MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, DECEMBER 02, 2024 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:01 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderman Huether, Alderman Ottenad, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES November 18, 2024, Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Monday, November 18, 2024, Regular Board of Aldermen meeting. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Clement ordered a change of items on the agenda. Mayor Clement removed item 7a. Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public None. REPORTS FROM THE MAYOR Meet Former Manchester Mayor Mike Wood (1966-1968) The Board of Aldermen asked former Mayor Mike Wood questions on acquiring the land for Schroeder Park. Mayor Mike Wood went into detail on the process he took to achieve this goal. The Board watched an interview with Mayor Mike Wood giving insight on his time as mayor. Mayor Clement presented Mayor Mike Wood with a proclamation and announced the City would be naming a pavilion at Schroeder Park in his honor. Appointment to the Tree Advisory Board (3 year term) – Kevin Koch Mayor Clement appointed Kevin Koch to the Tree Advisory Board. Regular Board of Aldermen Meeting 12/02/2024 Page 1 Alderman Baumann made the motion to approve the appointment of Kevin Koch. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Appointment to the Audit and Finance Committee – John Cicotte Mayor Clement appointed John Cicotte to the Audit and Finance Committee. Alderman Toben made the motion to approve the appointment of John Cicotte. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Mayoral Reports Mayor Clement stated the Kauffman Foundation Tree Giveaway for veterans took place Sunday, December 1st. The Kauffman Foundation gave away 350 trees as well as handing out food and clothes. Mayor Clement shared his experience with 80 second graders visiting the Justice Center and the event went like clockwork. There will be another school visit in January. Mayor Clement stated the City hosted a ribbon cutting event for the La Bonne construction coming to an end. There were roughly 60 people in attendance and four residents won a gas card. Mayor Clement thanked Public Works and the Parks staff for their support in our first snow event. He also thanked the Police Department for their involvement with traffic problems due to the weather. Mayor Clement shared that the celebration of life for Jerry Meyer took place on December 1st and Jerry’s wife expressed her thanks to the City for their support in making his celebration easier. Mayor Clement announced Milk and Cookies with Santa will be taking place on Friday, December 6th as well as Breakfast with Santa on December 7th. Mayor Clement stated Lafayette Industries is hosting its holiday concert and art exhibit at Manchester UMC. Mayor Clement announced the senior holiday lunch is on December 12th and the City employee holiday party is on December 13th. REPORTS FROM THE CITY ADMINISTRATOR Schroeder Park Ballfield Discussion – Director Kat Schien Director Kat Schien announced option 3 was the most conclusive option for the ballfield improvements. Option 3 includes extending the dirt to a fence line and safety fencing out 50 feet. This option will allow any team to put the bases where they see fit and will accommodate different age groups. Director Schien stated the City already charges fees and does not recommend increasing them. Raising the rental ages to 12&U teams could slightly increase the number of teams renting the field. The cost of this project is more of an investment and overtime we could recoup some of that money. Director Schien answered questions regarding charging fees and if other communities charge for amenities such as pickleball courts. Director Schien stated several communities have management Regular Board of Aldermen Meeting 12/02/2024 Page 2 systems for facilities like pickleball courts, which can lead to more conflicts. Our approach is to keep the courts open for everyone and ensure fair play. Some nearby communities charge for court usage, as they have membership structures, but we do not have that system. This year, we did not budget for significant cost increases in our parks and programming. We maintained most of our rates, but increased prices for some private lessons to stay in line with nearby communities while avoiding high costs for families. Director Schien shared there will be $75,000 for parks and storm water to level the fields, which will help with drainage. The project will wait until grading is completed. The board will decide on the next steps. The bidding for grading will be launched soon, and questions will be asked about scheduling around soccer and baseball. The condition of the fields after grading is uncertain. There may be a discussion about completing a small extension before the season while leveling the fields, but there are concerns about possible damage from grading. Manchester Athletic Association Proposal – Director Andrea Riganti This discussion has been rescheduled to the next Board of Aldermen meeting on December 16, 2024. 2024 Q4 Capital Projects Report – Director Errol Tate Director Errol Tate shared a presentation on the 2024 Q4 projects and provided a status update on the individual projects. City Administrator Justin Klocke announced that Parkway School district formally withdrew their application for the early childhood center with the Planning and Zoning department. The City is still working on the traffic study and getting the preliminary report from our engineers for review. City Administrator Klocke stated the new audio equipment for the board room will be installed next week. List of Paid Bills (Warrant dates of 11-17-2024 to 12-01-2024) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there is no upcoming meeting. Veterans Commission Alderman Huether stated there is no report and the next meeting will take place January 8, 2025, at 5 p.m. via Zoom. Audit and Finance Committee Alderman Toben stated the Fiscal Budget for 2025 will be approved this evening. Tree Advisory Board Alderman Dodge stated the Tree Advisory dinner is set for December 10th. Homecoming Committee Alderman Ottenad stated there was no meeting and the Holiday Appreciation dinner is at Tucker’s at 4 p.m. on December 8th. Regular Board of Aldermen Meeting 12/02/2024 Page 3 OLD LEGISLATION Bill No. 24-2549 Fiscal Year 2025 Budget Alderman Toben read for the second time Proposed Bill No. 24-2549 entitled: “AN ORDINANCE ADOPTING AND APPROVING THE BUDGET FOR THE CITY OF MANCHESTER FOR THE YEAR JANUARY 1, 2025, THROUGH DECEMBER 31, 2025, AND APPROPRIATING SUCH SUMS AS SET FORTH HEREIN FOR ALL DEPARTMENTS AND ACCOUNTS THEREIN SPECIFIED.” Alderman Toben made the motion that Bill No. 24-2549 become Ordinance No. 24-2431. The motion was seconded by Alderman Huether. A poll of the Board showed: Alderman Dodge – aye Alderman Baumann – aye Alderman Toben – aye Alderman Huether – aye Alderman Streeter – aye Alderman Ottenad – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. Bill No. 24-2550 Final Plat for 920 Hanna Road Alderman Baumann read for the second time Proposed Bill No. 24-2550 entitled: “AN ORDINANCE APPROVING A FINAL PLAT (MINOR SUBDIVISION) FOR 920 HANNA ROAD LOCATOR NUMBER 24Q231428 IN THE CITY OF MANCHESTER, MISSOURI, SUBJECT TO CERTAIN CONDITIONS.” Alderman Baumann made the motion that Bill No. 24-2550 become Ordinance No. 24-2432. The motion was seconded by Alderman Ottenad. NEW LEGISLATION Resolution No. 24-0992 LED Lights Upgrade Regular Board of Aldermen Meeting 12/02/2024 Page 4 Alderman Huether read Proposed Resolution No. 24-0992 entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE A CONTRACT WITH VOSS ELECTRIC COMPANY IN THE AMOUNT OF EIGHTEEN THOUSAND FOUR HUNDRED AND NINETY DOLLARS AND NO CENTS ($18,490.00) FOR THE INSTALLATION AND PURCHASE OF LED LIGHTS ON NINE ELECTRICAL POLES AT THE AQUATIC CENTER.,” by title only. Alderman Huether made the motion for approval of Resolution No. 24-0992. The motion was seconded by Alderman Streeter and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 24-0993 Approve Task Order #2 for Navigate Alderman Ottenad read Proposed Resolution No. 24-0993 entitled: “A RESOLUTION AMENDING RESOLUTION NO. 24-0967 AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO EXECUTE TASK ORDER #2 UNDER THE CONTRACT WITH NAVIGATE BUILDING SOLUTIONS, LLC AND EXPEND AN ADDITIONAL AMOUNT NOT TO EXCEED THIRTY-SIX THOUSAND SEVEN HUNDRED AND FIFTY DOLLARS ($36,750.00) TO PERFORM SIX (6) MONTHS OF ADDITIONAL PRE-CONSTRUCTION SERVICES.,” by title only. Alderman Ottenad made the motion for approval of Resolution No. 24-0993.
