MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING
OF TUESDAY, JANUARY 2, 2024
AT 200 HIGHLANDS BOULEVARD DRIVE
CALL TO ORDER
Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Dodge, Alderman Ottenad, Alderman Huether,
Alderman Toben, Alderman Baumann, and Mayor Clement. Alderman Nolte was absent. A
quorum was present.
APPROVAL OF THE MINUTES
December 18, 2023 Regular Board of Aldermen Meeting
Alderman Ottenad made the motion to approve the minutes of the Monday, December 18,
2023, Regular Board of Aldermen Meeting. The motion was seconded by Alderman Baumann
and carried unanimously, with no objections from any members of the Board of Aldermen.
ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as
presented. The motion was seconded by Alderman Huether and carried unanimously, with no
objections from any members of the Board of Aldermen.
CONSIDERATION OF PETITIONS
Comments from the Public
Melissa Jones Copeland, owner of 610 Wren Ave, expressed concern about the parking along
Wren Ave during drop off and pick up times for Wren Hollow Elementary School and
Southwest Middle School. She explained that the traffic blocks her driveway and causes
serious traffic and safety concerns. She also raised concerns about who maintains Wren Ave
and asked that a traffic study be conducted by the City of Manchester or St. Louis County.
Mayor Clement told her he would have Public Works and the Police Department look into her
concerns and he would set up a time to meet with her.
REPORTS FROM THE MAYOR
Appointment of Board of Adjustment Alternate Member (5-year term)
Mayor Clement gave background for the nomination Debbie Rodgers as an alternate member
of the Board of Adjustment.
Alderman Ottenad made the motion to approve the appointment of Debbie Rodgers as an
alternate member of the Board of Adjustment. The motion was seconded by Alderman

Huether and carried unanimously, without objection.
Mayoral Reports
Mayor Clement informed the Board that the City would probably see the unaudited financial
report for 2023 in mid-January. He also notified the Board of the upcoming meetings with
each of the Aldermen as they look at goals for 2024. Mayor Clement brought up discussions
surrounding AI in government and expressed that they were looking into possible training on
understanding AI.
REPORTS FROM THE CITY ADMINISTRATOR
2024 Goals
City Administrator Klocke reiterated what the mayor discussed and stated that they would be
meeting with the Aldermen in the upcoming weeks to discuss goals for the year.
List of Paid Bills (Warrant dates of 12-18-2023 to 12-31-2023)
There were no questions.
Reports from the Committees
Planning and Zoning Commission
Mayor Clement reported that the Planning and Zoning Commission did not meet.
Veterans Commission
Alderman Huether stated that there was no Veterans Commission report. She stated that the
next meeting will be January 10th at 5:00 p.m.
Audit and Finance Committee
Alderman Toben stated that there was no Audit and Finance Committee report.
Tree Advisory Board
Alderman Dodge stated that there was no report for the Tree Advisory Board.

Comments from the Public
Alderman Baumann inquired if it was possible to track the car counts on Wren Ave to figure
out the peak traffic times. He continued that with Parkway purposing a third school on that
street, knowing the peak times of the other two schools might settle or raise traffic concerns
that were brought up. Chief Will stated the Police Department could do this.
Mayor Clement noted that the next Board of Aldermen meeting would be on a Tuesday night
due to Martin Luther King, Jr. Day falling on that Monday.

There being no further business, Alderman Ottenad made the motion to adjourn. The motion
was seconded by Alderman Baumann and carried unanimously. The meeting adjourned at
7:18 p.m.
