MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, DECEMBER 4, 2023 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:02 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. Alderman Nolte was absent. A quorum was present. APPROVAL OF THE MINUTES November 20, 2023 Public Hearing – Text Amendment Regarding Greenspace Alderman Ottenad made the motion to approve the minutes of the Monday, November 20, 2023, Public Hearing – Text Amendment Regarding Greenspace. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. November 20, 2023 Public Hearing – Special Use Permit for 679 and 681 Big Bend Road Alderman Ottenad made the motion to approve the minutes of the Monday, November 20, 2023, Public Hearing – Special Use Permit for 679 and 681 Big Bend Road. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. November 20, 2023 Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Monday, November 20, 2023, Regular Board of Aldermen Meeting. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Clement asked Alderman Dodge to introduce Bill No. 23-2522 due to Alderman Nolte’s absence. Mayor Clement added the addition of a Boy Scout who was present at the meeting under Mayoral Reports. Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Liquor License City Clerk Melugin explained that the liquor license up for approval was due to a change in managing officers at St. Joseph’s Parish. She continued, the City Clerk’s Office reviewed the Regular Board of Aldermen Meeting 12/04/2023 Page 1 submitted documentation and the Police Department had completed all required background investigations and recommended the approval of the license. Alderman Ottenad made the motion to approve the liquor license. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. Comments from the Public None. REPORTS FROM THE MAYOR Boy Scout Joe Burford Mayor Clement thanked Joe Burford and his father, Kevin, who were present at the meeting working on a communication badge. Joe introduced himself explaining he was part of Troop 685 that was out of St. Gerard. Mayor Clement noted the importance of scouting and acknowledged the dedication of the parents in their scout’s endeavors. He continued that they could reach out if they ever had questions about communication or local government. Mayoral Proclamations – Retirement of Roger Francis Mayor Clement presented a proclamation thanking Roger Francis for his many years working with the City in the Parks department. He continued wishing Roger a happy retirement. Appointment of Board of Adjustment Member (5-year term) Alderman Baumann made the motion for the appointment of Tyler Terry as a full member of the Board of Adjustment. The motion was seconded by Alderman Toben and carried unanimously, without objection. Mayoral Reports Mayor Clement recognized that there was a great turnout for the Kauffman Fund’s Christmas Tree giveaway for veterans. He continued that Burn Boot Camp, located in Manchester, opened up their new facility down Manchester Road from their previous location. Mayor Clement invited the Board to Lafayette Industries holiday party on Monday, December 11th at Manchester United Methodist. He also invited the Board to the City’s Senior Citizens’ Holiday Luncheon on Thursday, December 14th and the City’s Employee Recognition Lunch on Friday, December 15th. REPORTS FROM THE CITY ADMINISTRATOR Chief Acknowledgment City Administrator Klocke acknowledged that Chief Will would be traveling to D.C. to attend Captain Smith’s graduation ceremony from the FBI Academy. He asked that Chief Will extend a big congratulations from staff and elected officials on his graduation. City Drives End of Year Update Deputy City Clerk Mullins reported on the City’s philanthropic efforts of the year. She stated that there had been multiple drives throughout the year collecting for seven separate organizations and that each drive had an overwhelming community response and were very successful. She continued that the City had hosted nineteen blood drives so far in 2023, with Regular Board of Aldermen Meeting 12/04/2023 Page 2 two more scheduled for December. As of October, these drives had collected 339 units of blood helping roughly 1,000 individuals. She reported on some of the highlights of the various drives and expressed how much the community has come out to support these efforts. List of Paid Bills (Warrant dates of 11-20-2023 to 12-03-2023) There were no questions. Reports from the Committees Planning and Zoning Commission Mayor Clement reported that the Planning and Zoning Commission did not meet. Veterans Commission Alderman Huether stated that there was no Veterans Commission report for the month of December. Audit and Finance Committee Alderman Toben stated that there was no Audit and Finance Committee report. Tree Advisory Board Alderman Dodge stated that there was no report for the Tree Advisory Board. Homecoming Committee Alderman Ottenad reported that they had their Homecoming Appreciation Dinner at Tuckers and everyone had a very good time. ACTION ON OLD BILLS BILL NO. 23-2521 Fiscal Year 2024 Budget Alderman Baumann read for the second time Bill No. 23-2521 entitled: “AN ORDINANCE ADOPTING AND APPROVING THE BUDGET FOR THE CITY OF MANCHESTER FOR THE YEAR JANUARY 1, 2024 THROUGH DECEMBER 31, 2024, AND APPROPRIATING SUCH SUMS AS SET FORTH HEREIN FOR ALL DEPARTMENTS AND ACCOUNTS THEREIN SPECIFIED,” by title only. Alderman Baumann made the motion that Bill No. 23-2521, become Ordinance No. 23-2405. The motion was seconded by Alderman Huether. A poll of the Board showed: Alderman Dodge – aye Alderman Ottenad – aye Alderman Huether – aye Alderman Baumann – aye Alderman Toben – aye Alderman Nolte – absent Mayor Clement announced that the motion passed 5 to 0, with no objections from any Regular Board of Aldermen Meeting 12/04/2023 Page 3 members of the Board of Aldermen. INTRODUCTION OF NEW LEGISLATION BILL NO. 23-2522 Elected Officials Pay Increase Alderman Dodge read Proposed Bill No. 23-2522 entitled: “AN ORDINANCE REPEALING ORDINANCE NO. 18-2209 AND ESTABLISHING A NEW RATE OF COMPENSATION FOR ELECTED OFFICIALS OF THE CITY OF MANCHESTER,” by title only. No further action at this time. MISCELLANEOUS Comments from the Public None. ADJOURNMENT There being no further business, Alderman Toben made the motion to adjourn.
