MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, NOVEMBER 18, 2024 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderman Huether, Alderman Ottenad, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES October 29, 2024, Work Session Minutes Alderman Toben made the motion to approve the minutes of the Tuesday, October 29, 2024, Special Meeting of the Board of Aldermen. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. November 4, 2024, Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Monday, November 4, 2024, Regular Board of Aldermen meeting. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Clement ordered a change of items on the agenda. Mayor Clement added the reappointment of Jane Sharp to the Tree Advisory Board. Alderman Huether made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public Melissa Copeland, resident at 610 Wren Avenue, thanked the Board of Aldermen for their time and patience regarding the Early Childhood Center. REPORTS FROM THE MAYOR Mayoral Proclamation – Veterans Day Mayor Clement previously presented a proclamation honoring all the veterans who have served our country. Regular Board of Aldermen Meeting 11/18/2024 Page 1 Mayoral Proclamation – Vietnam War Mayor Clement previously presented a proclamation honoring all the veterans who fought in the Vietnam War and served our country. Mayoral Proclamation – Small Business Saturday Mayor Clement presented a proclamation honoring Small Business Saturday in support of our local small businesses. Before Mayor Clement began his reports, Alderman Huether was presented with an American Flag in recognition of Alderman Huether’s exceptional effort and leadership around the 2024 Civic Season. Planning and Zoning Commission Nomination – Angelica Gutierrez Mayor Clement introduced Angelica Gutierrez as the new appointee for the Planning and Zoning Commission. Alderman Streeter made the motion to approve the appointment of Angelica Gutierrez. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Reappointment of Jane Sharp – Tree Advisory Board Mayor Clement asked for approval to reappoint Jane Sharp to the Tree Advisory Board. Alderman Dodge made the motion to approve the appointment of Jane Sharp. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Mayoral Reports Mayor Clement shared the information for Jerry Meyers. A celebration of life will be held Sunday, December 1st between 2 – 5 p.m. at the Parks building. Mayor Clement also acknowledged the passing of former resident and veteran, Bill Sei. Bill was a significant leader and supporter of the veterans in our community. Bill’s visitation is at Schroeder Funeral Home on Thursday, November 21st from 4-8 p.m. His burial will be held on Friday, November 22nd in the morning at Mary Mother of Church on Kurth Road. He will be interred at Jefferson Barracks. Mayor Clement shared that City Hall will be hosting informational meetings about Carmen Road on Tuesday at 6:30 p.m. and about Hanna Road on Thursday at 6:30 p.m. Mayor Clement stated there will be a ribbon cutting for La Bonne Parkway on Friday at 1:30 p.m. to celebrate the completion of the project and give thanks to the residents for their patience and to thank the staff who worked on the project. Mayor Clement shared we will be hosting 80 second graders from Pierremont Elementary on Friday morning at the Justice Center. Mayor Clement stated that we will host former Mayor Mike Wood at the next Board of Aldermen meeting. Regular Board of Aldermen Meeting 11/18/2024 Page 2 Mayor Clement gave thanks to the Parks staff for their involvement on Veteran’s Day. Roughly 150 veterans and their families were served breakfast and the evening ended in the Justice Center where stories were shared. Mayor Clement stated Conversations with the Mayor took place last week with a great turnout. Residents were able to meet and speak with the new Chief and Captain. Mayor Clement shared that the recent recycling event raised $442 for Circle of Concern and collected 311 food items. REPORTS FROM THE CITY ADMINISTRATOR Schroeder Park Playground Construction Management Update – Director Schien Director Kat Schien informed the Board about a resolution that will be presented at the next Board of Aldermen meeting regarding the construction management services. Delays were caused due to requirements from the Department of Natural Resources and MSD. Approval has been received to begin work as of November 12. The delay did extend the pre-construction services, which means the contract management firm is asking for extensions in their contract for that time lost. This extension should be a maximum of up to 6 months. City Administrator Justin Klocke reiterated a resolution to be presented at the next meeting for consideration. Proposal for Lyceum Arts Center – Director Schien Director Kat Schien provided the Board time to ask any questions regarding the memo for using the Lyceum for an art center. No questions were asked. Alderman Ottenad made the motion to begin utilizing the Lyceum as an arts center beginning next year. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Paul Schroeder Ball Fields Discussion – Director Schien Director Schien discussed what was needed to expand the ball fields to accommodate 12 and under. She stated the City is open to trying different ideas brought by the Board. The memo provided the costs needed to update the fields in different ways regarding what the Board wants to see done with the fields. City Administrator Justin Klocke clarified what the Board was wanting to see done to the fields and proposed a meeting with a ballfield professional to see what exactly we need to make sure we meet the requirements for 12 and under to play on the fields. Once the meeting takes place the topic can be brought back to the Board. Director Schien stated the previous year’s funds were reviewed and all funds were allocated based on their designation. List of Paid Bills (Warrant dates of 11-04-2024 to 11-17-2024) There were no questions. REPORTS FROM THE COMMITTEES Regular Board of Aldermen Meeting 11/18/2024 Page 3 Planning and Zoning Commission Alderman Baumann stated a meeting took place last week and there is no upcoming meeting. Veterans Commission Alderman Huether gave thanks for the those who participated in the events for Veterans Day. The Trees for Vets submission ended on November 15th. The Kauffman Foundation makes trees, clothing and food available for veterans and will host the Tree for Vets on December 1st. Audit and Finance Committee Alderman Toben stated the Fiscal Budget for 2025 will be approved in the next two meetings. Tree Advisory Board Alderman Dodge stated the Tree Advisory dinner is set for December 10th. Homecoming Committee Alderman Ottenad stated there was no meeting and the Holiday Appreciation dinner is at Tucker’s at 4 p.m. on December 8th. OLD LEGISLATION None. NEW LEGISLATION Resolution No. 24-0990 Aquatic Center Electrical Panel Change Order Alderman Streeter read Proposed Resolution No. 24-0990 entitled: “A RESOLUTION AMENDING RESOLUTION NO. 23-0934 AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO EXECUTE AN AGREEMENT FOR A CHANGE ORDER AND EXPEND AN AMOUNT NOT TO EXCEED TWENTY THOUSAND NINE HUNDRED AND SEVENTY-TWO DOLLARS AND ZERO CENTS ($20,972.00) FOR A NEW MOTOR CONTROL CENTER AT THE AQUATICS CENTER.,” by title only. Alderman Dodge made the motion for approval of Resolution No. 24-0990. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 24-0991 Hanna Road Change Order Alderman Dodge read Proposed Resolution No. 24-0991 entitled: “A RESOLUTION AMENDING RESOLUTION NO. 23-0939 AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO EXECUTE A CHANGE ORDER AND EXPEND AN AMOUNT NOT TO EXCEED TWELVE THOUSAND SIX HUNDRED AND FIFTY-TWO DOLLARS AND THIRTY-NINE CENTS ($12,652.39) TO PERFORM THE CULTURAL STUDY REQUIRED BY MODOT.,” by title only. Alderman Streeter made the motion for approval of Resolution No. 24-0991. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Regular Board of Aldermen Meeting 11/18/2024 Page 4 Bill No. 24-2549 Fiscal Year 2025 Budget Alderman Toben read Proposed Bill No. 24-2549 entitled: “AN ORDINANCE ADOPTING AND APPROVING THE BUDGET FOR THE CITY OF MANCHESTER FOR THE YEAR JANUARY 1, 2025, THROUGH DECEMBER 31, 2025, AND APPROPRIATING SUCH SUMS AS SET FORTH HEREIN FOR ALL DEPARTMENTS AND ACCOUNTS THEREIN SPECIFIED.” No further action at this time. Bill No. 24-2550 Final Plat for 920 Hanna Road Alderman Baumann read Proposed Bill No. 24-2550 entitled: “AN ORDINANCE APPROVING A FINAL PLAT (MINOR SUBDIVISION) FOR 920 HANNA ROAD LOCATOR NUMBER 24Q231428 IN THE CITY OF MANCHESTER, MISSOURI, SUBJECT TO CERTAIN CONDITIONS.” No further action at this time.
