MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, MAY 1, 2023 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES April 17, 2023 Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Monday, April 17, 2023, Regular Board of Aldermen Meeting. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public Nancy Venezia, owner of 1721 Blakefield Terrace, invited everyone to the 72nd annual National Day of Prayer on Thursday, May 4th at the Justice Center. REPORTS FROM THE MAYOR Mayoral Proclamation – City Clerk Week Mayor Clement read the City Clerk Week Proclamation recognizing the efforts and dedication of staff in the City Clerk’s Office. Mayoral Proclamation – National Day of Prayer Mayor Clement read the proclamation to acknowledge and celebrate National Day of Prayer on May 4th. Mayoral Reports Mayor Clement thanked staff and those who supported large events in the City over the past week. Mayor Clement notified the Board of upcoming events including a blood drive on May 2nd, National Day of Prayer on May 4th, the St. Louis Scottish Games on May 6th, and an Regular Board of Aldermen Meeting 5/1/2023 Page 1 upcoming food drive for H.E.R.O.E.S. Care starting on May 15th. REPORTS FROM THE CITY ADMINISTRATOR City Administrator Klocke reported that the Civil War Marker Rededication event on April 22nd went well, and he thanked staff involved in the event. Introduction of Loriell Campbell Director Riganti introduced the City’s new Planning Technician, Loriell Campbell. Director Riganti explained that Loriell comes to Manchester from the United States Department of Agriculture working as a Civil Engineer and has a degree in Civil and Environmental Engineering. First-Quarter Financial Report Director of Finance Sieve summarized the financial report for the first quarter of 2023. List of Paid Bills (Warrant dates of 04-17-2023 to 04-30-2023) There were no questions. Reports from the Committees Planning and Zoning Commission Mayor Clement reported that the Planning & Zoning Commission did not meet. Veterans Commission Alderman Huether reported that the Veterans Commission met on April 18th. She continued that they were anticipating the Memorial Day event and invited everyone to join them on May 29th. She continued that the Hometown Hero banner program was going well, and forty-two banners would be going up soon. The next Veterans Commission meeting is scheduled for May 17th at 5pm at the Justice Center. Audit and Finance Committee Alderman Toben reported that the Audit and Finance Committee met on May 1st and discussed the first quarter finances that Director Sieve presented. He continued that the TIF funds would likely be paid off at the end of the year. The next meeting is scheduled in early August. Tree Advisory Board Alderman Dodge reported on the success of the Arbor Day event. Homecoming Committee Alderman Ottenad updated the Board on the annual events and booths at Homecoming. She continued that the Committee were looking for nominations for Citizen of the Year, Business of the Year, Grand Marshal, and someone who works with kids. Nominations are due by June 1st. The next Homecoming Committee Meeting is May 10th at 6:30pm at the Parks building. Annexation Update Alderman Dodge emphasized the importance of registering to vote. He continued that they are working on understanding questions the public may have about annexation. Regular Board of Aldermen Meeting 5/1/2023 Page 2 City Administrator Klocke reported that soon there would be a community survey released that will aid in getting the public opinion and questions. ACTION ON OLD BILLS BILL NO. 23-2500 Chapter 510 and 626 – Right-of-Way Regulations Amendment Alderman Baumann read for the second time Bill No. 23-2500, entitled: “AN ORDINANCE REPEALING SECTION 626.030 AND CHAPTER 510 AND ENACTING A NEW CHAPTER 510 RELATED TO MANAGING THE CITY’S PUBLIC RIGHTS-OF-WAY,” by title only. Alderman Baumann made the motion that Bill No. 23-2500, become Ordinance No. 23-2384. The motion was seconded by Alderman Ottenad. A poll of the Board showed: Alderman Toben – aye Alderman Nolte – aye Alderman Ottenad – aye Alderman Dodge – aye Alderman Baumann – aye Alderman Huether – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. INTRODUCTION OF NEW LEGISLATION Resolution No. 23-0928 St. Louis County Vector Control Alderman Baumann read Proposed Resolution No. 23-0928, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO AND EXECUTE A FIVE-YEAR CONTRACT FOR THE CALENDAR YEARS OF 2023 THROUGH 2028 WITH ST. LOUIS COUNTY, MISSOURI FOR VECTOR ABATEMENT SERVICES,” by title only. Alderman Baumann made the motion for approval of Resolution No. 23-0928. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 23-0929 Destruction of City Documents Alderman Nolte read Proposed Resolution No. 23-0929, entitled: “A RESOLUTION AUTHORIZING THE CITY CLERK OF THE CITY OF MANCHESTER, MISSOURI TO DESTROY CERTAIN RECORDS IN ACCORDANCE WITH APPLICABLE RETENTION SCHEDULES,” by title only. Regular Board of Aldermen Meeting 5/1/2023 Page 3 Alderman Nolte made the motion for approval of Resolution No. 23-0929. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen.
