MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, MARCH 3, 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad, Alderwoman Huether, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES February 18, 2025, Public Hearing - 4 Topwood Site Plan Alderwoman Ottenad made the motion to approve the minutes of the Tuesday, February 18, 2025, Public Hearing regarding a new site plan for 4 Topwood. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. February 18, 2025, Regular Board of Aldermen Meeting Alderwoman Ottenad made the motion to approve the minutes of the Tuesday, February 18, 2025, Regular Board of Aldermen meeting. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Mike Clement ordered a change of items on the agenda. Mayor Clement removed item 6b. Alderwoman Ottenad made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public Melissa Copeland, resident at 610 Wren Avenue, stated she is looking forward to the traffic study being finished and able to see the finalized report. She stated the neighborhood has issues with speeding and stop signs being ignored. The speed limit was lowered and police presence has increased to help with these issues. She is hopeful the parking issue will be addressed by the City and she shared her appreciation for the City’s efforts. REPORTS FROM THE MAYOR Boy Scout Proclamation – Jacob Heckstetter Mayor Clement read a proclamation honoring Eagle Scout Jacob Heckstetter for his time and dedication to the mission and service of the Boy Scouts of America Troop 750. Regular Board of Aldermen Meeting 03/03/2025 Page 1 Boy Scout Proclamation – Camden Lovera Mayor Clement read a proclamation honoring Eagle Scout Camden Lovera for his time and dedication to the mission and service of the Boy Scouts of America Troop 750. Mayoral Reports Mayor Clement acknowledged the Polar Plunge and shared a video of the police officers’ participation. Mayor Clement shared his experience of speaking at Jefferson City to speak against a proposed bill. The 2-hour drive was made to speak for one minute as the committee limited their time. Mayor Clement stated on Saturday, March 1st, the City delivered dates and sweet drinks to honor the start of the Muslim holiday Ramadan. The City delivered to Al Manara school and mosque and the Islamic Foundation. Mayor Clement stated the new sign at City Hall is up and running and encouraged everyone to stop by to check it out. Mayor Clement recognized and invited everyone to help celebrate Devin Cooper’s 25th work anniversary that will take place Monday, March 10th at 11:30 a.m. at the Parks Department. Mayor Clement invited the community to the Lyceum on March 29th to the open house for “Arts at the Lyceum”. This event is from 12:00 p.m. to 3:00 p.m. Mayor Clement stated the HOA gathering is rescheduled for Tuesday, March 4th. Tuesday April 1st is another HOA gathering that is taking place at the Parks Department at 6 p.m. Mayor Clement encouraged everyone to volunteer for Feed the Need where they will be packing meals. The City is looking to put together a team of 50 volunteers to participate in this event on April 9th from 6:00 p.m. – 8:15 p.m. Mayor Clement encouraged everyone to sign up for alerts that are sent out regarding weather conditions in the area. REPORTS FROM THE CITY ADMINISTRATOR 2024 Manchester Police Department Officer of the Year – Police Officer Lindsay Weiss – Chief Skaggs Chief Ed Skaggs detailed the prestigious honor of being designated Officer of the Year. Chief Skaggs stated throughout the year, the police department honors outstanding officers with awards for exceptional performance in specific events, such as heroism and investigative excellence. One special award, Officer of the Year, recognizes an officer's consistent dedication and professionalism. This year, the 2024 Manchester Police Officer of the Year award is presented to Officer Lindsay Weiss. With nine years in the department, she shows expertise in her patrol duties and a passion for crisis intervention and community relations. Her exceptional work ethic and positive attitude set her apart. Introduction of Executive Assistant Kristen Russo – Chief Skaggs Chief Skaggs introduced Executive Assistant Kristen Russo. Schroeder Park Playground Bid Report – Director Schien City Administrator Justin Klocke presented a brief presentation about the Schroeder Park playground Regular Board of Aldermen Meeting 03/03/2025 Page 2 bid. Director Schien noted that five bids were received for the playground, and the memo outlines her recommendation. Additionally, a memo from Director Sieve was provided regarding the budget implications of the bids. The lowest bid for the project was 2. 1 million dollars, while we budgeted 2. 21 million dollars for fiscal years 2024 and 2025, coming in under budget. The plan is to present a resolution to the Board of Aldermen at the March 17th meeting to authorize the contract. The project completion date is still scheduled for December 18th this year. City Administrator Justin Klocke gave thanks and appreciation to Mayor Clement for making the trip to Jefferson City and speaking on behalf of the City of Manchester. List of Paid Bills (Warrant dates of 02-17-2025 to 03-02-2025) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there is no upcoming meeting and no report. Veterans Commission Alderwoman Huether stated there is no report and the next meeting is on March 19th at 5 p.m. via Zoom. Audit and Finance Committee Alderman Toben stated there is no report. Tree Advisory Board Alderman Dodge stated there is no report and their next meeting is in April. OLD LEGISLATION Amended Bill No. 25-2555 Request for Site Plan for 4 Topwood Drive Alderman Dodge read Amended Proposed Bill No. 25-2555 entitled: “AN ORDINANCE APPROVING A PRELIMINARY SITE DEVELOPMENT PLAN FOR 4 TOPWOOD DRIVE IN THE PRD PLANNED RESIDENTIAL ZONING DISTRICT TO ALLOW THE CONSTRUCTION OF NEW RESIDENTIAL BUILDINGS AS PROVIDED FOR IN SECTION 405.820(C) OF THE MUNICIPAL CODE OF THE CITY OF MANCHESTER.,” by title only. No further action at this time. NEW LEGISLATION Resolution No. 25-1011 Bulk Fuel Purchase Alderman Baumann read Proposed Resolution No. 25-1011 entitled: “A RESOLUTION APPROVING THE 2025 BULK PURCHASE OF REGULAR UNLEADED GASOLINE AND ULTRA LOW SULFUR DIESEL FUEL PURSUANT TO ST. LOUIS COUNTY’S COOPERATIVE PROCUREMENT CONTRACT AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ISSUE PURCHASE ORDERS THEREFOR.,” by title only. Regular Board of Aldermen Meeting 03/03/2025 Page 3 Alderman Baumann made the motion for approval of Resolution No. 25-1011. The motion was seconded by Alderwoman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. Bill No. 25-2556 Amending the 2024 Budget Alderman Toben read Proposed Bill No. 25-2556 entitled: “AN ORDINANCE AMENDING ORDINANCE NO. 23-2405 THAT ADOPTED AND APPROVED THE BUDGET FOR THE CITY OF MANCHESTER FOR THE YEAR JANUARY 1, 2024, THROUGH DECEMBER 31, 2024.,” by title only. No further action at this time. Director Shawn Sieve answered questions regarding Bill No. 25-2556. MISCELLANEOUS Comments from the Public Dan Miller, resident at 809 Henry Manor Court, gave thanks to the Board, Director Riganti’s team, City Administrator Justin Klocke and Mayor Clement for involving the community in the planning for the project. He stated he believes this development is better and fits the neighborhood well. The communication and notification process has improved significantly and the proposed investments for sidewalks and easements to connect the neighborhoods are great. Sandy Van Booven, resident at 969 Burgundy Lane, stated her focus on sections four and five of the amended bill. She stated she is a trustee of the Westridge Manor Estates HOA and wanted to give thanks to the Aldermen and the Mayor for supporting additions to the ordinance that has acknowledged residents’ concerns on traffic and safety. ADJOURNMENT There being no further business, Alderwoman Huether made the motion to adjourn. The motion was seconded by Alderman Toben and carried unanimously.
