MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF TUESDAY, JANUARY 21, 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Huether, Alderwoman Ottenad, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES January 6, 2025, Regular Board of Aldermen Meeting Alderman Toben made the motion to approve the minutes of the Monday, January 6, 2025, Regular Board of Aldermen meeting. The motion was seconded by Alderwoman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA City Administrator Justin Klocke ordered a change of items on the agenda. City Administrator Justin Klocke removed item 7d. Alderwoman Ottenad made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public None. REPORTS FROM THE MAYOR Mayoral Reports Mayor Clement acknowledged that 465 vehicles participated in the recycle drive on Saturday, January 18th. They collected over 27,000 pounds of metal and recycling and donated over 400 food items and close to $1,000. Mayor Clement shared there are around 15 events happening at the Parks with their program for the month of February. Mayor Clement stated tomorrow, January 22nd, is the Parks maintenance rodeo at the St. Charles arena. Members of the Board will be going to show their support for our participating Parks employees. Mayor Clement stated Thursday, January 30th, the Audit and Finance will recognize the service of those Regular Board of Aldermen Meeting 01/21/2025 Page 1 who volunteer and are a part of the committee at Tucker’s. REPORTS FROM THE CITY ADMINISTRATOR Pinning Ceremony for Sergeant Dan Moore Captain Brian Yount stated that Sergeant Dan Moore has dedicated 12 years of law enforcement and previously served with the Normandy, Saint Ann and Foristell police department. In 2021, Sergeant Moore was selected for a detachment to the Saint Louis County drug task force as a narcotics investigator. Sergeant Moore was pinned by his father Richard Moore. Pinning Ceremony for Sergeant Randy Toedebusch Captain Brian Yount shared that Sergeant Randy Toedebusch began his law enforcement career in 2012 and joined the Manchester police department 5 years ago. He has 11 years of experience including time as a detective and major case squad member at Saint John’s police department. He is also an active member of the St. Louis Mobile Response Team. Sergeant Toedebusch was pinned by his fiancé Christine. Pinning Ceremony for Lieutenant Nikki Priest Captain Brian Yount stated that Lieutenant Nikki Priest began her career as a corrections officer in Warren County at just 18 years old. Lieutenant Priest has spent 18 years with the Manchester police department during which time she served as patrol officer, detective and since 2019, sergeant. Lieutenant Priest is currently pursuing a bachelor’s degree in criminology. In 2024, Lieutenant Priest was awarded the Meritorious Service Award for her exceptional actions as a supervisor on a life-threatening call for service. Lieutenant Priest was pinned by her daughter Madeline. City Administrator Justin Klocke gave an update on MoDOT work happening at 141 and Highlands Boulevard Drive. He recently sent the latest plans from MoDOT for the upcoming work, which includes changes to the right turn lanes for sharper angles to help slow down traffic. This work is scheduled to start next week, and we received the renderings just last week. The plans are currently being reviewed by staff for any comments or questions. Darin is preparing to post the renderings on social media, aiming for Thursday. The construction is expected to take about 3 to 5 days, depending on the weather, and there will be some disruption, so we’ll advise residents to use alternative routes during this time. City Administrator Klocke addressed questions regarding the why behind this change. City Administrator Klocke stated he believes this is a design change that MoDOT has moved to improve in the area. Mayor Clement stated this is part of a larger MoDOT initiative in the region that includes the post barriers placed along Clarkson Road. He shared the concern and frustration of the lack of information. He suggested partnering with public works and police to try and figure out why this is being done. City Administrator Klocke stated they would work on a handout to share with residents who might be impacted as well as notifying businesses of these upcoming changes by MoDOT. City Administrator Klocke shared that today the Schroder Park playground bids were released to companies who are interested in bidding and will stay open until February 18th. If everything goes well, the Board of Aldermen will consider a resolution to award the construction contract for the Schroeder Park playground on March 3rd . Due to delays, the estimated completion at this time is January 2026. City Administrator Klocke stated delays were mostly related to approvals from MSD and DNR. They had many discussions about their codes and which watershed the new detention pond would affect. There were Regular Board of Aldermen Meeting 01/21/2025 Page 2 questions about what counted as filtered water. At one point, they instructed us to add a rain garden, which would increase costs, so we pushed back. We dealt with a lot of bureaucracy from DNR and MSD. After final approval, our designers took a few weeks to update the plans before moving forward. List of Paid Bills (Warrant dates of 01-06-2025 to 01-19-2025) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there was no meeting but will have an agenda this week. Veterans Commission Alderwoman Huether stated the commission met on Wednesday, January 8th and spent time reviewing last year and looking at goals for 2025. Their next meeting is on Thursday, February 13th at 5:00 p.m. Audit and Finance Committee Alderman Toben stated there was no report. The Audit and Finance dinner is at Tucker’s on January 30th . Tree Advisory Board Alderman Dodge stated there is no report. OLD LEGISLATION Bill No. 25-2551 Appointment of Provisional Judge Jonathan Bruntrager Alderman Streeter read Proposed Bill No. 25-2551 entitled: “AN ORDINANCE APPOINTING JONATHAN BRUNTRAGER AS THE PROVISIONAL MUNICIPAL JUDGE FOR THE CITY OF MANCHESTER AND ESTABLISHING A RATE OF COMPENSATION.,” by title only. Alderman Streeter made the motion that Bill No. 25-2551 become Ordinance No. 25-2434. The motion was seconded by Alderwoman Huether. A poll of the Board showed: Alderwoman Ottenad – aye Alderman Streeter – aye Alderman Dodge– aye Alderwoman Huether – aye Alderman Toben – aye Alderman Baumann – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. NEW LEGISLATION Bill No. 25-2553 Accepting Maintenance of Certain Improvements as Public – Arbors at Celtic Meadows Regular Board of Aldermen Meeting 01/21/2025 Page 3 Alderman Dodge read Proposed Bill No. 25-2553 entitled: “AN ORDINANCE AUTHORIZING FINAL RELEASE OF IMPROVEMENT GUARANTEES FOR ARBORS AT CELTIC MEADOWS SUBDIVISION AND ACCEPTING MAINTENANCE OF CERTAIN PUBLIC IMPROVEMENTS.,” by title only. No further action at this time.
