MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY , JANUARY 6 , 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Huether, Alderwoman Ottenad, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES December 16, 2024, Regular Board of Aldermen Meeting Alderwoman Ottenad made the motion to approve the minutes of the Monday, December 16, 2024, Regular Board of Aldermen meeting. The motion was seconded by Alderman Streeter and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderwoman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Waiver of Sunshine Law Fees – City Clerk Melugin City Clerk Melugin stated Mr. Matthew J. Halbert requested a second waiver of the Sunshine Law request fees totaling $289.96. The estimated costs include 2 flash drives at $3.50 each and 8 hours of police personnel time for obtaining various footage and recordings. The city's policy requires the Board of Aldermen to approve fee waivers for Sunshine Law requests under Missouri Statute section 610.026, fee waivers are permitted but not mandatory with the condition that they serve the public interest and not the requester's commercial interests. Alderwoman Huether made the motion to deny the request to waive the City’s fees for fulfilling the Sunshine request because the requester hasn’t demonstrated that it is in the public interest as being likely to contribute significantly to public understanding of the operations or activities of the City. The motion was seconded by Alderman Streeter. REPORTS FROM THE MAYOR Mayoral Reports Mayor Clement acknowledged the hard work by public works and police regarding the snow preparation and execution during the snowstorm over the weekend and into the beginning of this week. He acknowledged Darin Wernig’s support in sharing updates on the City’s social media. The City will host a lunch for the snow staff to show our thanks and gratitude for all of their hard work. REPORTS FROM THE CITY ADMINISTRATOR City Administrator Justin Klocke also shared thanks to all the staff and to Chief Ed Skaggs and Director Errol Tate. He gave thanks to Sergeant Absolon for posting on the PD’s social media regarding the status of streets during the snow. He acknowledged the work done by staff working remotely during Monday, January 6th. City Administrator Justin Klocke stated the Parks building and City Hall will be open tomorrow, Tuesday, January 7th but all classes at Parks have been cancelled for the day. Classes and programs will resume on Wednesday, January 8th. Mayor Clement shared an update from Republic Services and they announced they would have a one day delay on trash services. They also instructed residents to leave the trash bins at the curb until they’re picked up. All trash should be picked up by end of day Saturday, January 11th. City Administrator Justin Klocke stated the holiday tree pick up was pushed back a week and will begin Monday, January 13th. List of Paid Bills (Warrant dates of 12-16-2024 to 01-05-2025) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there is no report. Veterans Commission Alderwoman Huether stated the next meeting will take place on Wednesday, January 8, 2025, at 5 p.m. via Zoom. Audit and Finance Committee Alderman Toben stated the appreciation dinner for the committee will take place on Thursday, January 30, 2025 at 5:30 p.m. Tree Advisory Board Alderman Dodge stated their first meeting of the year will take place tomorrow, Tuesday, January 7, 2025. OLD LEGISLATION -None. Regular Board of Aldermen Meeting 01/06/2025 Page 2 NEW LEGISLATION Resolution No. 25-0996 Public Works Dump Truck Purchase Alderman Baumann read Proposed Resolution No. 25-0996 entitled: “A RESOLUTION ACCEPTING THE BID FROM TRUCK CENTERS, INC. IN THE AMOUNT OF ONE HUNDRED NINETY-ONE THOUSAND, TWO HUNDRED SIXTY DOLLARS AND ZERO CENTS ($191,260.00) FOR THE PURCHASE OF ONE (1) 2025 FREIGHTLINER 2.5 TON HEAVY-DUTY DUMP TRUCK WITH SNOW REMOVAL EQUIPMENT AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ISSUE A PURCHASE ORDER THEREFOR.,” by title only. Alderman Baumann made the motion for approval of Resolution No. 25-0996. The motion was seconded by Alderwoman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. A poll of the Board showed: Alderman Toben – aye Alderman Streeter – aye Alderwoman Ottenad – aye Alderman Dodge – aye Alderman Baumann – aye Alderwoman Huether – aye Resolution No. 25-0997 Concrete Sidewalk Slab Elevation Alderman Huether read Proposed Resolution No. 25-0997 entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO EXPEND THE SUM OF TWO HUNDRED FOURTEEN THOUSAND SEVEN HUNDRED EIGHTY-TWO DOLLARS AND ZERO CENTS ($214,782.00) AND TO EXERCISE THE CITY’S OPTION TO RENEW THE CONTRACT WITH LIFT RITE, INC. FOR CONSTRUCTION OF IMPROVEMENTS KNOWN AND REFERRED TO AS THE SIDEWALK ELEVATION CORRECTION PROJECT WITH THE CITY OPTION FOR THE YEAR 2025.,” by title only. Alderwoman Huether made the motion for approval of Resolution No. 25-0997. The motion was seconded by Alderwoman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Alderman Toben made the motion for approval of Resolution No. 25-0998. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. BILL NO. 25-2552 Personnel Manual Amendment – Declaration of Hours Worked Alderwoman Ottenad read Proposed Bill No. 25-2552 entitled: “AN ORDINANCE AMENDING SECTION VIII, HOURS OF WORK/OVERTIME/COMPENSATORY TIME (IF ALLOWED), IN THE PERSONNEL MANUAL BY DECLARING THE WORK PERIOD FOR NON-EXEMPT POLICE Regular Board of Aldermen Meeting 01/06/2025 Page 4 OFFICERS.,” by title only. Alderwoman Ottenad stated Emergency Legislation has been requested. Alderwoman Huether made the motion for approval of emergency legislation. Alderwoman Ottenad made the motion that Bill No. 25-2552, become Ordinance No. 25-2433. The motion was seconded by Alderwoman Huether. A poll of the Board showed: Alderwoman Huether – aye Alderwoman Ottenad – aye Alderman Streeter – aye Alderman Toben – aye Alderman Baumann – aye Alderman Dodge – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. MISCELLANEOUS Comments from the Public None. ADJOURNMENT There being no further business, Alderwoman Ottenad made the motion to adjourn.
