutes of Missouri (the Missouri Open Meetings and Records Law) and subject to a motion duly made and adopted by roll call vote, the Board of Aldermen will hold a closed meeting for the purpose of dealing with matters relating to the following: Legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys (Sec. 610.021(1) RSMo) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected (Section 610.021(12) RSMo) Alderman Ottenad made the motion to go into closed session. The motion was seconded by Alderman Nolte. A poll of the Board showed: Alderman Huehter – aye Alderman Nolte – aye Alderman Toben – aye Alderman Ottenad – aye Alderman Dodge – aye Alderman Baumann – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. ADJOURNMENT There being no further business, Alderman Nolte made the motion to adjourn. The motion was seconded by Alderman Toben and carried unanimously.
