MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING – SESSION ONE
OF MONDAY, MAY 15, 2023
AT 200 HIGHLANDS BOULEVARD DRIVE
CALL TO ORDER
Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad,
Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was
present.
APPROVAL OF THE MINUTES
May 1, 2023 Regular Board of Aldermen Meeting
Alderman Toben made the motion to approve the minutes of the Monday, May 1, 2023,
Regular Board of Aldermen Meeting. The motion was seconded by Alderman Ottenad and
carried unanimously, with no objections from any members of the Board of Aldermen.
ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as
presented. The motion was seconded by Alderman Toben and carried unanimously, with no
objections from any members of the Board of Aldermen.

REPORTS FROM THE MAYOR
Civic Partnership – Academy of St. Louis and City of Manchester
Alderman Huether stated that the Academy of St. Louis had reached out and asked that her
and Director of Parks, Recreation, and Arts Kat Schien come and discuss local government to
their civics class. Alderman Huether explained that they discussed with the class the branches
and levels of government and the accessibility of local government. The students were able to
put the information into an activity around the development of a new playground in Schroeder
Park. Alderman Huether thanked Paul Arthur, the teacher who invited them to speak, for
having them and expressed what a good time they had working with the students.
Mayoral Proclamation – Parkway School District Teacher of the Year Anne Erehart
Mayor Clement read a proclamation and news article honoring Manchester resident Anne
Erehart for being named Parkway School District Teacher of the Year and High School
Teacher of the Year.

Mayoral Proclamation – Law Enforcement Week
Mayor Clement presented the proclamation for Law Enforcement Week to the Police
Department honoring their sacrifice and dedication in their service as law enforcement
officers.
Mayoral Reports
Mayor Clement acknowledged and thanked Parks staff for a successful Beer Fest. He
continued that the City would be hosting the Missouri City Clerks and Finance Officers
Association luncheon and the West County Chamber Government Affairs and Transportation
luncheon this week and that the ecycling event would be held on May 20th. Mayor Clement
reminded the Board of the upcoming Memorial Day event and ongoing food drive.
REPORTS FROM THE CITY ADMINISTRATOR
City Administrator Klocke recognized Officer Gerholdt for completing his associate degree.
City Administrator Klocke thanked Director Schien, Office Manager Jones, and
Communication Specialist Wernig for their work with the Scottish Games. He also thanked
the officers who assisted in the event. Mayor Clement notified everyone that there was a
video recapping the event.
Right-of-Way Unpermitted Work
City Administrator Klocke reported that staff had met to discuss how to solve the problem of
companies working in the right-of-way and not pulling the proper permits. They came to the
conclusion that when this happens, an officer would respond and issue a summons.
Annexation Community Survey
City Administrator Klocke announced that the Annexation Community Survey would be in
residents’ mailboxes and on social media next week and encouraged people to take the survey
when it was available.
Monday, July 3, 2023 Board of Aldermen Meeting
City Administrator Klocke notified the Board that the first meeting in July would be the
Monday between a weekend and the Fourth of July and may be a difficult day to meet for
those traveling.
Alderman Nolte made the motion to cancel the Regular Board of Aldermen Meeting on July 3,
2023. The motion was seconded by Alderman Toben and carried unanimously, with no
objections from any members of the Board of Aldermen.
List of Paid Bills (Warrant dates of 05-01-2023 to 05-14-2023)
There were no questions.
Reports from the Committees
Planning and Zoning Commission
Alderman Nolte reported that the Planning & Zoning Commission did not meet.
Veterans Commission
Alderman Huether reported that the Veterans Commission would meet on May 17th at 5pm
and thanked Mayor Clement for highlighting the upcoming Memorial Day Event and ongoing

food drive.
Tree Advisory Board
Alderman Dodge stated that there was no report for the Tree Advisory Board.
Homecoming Committee
Alderman Ottenad stated that the Homecoming Committee met on May 10th and so far, there
are 12 food and game booths and that the price point for raffle prizes would be $250 or more.
The next meeting is scheduled for June 14th at 6:30pm at Shroeder Park.
Alderman Ottenad reminded the Board of Clean Up for Special Olympics at Tuckers on May
25th from 4-9pm.
Annexation Update
Alderman Dodge reported that they are still working to form the Community Engagement
Team who will focus on providing education to residents in the City and in the annexation area.
He continued that the survey postcards for the annexation survey will be out next week and
urged the Board to highlight this to residents as this survey will help the Community
Engagement Team. Alderman Dodge reminded everyone to make sure they are registered to
vote.

INTRODUCTION OF NEW LEGISLATION
Resolution No. 23-0930
Certification of the 2023 General Municipal Election
Alderman Toben read Proposed Resolution No. 23-0930, entitled: “A RESOLUTION
DECLARING THE RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY
OF MANCHESTER, MISSOURI ON APRIL 4, 2023 FOR THE BALLOT PROPOSITION AND
FOR THE OFFICES OF ALDERMAN FOR WARDS I, II, AND III,” by title only.
Alderman Toben made the motion for approval of Resolution No. 23-0930. The motion was
seconded by Alderman Nolte and carried unanimously, with no objections from any members
of the Board of Aldermen.
MISCELLANEOUS
Oath of Offices
City Clerk Melugin administered the Oath of Office to Alderman Dodge, Alderman Huether,
and Alderman Baumann.

There being no further business, Alderman Nolte made the motion to adjourn. The motion was
seconded by Alderman Toben and carried unanimously. The meeting adjourned at 7:39 p.m.

Alderman Baumann nominated Alderman Ottenad as President of the Board of Aldermen. The
motion was seconded by Alderman Huether, and carried by a vote of 6-0, with no objections.

There being no further business, Alderman Nolte made the motion to adjourn. The motion was
seconded by Alderman Toben and carried unanimously. The meeting adjourned at 7:41 p.m.
