MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING
OF MONDAY, DECEMBER 18, 2023
AT 200 HIGHLANDS BOULEVARD DRIVE
CALL TO ORDER
Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Dodge, Alderman Ottenad, Alderman Huether,
Alderman Toben, Alderman Baumann, and Mayor Clement. Alderman Nolte was absent. A
quorum was present.
APPROVAL OF THE MINUTES
December 4, 2023 Regular Board of Aldermen Meeting
Alderman Ottenad made the motion to approve the minutes of the Monday, December 4,
2023, Regular Board of Aldermen Meeting. The motion was seconded by Alderman Toben and
carried unanimously, with no objections from any members of the Board of Aldermen.
ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
Mayor Clement asked Alderman Dodge to read Bill No. 23-2522 due to Alderman Nolte’s
absence. Alderman Ottenad made the motion to approve the Order of Items on the Agenda,
as amended. The motion was seconded by Alderman Toben and carried unanimously, with no
objections from any members of the Board of Aldermen.
CONSIDERATION OF PETITIONS
Comments from the Public
Ms. Melissa Jones Copeland, 610 Wren Ave, spoke about the new school that Parkway is
proposing. She has a concern regarding traffic and the safety of the children. She said traffic
is extremely heavy at drop-off and pick-up. She said she has previously brought up the traffic
concerns with Parkway and the School resource officer.
Ms. Copeland stated that Parkway did a traffic study for only a day so she believes Parkway’s
account for traffic will be incorrect.
Ms. Copeland is asking for the Board to take their time and check it out themselves to see what
she is talking about with traffic and safety issues.
REPORTS FROM THE MAYOR
Mayoral Proclamations – Missouri’s Most Engaged Neighbor - Greg and Suzanne Smith
Mayor Clement presented a proclamation recognizing Greg and Suzanne Smith for Missouri’s
Most Engaged Neighbor.

Mayoral Reports
Mayor Clement stated that he along with some City Staff toured the Academy of St. Louis in
Manchester. They spoke with them to see whether there are positions that some of their
students might be able to help and do things for the City.
Mayor Clement recognized that there was a full house for the Senior Luncheon that was held
on December 14, 2023 at the First Free Church. It was a great time, and everyone really
enjoyed themselves. He said that everyone values this luncheon. He wanted to acknowledge
the City’s Employee Luncheon that was held on Friday, December 15th. He was happy to see
all the co-mingling between every department and felt this was the best one yet.

List of Paid Bills (Warrant dates of 12-04-2023 to 12-17-2023)
There were no questions.
Reports from the Committees
Planning and Zoning Commission
Mayor Clement reported that the Planning and Zoning Commission did not meet.
Veterans Commission
Alderman Huether stated that there was no Veterans Commission report for the month of
December. She stated that the next meeting will be January 10th at 5:00 p.m.
Audit and Finance Committee
Alderman Toben stated that there was no Audit and Finance Committee report.
Tree Advisory Board
Alderman Dodge stated that there was no report for the Tree Advisory Board.
Homecoming Committee
Alderman Ottenad stated that there was no report for the Homecoming Committee and asked
that her reports from Homecoming Committee be removed until April.
ACTION ON OLD BILLS
BILL NO. 23-2322
Alderman Dodge read for the second time Bill No. 23-2522 entitled: “AN ORDINANCE
REPEALING ORDINANCE NO. 18-2209 AND ESTABLISHING A NEW RATE OF
COMPENSATION FOR ELECTED OFFICIALS OF THE CITY OF MANCHESTER,” by title only.
Alderman Dodge made the motion that Bill No. 23-2522, become Ordinance No. 23-2406. The
motion was seconded by Alderman Ottenad.
A poll of the Board showed:

Mayor Clement announced that the motion passed 4 to 1.
INTRODUCTION OF NEW LEGISLATION
RESOLUTION NO. 23-0954
Acceptance of Bid for Cleaning Company
Alderman Dodge read Proposed Resolution No. 23-0954 entitled: “A RESOLUTION
AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER
INTO A CONTRACT WITH TAYLOR MAID CLEANING SERVICES L.L.C. IN AN AMOUNT
NOT TO EXCEED SIXTY-SIX THOUSAND EIGHT HUNDRED SEVEN DOLLARS AND
NINETY-SIX CENTS ($66,807.96) FOR CERTAIN BUILDING CLEANING SERVICES AT THE
MANCHESTER CITY HALL, PARKS BUILDING AND THE JUSTICE CENTER” by title only.
Alderman Ottenad asked about the three different line items for the cleaning services. City
Administrator Klocke stated that it will be split amongst the three different departments since
it is three different buildings being cleaned.
Alderman Dodge made the motion for approval of Resolution No. 23-0954. The motion was
seconded by Alderman Ottenad and carried unanimously, with no objections from any
members of the Board of Aldermen.
Bill NO. 23-2523
Appointment of Prosecuting Attorney Keith Cheung
Alderman Toben read Proposed Bill No. 23-2523 entitled: “AN ORDINANCE APPOINTING
KEITH K. CHEUNG AS PROSECUTING ATTORNEY FOR THE CITY OF MANCHESTER AND
ESTABLISHING A RATE OF COMPENSATION FOR THE POSITION,” by title only.
Alderman Toben stated Emergency Legislation has been requested. Alderman Toben made
the motion for approval of emergency legislation. The motion was seconded by Alderman
Huether and carried unanimously, with no objections from any members of the Board of
Aldermen.
Alderman Toben read for the second time Bill No. 23-2523, entitled: “AN ORDINANCE
APPOINTING KEITH K. CHEUNG AS PROSECUTING ATTORNEY FOR THE CITY OF
MANCHESTER AND ESTABLISHING A RATE OF COMPENSATION FOR THE POSITION,” by
title only.
Alderman Toben made the motion that Bill No. 23-2523, become Ordinance No. 23-2407. The
motion was seconded by Alderman Huether.

Comments from the Public
Mayor Clement wanted to recognize Alderman Ottenad for her 25 years on the Board of
Aldermen and her service to the City.
ADJOURNMENT
There being no further business, Alderman Baumann made the motion to adjourn. The motion
was seconded by Alderman Ottenad and carried unanimously. The meeting adjourned at 7:37
p.m.
