MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING
OF TUESDAY, FEBRUARY 18, 2025
AT 200 HIGHLANDS BOULEVARD DRIVE
CALL TO ORDER
Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:53 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad,
Alderwoman Huether, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present.
APPROVAL OF THE MINUTES
February 3, 2025, Regular Board of Aldermen Meeting
Alderwoman Ottenad made the motion to approve the minutes of the Monday, February 3, 2025, Regular
Board of Aldermen meeting. The motion was seconded by Alderman Baumann and carried unanimously,
with no objections from any members of the Board of Aldermen.
ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
Mayor Mike Clement ordered a change of items on the agenda. Mayor Clement removed items 6a, 6b,
and 7a. Mayor Clement also noted a revision for 10a, Resolution No. 25-1004 and 10h has additional
pages added.
Alderwoman Ottenad made the motion to approve the Order of Items on the Agenda, as amended. The
motion was seconded by Alderman Streeter and carried unanimously, with no objections from any
members of the Board of Aldermen.

REPORTS FROM THE MAYOR
Mayoral Reports
Mayor Clement acknowledged and expressed appreciation for public works and police staff for all their
hard work and dedication during the snowy weather.
REPORTS FROM THE CITY ADMINISTRATOR
FY 2024 End of the Year Financial Report – Director Shawn Sieve
Director of Finance Shawn Sieve shared an unaudited report discussing the financials of 2024.

Planning and Zoning Commission
Alderman Baumann stated there is no upcoming meeting and no report.
Veterans Commission
Alderwoman Huether stated there was a meeting on February 13th where they discussed upcoming 2025
activities and ideas for 2026. The next meeting is on March 19th at 5 p.m. via Zoom.
Audit and Finance Committee
Alderman Toben stated the committee discussed the 2024 financials at their last meeting. Their next
meeting is on April 21st via Zoom.
Tree Advisory Board
Alderman Dodge stated there is no report.

2025 Concrete Street Improvements
Alderman Streeter read Proposed Resolution No. 25-1004 entitled: “A RESOLUTION AUTHORZING
THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH
AMCON MUNICIPAL CONCRETE, LLC IN AN AMOUNT NOT TO EXCEED EIGHT HUNDRED
SEVENTEEN THOUSAND SEVEN HUNDRED FIFTY-TWO DOLLARS AND FIVE CENTS ($817,752.05)
INCLUDING A SIX PERCENT (6%) CHANGE ORDER FOR UNFORESEEN WORK CONDITIONS FOR
THE 2025 CONCRETE STREET IMPROVEMENT PROJECT TO BE UNDERTAKEN IN VARIOUS
LOCATIONS THROUGHOUT THE CITY OF MANCHESTER AND CITY OPTION TO RENEW FOR

Alderman Streeter made the motion for approval of Resolution No. 25-1004. The motion was seconded

QUOTE OF JOE MACHENS FORD LINCOLN OF COLUMBIA MISSOURI IN THE AMOUNT OF SIXTY-
NINE THOUSAND TWO HUNDRED FIFTY-NINE DOLLARS AND NO CENTS ($69,259.00) FOR THE
PURCHASE OF ONE (1) 2025 FORD F-350 REGULAR CAB 4X4 PICKUP TRUCK AND SNOW
REMOVAL EQUIPMENT AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF
MANCHESTER TO ISSUE A PURCHASE ORDER THEREFOR.,” by title only.

CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO AN AGREEMENT WITH THE
DAVEY TREE EXPERT COMPANY, DOING BUSINESS AS DAVEY RESOURCE GROUP, IN AN AMOUNT
NOT TO EXCEED TWENTY-SIX THOUSAND DOLLARS ($26,000.00) FOR STREET TREE INVENTORY
UPDATE WITH MISSOURI DEPARTMENT OF CONSERVATION (MDC) COST SHARE GRANT.,” by title

RESOLUTION NO. 24-0977 AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF
MANCHESTER TO EXECUTE A SUPPLEMENTAL AGREEMENT NO. 1 AND EXPEND AN ADDITIONAL
AMOUNT NOT TO EXCEED NINE THOUSAND THREE HUNDRED ELEVEN DOLLARS AND NINETY-
THREE CENTS ($9,311.93) FOR THE CARMAN ROAD PEDESTRIAN IMPROVEMENT PROJECT FOR A

SUBMISSION TO THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION OF AN
APPLICATION FOR A HIGHWAY SAFETY TRAFFIC ENFORCEMENT GRANT FOR FUNDING IN AN
AMOUNT NOT TO EXCEED TEN THOUSAND AND FIVE HUNDRED DOLLARS ($10,500.00) FOR
ENFORCEMENT OF HAZARDOUS MOVING VIOLATIONS IN THE CITY OF MANCHESTER.,” by title

THE SUBMISSION TO THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION OF AN
APPLICATION FOR A HIGHWAY SAFETY TRAFFIC ENFORCEMENT GRANT FOR FUNDING IN AN
AMOUNT NOT TO EXCEED NINE THOUSAND DOLLARS ($9,000.00) FOR ENFORCEMENT OF

APPLICATION FOR A HIGHWAY SAFETY TRAFFIC ENFORCEMENT GRANT FOR FUNDING IN AN
AMOUNT NOT TO EXCEED EIGHT THOUSAND DOLLARS ($8,000.00) FOR ENFORCEMENT OF

Alderman Dodge read Proposed Bill No. 25-2555 entitled: “AN ORDINANCE APPROVING A
PRELIMINARY SITE DEVELOPMENT PLAN FOR 4 TOPWOOD DRIVE IN THE PRD PLANNED
RESIDENTIAL ZONING DISTRICT TO ALLOW THE CONSTRUCTION OF NEW RESIDENTIAL
BUILDINGS AS PROVIDED FOR IN SECTION 405.820(C) OF THE MUNICIPAL CODE OF THE CITY OF
MANCHESTER.,” by title only.

MISCELLANEOUS
Comments from the Public
Dan Miller, resident at 809 Henry Manor Court, showed appreciation for the improvements in
communication and notifications with residents which has been a huge benefit. He also suggested a “how
local government works” for the residents in the community to explain the processes that take place
within the City.
Drew Stoker, resident at 819 Henry Manor Court, discussed the idea of doing “subdivision traffic only”
signs on the roads with heavy traffic from people coming from outside the City limits. He also shared a
concern for public safety during weather conditions for future residents at 4 Topwood.

There being no further business, Alderwoman Ottenad made the motion to adjourn. The motion was
seconded by Alderman Toben and carried unanimously. The meeting adjourned at 8:25 p.m.
