MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, MAY 20, 2024 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES May 6, 2024 Public Hearing for Revised Official Map of Ward Lines Alderman Ottenad made the motion to approve the minutes of the Monday, May 6, 2024, Public Hearing for a revised official map of ward lines and amending Section 105.080. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. May 6, 2024 Regular Board of Aldermen Meeting – Session One Alderman Ottenad made the motion to approve the minutes of the Monday, May 6, 2024, Regular Board of Aldermen Meeting – Session One. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. May 6, 2024 Regular Board of Aldermen Meeting – Session Two Alderman Ottenad made the motion to approve the minutes of the Monday, May 6, 2024, Regular Board of Aldermen Meeting – Session Two. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA City Administrator Klocke sought approval from the Board to remove Bill No. 24-2534 from the agenda. This change was due to receiving several questions about the bill that staff would like to address prior to a final vote. He continued that staff would also like to provide clarification of definitions within the ordinance. City Administrator Klocke noted that this ordinance changed the storage requirement of waste containers to make them not visible from the street fronting the property. He explained that the goal was to bring the City’s code up to standards, but wanted to highlight to the Aldermen that these changes may affect residents. Regular Board of Aldermen Meeting 05/20/2024 Page 1 City Administrator Klocke also requested that a short report on the status of the La Bonne Parkway project and the viewing of Parks and Recreation Videos be added under the City Administrator Reports. Mayor Clement asked that a boy scout be added to his report. Alderman Huether made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public Saaber Khodr, resident of 1659 Huntington Hill Dr, brought up concerns about vaccines, services and protections provided to new residents who may have language or economic barriers, and the intelligence community. Mr. Khodr recommended that the Aldermen extend the time for public comments. Christy Hefele, resident of 821 Phaeton Dr, requested that the City of Manchester Police Department and Parkway School District reevaluate their communication procedures. She recapped an incident at Parkway South High School where there was an altercation at dismissal and the person ran and was not apprehended until around the dismissal of Wren Hollow and Hanna Woods when the walkers were already out of their buildings. She continued that they were lucky that the person did not have a weapon, but that it may not be the case in the future. She asked for a reevaluation of those safety procedures. Robert Lopez, resident of 1302 Mautenne Dr, expressed that he believed that a digital message sign in front of the new City Hall would benefit the community. He continued that maintenance should be notified that the fountain on the first floor of the Justic Center was supporting two zones. REPORTS FROM THE MAYOR Mayor Clement introduced Boy Scout Zachary Heckstetter to the Board explaining he was with Troop 750 from Wren Hollow Elementary. Mayor Clement wished Zachary well on his endeavors as a scout and thanked Zachary’s father for attending and dedicating the time for him to pursue scouting. Mayoral Proclamation – Heroes on Treetop Trail Mayor Clement presented a proclamation to Michael McGrath, Chad Brewer, Joshua Gray, and Zach Vincent recognizing and thanking them for their heroic intervention in a local house fire. Mayoral Proclamation – Memorial Day Mayor Clement read a proclamation that would be presented at the Memorial Day Ceremony recognizing the importance and significance of Memorial Day. Mayoral Reports Mayor Clement requested a vote by the Board to cancel the Monday, July 1st meeting. He explained that due to it being a holiday week it was a light week for staff and could interfere Regular Board of Aldermen Meeting 05/20/2024 Page 2 with travel around the holiday. Alderman Ottenad made the motion to cancel the Regular Board of Aldermen Meeting on July 1, 2024. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. Mayor Clement reported of recent events in the City including the St. Louis Scottish Games, the Electronics and Metals Recycling event, and Beer Fest. Mayor Clement notified the Board and members of the public of upcoming events including Clean Up for Special Olympics at Tuckers on May 23rd, the ongoing Veterans Food Drive, Ticket to the Beatles Concert on June 7th, screening of the documentary “Join or Die” on June 6th at 5:30pm, the Memorial Day Ceremony on May 27th at 10am, Flag Day on June 14th, Manchester Community Band Concert on June 16th, and Padre and the Pulse Concert on June 20th. REPORTS FROM THE CITY ADMINISTRATOR Introduction to Police Clerk Mary Roskowske Chief Will introduced Mary Roskowske as Manchester’s new Police Clerk. Mary joined the City after years working for Ballwin as a dispatcher. Prior to that she had worked as a dispatcher for other municipalities and as a consultant operator for St. Clair Hospital. Year-End Police Report – Chief Will Chief Will gave an overview of crime statistics from the previous year. He explained that there were few crimes against persons. He continued explaining some of the data and context from the report including the reduction in car thefts and the increase in reporting of shoplifting. Alderman Ottenad requested an update on the number of expired temporary tags or plates that were found or confiscated. Responding to Alderman Huether’s inquiry, Chief Will emphasized that locking cars would be very helpful in keeping the area safe. Chief Will stated that the response time for the Manchester Police Department is under four minutes for all calls. La Bonne Parkway Project Update City Administrator Klocke gave the Board an update on the La Bonne Parkway Pedestrian Improvement Project. He explained that the project was still on schedule, but that the past weekend contractors did start Saturday work due to time limitation presented by recent weather. Saturday work would be conducted between 7am and 3pm. He continued that the sidewalk work was almost complete and updated the Board of the progress of the project and where maps and updates could be found on the City’s website. Parks Programming Videos City Administrator Klocke and Mayor Clement explained that Recreation Specialist Drew Hill had been making videos promoting and explaining Parks programming. They continued that the videos have been received extremely well via social media and had been engaged by many residents and they a fun way that the Parks department has gotten information on their programs to the community. City Administrator Klocke also highlighted Communication Specialist Wernig’s videos Regular Board of Aldermen Meeting 05/20/2024 Page 3 spotlighting local businesses and encouraged everyone to follow the City on social media to see them all. List of Paid Bills (Warrant dates of 05-06-2024 to 05-19-2024) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there was no report for the Planning and Zoning Commission. Veterans Commission Alderman Huether stated they were looking forward to Memorial Day and that the Hometown Heroes banners would be going up soon. She thanked Parks, Recreation, and Arts Director Schien on her work with the banner program. Audit and Finance Committee Alderman Toben stated that there was no Audit and Finance Committee report. Tree Advisory Board Alderman Dodge stated that there was no Tree Advisory Board report. Homecoming Committee Alderman Ottenad reported that the Homecoming Committee met and informed the Board that voting for Grand Marshall, Business of the Year, and Citizen of the Year would take place in June. She notified the Board that students from the Academy of St. Louis would be volunteering at upcoming City events. The next meeting would be June 19th at 6:30pm at the Parks office. OLD LEGISLATION BILL NO. 24-2535 Redistricting of Boundary of the Wards Alderman Baumann read for the second time Bill No. 24-2535 entitled: “AN ORDINANCE OF THE CITY OF MANCHESTER, MISSOURI, ADOPTING A REVISED OFFICIAL MAP SHOWING THE CITY'S WARD LINES AND AMENDING SECTION 105.080 OF THE MANCHESTER MUNCIPAL CODE,” by title only. Alderman Baumann made the motion that Bill No. 24-2535, become Ordinance No. 24-2417. The motion was seconded by Alderman Huether. A poll of the Board showed: Alderman Toben – aye Alderman Streeter – aye Alderman Ottenad – aye Alderman Dodge – aye Alderman Baumann – aye Alderman Huether – aye Regular Board of Aldermen Meeting 05/20/2024 Page 4 Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. BILL NO. 24-2536 Chapter 100, Article III (Penalty) Amendment Alderman Dodge read for the second time Bill No. 24-2536 entitled: “AN ORDINANCE AMENDING CHAPTER 100, GENERAL PROVISIONS OF THE MUNICIPAL CODE CITY OF MANCHESTER, MISSOURI RELATING TO PREEMPTION BY OR CHANGES IN FEDERAL OR STATE LAW AND ENFORCEMENT PROVISIONS,” by title only. City Administrator Klocke explained the application of the amendment and that it would protect the City if there are changes in state or federal law and it would allow for the City to get back fees related to enforcement of ordinances. Alderman Dodge made the motion that Bill No. 24-2536, become Ordinance No. 24-2418. The motion was seconded by Alderman Ottenad. A poll of the Board showed: Alderman Baumann – aye Alderman Toben – aye Alderman Streeter – aye Alderman Ottenad – aye Alderman Dodge – aye Alderman Huether – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. NEW LEGISLATION Resolution No. 24-0978 St. Louis Area Insurance Trust Re-Entry Authorization Alderman Toben read Proposed Resolution No. 24-0978, entitled: “A RESOLUTION AUTHORIZING THE CITY OF MANCHESTER TO ENTER INTO THE ST. LOUIS AREA INSURANCE TRUST FOR HEALTH INSURANCE COVERAGE FOR EMPLOYEES OF THE CITY OF MANCHESTER,” by title only. Alderman Toben made the motion for approval of Resolution No. 24-0978. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. MISCELLANEOUS Comments from the Public Wayne Hartmann, resident of 415 Cardiff Ln, expressed concern with the lack of communication from State Representative Lavender. He continued describing a potential candidate for the State Representative seat in the next election.
