MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, FEBRUARY 3, 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad, Alderwoman Huether, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES January 21, 2025, Regular Board of Aldermen Meeting Alderman Toben made the motion to approve the minutes of the Tuesday, January 21, 2025, Regular Board of Aldermen meeting. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderwoman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public None. REPORTS FROM THE MAYOR Mayoral Proclamation – Manchester Resident/ Former Representative Deb Lavender Mayor Clement read a proclamation honoring Manchester resident, Representative Deb Lavender and all her accomplishments while being a House Representative. Appointment to the Planning and Zoning Commission – Aaron Bennett (Ward 1) Mayor Clement requested an appointment for Aaron Bennett to the Planning and Zoning Commission. Alderwoman Ottenad made the motion to appoint Aaron Bennett. The motion was seconded by Alderman Baumann. Reappointment to the Veterans Commission – Julie Nguyen, Bud Niebling, and James Francis Mayor Clement requested a reappointment for Julie Nguyen, Bud Niebling and James Francis to the Veterans Commission. Alderwoman Huether made the motion to appoint Julie Nguyen, Bud Niebling and James Francis to a 3-year term. The motion was seconded by Alderman Toben. Regular Board of Aldermen Meeting 02/03/2025 Page 1 Mayoral Reports Mayor Clement invited Aldermen to the luncheon being hosted on Wednesday, February 5th at 11:45 a.m. to recognize public works and park staff for the very long snow weekend. This staff worked from a Saturday to a Tuesday afternoon in which they handled plowing and clearing the streets. The staff slept on site in buildings despite having hotel rooms for them. The staff wanted to be close and be able to continue to clear the streets. Mayor Clement shared the invitation to the 2025 polar plunge that is scheduled for Saturday, February 15th at Creve Coeur Lake. Mayor Clement encouraged others to join the event and support our police officers. The event starts at 1 p.m. and our police team consists of Sergeant Meridith Absolon, Captain Brian Yount, police officer Lowell Moore, Sergeant James Irvin, police officer Angel Mims and police officer Lindsey Weiss. Mayor Clement acknowledged the recent Parks Maintenance Team Rodeo held at the Family Arena. The staff that attended had a cheering section and everyone had a lot of fun. By attending and supporting our maintenance team at the Parks building, hopefully it reinforces the importance of what they do and how valued they are. Mayor Clement shared that City Administrator Justin Klocke is celebrating his 5 year anniversary with the City of Manchester. REPORTS FROM THE CITY ADMINISTRATOR Pinning Ceremony for Corporal Robert Gerholdt Chief Ed Skaggs stated that Corporal Robert Gerholdt came to Manchester with 22 years of law enforcement experience. Of those 22 years, 19 years were served with the Hazelwood police department prior to joining Manchester. Corporal Gerholdt is a Navy veteran and holds an associate’s degree in criminal justice. Corporal Gerholdt serves as one of our training officers and joining him this evening is his wife Teresa and their three children, Zachary, Madeline, and Connor. Corporal Gerholdt was pinned by his wife Teresa. Pinning Ceremony for Corporal Asmir Zeric Chief Ed Skaggs shared that Corporal Asmir Zeric has 7 years of experience from the Normandy police department and joined us 5 years ago. Corporal Zeric is one of our training officers and serves with he Mobile Reserve Team. In 2023, Corporal Zeric was selected as Officer of the Year. Corporal Zeric was pinned by his father Mursad. Pinning Ceremony for Corporal Andrew Cowan Chief Ed Skaggs stated that Corporal Andrew Cowan graduated from Jefferson County College Police Academy in 2015. He joined the Manchester police department in 2017 and is one of our training officers, a taser instructor and a crime scene processer. Joining him this evening are his parents, Jan and Russ Cowan, along with his sister and brother-in-law, Sabrina and Brian as well as his girlfriend Jess. Corporal Cowan was pinned by his girlfriend Jess. Pinning Ceremony for Corporal Andrew Hendrix Chief Ed Skaggs shared that Corporal Andrew Hendrix has been with our department for 11 years after serving in the Marine Corps. He is one of our training officers and prior to being promoted, he voluntarily served multiple times as an acting supervisor. With him this evening are his children Emma and Nolan. Corporal Hendrix was pinned by his children Emma and Nolan. Regular Board of Aldermen Meeting 02/03/2025 Page 2 Manchester Police Department Status Update – Chief Ed Skaggs Chief Ed Skaggs reported that the police department has 35 out of 38 authorized officers, with one candidate nearing appointment, raising the total to 36 in two weeks. The department seeks qualified candidates for the remaining two positions. Five patrol vehicles now have less lethal shotguns for handling potentially violent individuals. All supervisory roles are filled, and a new administrative assistant, Kristen Russo, has begun. Chief Skaggs addressed questions about neighborhood patrols and handling expired tags, confirming cars are stopped and tickets issued. City Administrator Justin Klocke appreciated IT Specialist Dave Fox for enhancing the boardroom's AV system and resolving initial issues while improving the setup for meetings. Federally Funded Capital Projects Update – City Administrator Justin Klocke City Administrator Justin Klocke shared a few updates on the spreadsheet that was shared with the Board to track different milestones in all our federal capital projects. This spreadsheet is a “live” document, and the Board will be able to see changes that staff make to it day to day and all the milestones are color coded. You will be able to see if we’re moving forward on a portion of the project or if there’s been a hard stop on one of the milestones of the project. List of Paid Bills (Warrant dates of 01-20-2025 to 02-02-2025) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated they are in the process of looking for someone to replace a chairman who recently stepped down. The commission had a meeting last week about senior villas on 4 Topwood. The next meeting has been cancelled. Veterans Commission Alderwoman Huether stated there is no update. Their next meeting is on Thursday, February 13th at 5:00 p.m. Audit and Finance Committee Alderman Toben stated they had their appreciation dinner at Tucker’s on January 30th. There is no report. Tree Advisory Board Alderman Dodge stated there is no report. OLD LEGISLATION Bill No. 25-2553 Accepting Maintenance of Certain Improvements as Public – Arbors at Celtic Meadows Alderman Dodge read Proposed Bill No. 25-2553 entitled: “AN ORDINANCE AUTHORIZING FINAL RELEASE OF IMPROVEMENT GUARANTEES FOR ARBORS AT CELTIC MEADOWS SUBDIVISION AND ACCEPTING MAINTENANCE OF CERTAIN PUBLIC IMPROVEMENTS.,” by title only. Alderman Dodge made the motion that Bill No. 25-2553 become Ordinance No. 25-2435. The motion was seconded by Alderwoman Ottenad. NEW LEGISLATION Resolution No. 25-1000 Contract for 4th of July Alderman Baumann read Proposed Resolution No. 25-1000 entitled: “A RESOLUTION RENEWING THE CONTRACT FOR ANOTHER TERM AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO EXPEND THE SUM OF TWENTY THOUSAND DOLLARS AND NO CENTS ($20,000.00) TO ARC PYROTECHNICS INC.
