MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, MARCH 17, 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad, Alderwoman Huether, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES March 03, 2025, Regular Board of Aldermen Meeting Alderman Toben made the motion to approve the minutes of the Monday, March 03, 2025, Regular Board of Aldermen meeting. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderwoman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public Dennis Hancock, representative of the third County Council District, announced a Town Hall meeting will be held next Thursday, March 27 at 6:30 p.m. at Manchester City Hall where they will discuss the upcoming reassessment process and what to expect. Erica Savage from the Department of Revenue will also attend to speak about the senior tax freeze. He also spoke about Proposition B and highlighted the pros of voting in favor of Prop B. Tim Swoop with the County Executive’s office offered his help as a resource. He can help anyone who needs anything from the county and will leave business cards. In his previous role at the prosecutor’s office, he assisted those working with law enforcement and helped them navigate the county government process. He highlighted the senior property tax freeze program; if you are 62 or older, you need to sign up for it. Lastly, he mentioned a new initiative called “Save Lives,” aiming to reduce violent crime by 20% in three years, led by Tom Crease, a former police officer. REPORTS FROM THE MAYOR ManchesterCares Presentation – David Bennett David Bennett spoke about ManchesterCares and what the program entails. He introduced the new President of ManchesterCares, Mark Ribbing. Resident Stanton Martin donated to the non-profit organization and has been supportive in many ways of ManchesterCares throughout the years. Regular Board of Aldermen Meeting 03/17/2025 Page 1 Mark Ribbing, president of ManchesterCares, shared the responsibilities of his role within the organization and gave an update on the new members of the board. He gave an overview of the purpose of ManchesterCares and the goal of helping the neighbors around us. John Henson’s 100th Birthday (WWII Veteran) Proclamation Mayor Clement read a proclamation to longtime resident and WWII Veteran, John Henson, in celebration of his 100th birthday. Mayoral Reports Mayor Clement acknowledged the staff’s proactiveness in preparing for the storm last Friday. Notifications were sent to the community and thankfully the City fared well after the storm. Mayor Clement acknowledged he and City Administrator Justin Klocke handed out gift cards to the police department to thank them for their work during the winter storms. Mayor Clement shared the recycling event that took place on March 15th and had over 300 cars that dropped off recycling and $569 was donated to Circle of Concern. Mayor Clement shared a new business opened on Saturday called Mystic Moon Hair and Healing Salon and celebrated with a ribbon cutting. Mayor Clement stated the new Mercy Clinic with two doctors opened on March 7th and the space turned into a beautiful facility. Mayor Clement shared that invitations were sent out to the community asking them to be a part of the Manchester Serves team that will help pack food pouches at Feed the Need. The City is committed to a team of 50 members has already met that goal and will be able to add more. Mayor Clement stated he will be hosting the Faith Leaders tomorrow, March 18th and on Wednesday, March 19th, Conversations with the Mayor will take place at 7:30 a.m. at the Justice Center. Appointment of new Chairperson of Audit and Finance Committee – Peter Blitzer, Ward 3 Mayor Clement requested an appointment for Peter Blitzer as Chairperson of the Audit and Finance Committee. Alderman Toben made the motion to appoint Peter Blitzer. The motion was seconded by Alderwoman Huether. Appointment of new member of Planning and Zoning Commission – Amy Weber, Ward 2 Mayor Clement requested an appointment for Amy Weber to the Planning and Zoning Commission. Alderwoman Ottenad made the motion to appoint Amy Weber. The motion was seconded by Alderwoman Huether. REPORTS FROM THE CITY ADMINISTRATOR Introduction of Police Officer Scott Kim – Chief Skaggs Chief Skaggs introduced police officer Scott Kim. Officer Kim comes to Manchester from the City of Sikeston where he dedicated 17 years of service. He rose to the rank of lieutenant before retiring and relocating to the St. Louis area with his two daughters. Officer Kim has a strong passion for public relations and community policing. Officer Kim was pinned by his daughters Haley and Chloe. Regular Board of Aldermen Meeting 03/17/2025 Page 2 2025 Q1 Capital Projects Report – Director Tate Director of Public Works Errol Tate shared a presentation on the first quarter capital projects update. Director Tate answered questions from the Board regarding the report. City Administrator Justin Klocke gave thanks to parks, public works and the police department for all their proactive work going into the storms on Friday. He also gave thanks to code enforcement for doing extensive sweeps across the City, checking trees and residents’ properties. City Administrator Klocke also stated the City will be doing a storm debris limb chipping on Thursday and Friday this week, March 20th and 21st. If residents miss the limb chipping this week, Ward 1 limb chipping begins April 2nd, Ward 2 begins April 14th and Ward 3 will begin April 28th. He also shared Republic trash company will pick up some debris as well. City Administrator Klocke stated in the instance of the City needing more salt for any snow storms, the City will figure it out and get enough salt to take care of the possible storms. List of Paid Bills (Warrant dates of 03-03-2025 to 03-16-2025) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there is no upcoming meeting and no report. Veterans Commission Alderwoman Huether stated there is no report and the next meeting is on March 19th at 5 p.m. via Zoom. Audit and Finance Committee Alderman Toben stated there is no report. Tree Advisory Board Alderman Dodge stated there is no report. OLD LEGISLATION Amended Bill No. 25-2555 Request for Site Plan for 4 Topwood Drive Alderman Dodge read Amended Proposed Bill No. 25-2555 entitled: “AN ORDINANCE APPROVING A PRELIMINARY SITE DEVELOPMENT PLAN FOR 4 TOPWOOD DRIVE IN THE PRD PLANNED RESIDENTIAL ZONING DISTRICT TO ALLOW THE CONSTRUCTION OF NEW RESIDENTIAL BUILDINGS AS PROVIDED FOR IN SECTION 405.820(C) OF THE MUNICIPAL CODE OF THE CITY OF MANCHESTER.,” by title only. Bill No. 25-2556 Amending the 2024 Budget Alderman Toben read Proposed Bill No. 25-2556 entitled: “AN ORDINANCE AMENDING ORDINANCE NO. 23-2405 THAT ADOPTED AND APPROVED THE BUDGET FOR THE CITY OF MANCHESTER FOR THE YEAR JANUARY 1, 2024, THROUGH DECEMBER 31, 2024.,” by title only. Alderman Toben made the motion that Bill No. 25-2556 become Ordinance No. 25-2438. The motion was seconded by Alderman Baumann. NEW LEGISLATION Resolution No. 25-1012 Lifeguard Management Services Alderman Streeter read Proposed Resolution No. 25-1012 entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO EXECUTE A CONTRACT WITH AND EXPEND THE SUM IN AN AMOUNT NOT TO EXCEED TWO HUNDRED AND EIGHTY THOUSAND, TWO HUNDRED AND EIGHTY DOLLARS AND NO CENTS ($280,280.00) TO THE MIDWEST POOL MANAGEMENT OF AMERICA, LTD. FOR LIFEGUARD MANAGEMENT SERVICES.,” by title only. Alderman Streeter made the motion for approval of Resolution No. 25-1012. AND EXPEND THE SUM OF TWO MILLION, ONE HUNDRED AND NINE THOUSAND, THREE HUNDRED AND SIXTY-NINE DOLLARS AND NO CENTS ($2,109,369.00) FOR CONSTRUCTION SERVICES FOR THE SCHROEDER PARK PLAYGROUND PROJECT.,” by title only. Alderwoman Huether made the motion for approval of Resolution No. 25-1013. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. Bill No. 25-2557 14395 Manchester Road Condemnation Authorization Alderwoman Ottenad read Proposed Bill No. 25-2557 entitled: “AN ORDINANCE DECLARING THE NEED TO ACQUIRE RIGHT-OF-WAY AND RELATED EASEMENTS FOR THE NORTH MANCHESTER ROAD SIDEWALK PROJECT AND PROVIDING AUTHORITY FOR ACQUISITION BY CONDEMNATION,” by title only. Alderwoman Ottenad stated Emergency Legislation had been requested. Alderwoman Ottenad made the motion for approval of emergency legislation. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. Alderwoman Ottenad read for the second time Bill No. 25-2557, entitled: “AN ORDINANCE DECLARING THE NEED TO ACQUIRE RIGHT-OF-WAY AND RELATED EASEMENTS FOR THE NORTH MANCHESTER ROAD SIDEWALK PROJECT AND PROVIDING AUTHORITY FOR ACQUISITION BY CONDEMNATION,” by title only. Alderwoman Ottenad made the motion that Bill No. 25-2557, become Ordinance No. 25-2439. The motion was seconded by Alderman Toben. CLOSED SESSION Alderman Streeter read “Notice is hereby given that pursuant to Chapter 610, Section 610.021 of the Revised Statutes of Missouri (the Missouri Open Meetings and Records Law) and subject to a motion duly made and adopted by roll call vote, the Board of Aldermen will hold a closed meeting for the purpose of dealing with matters relating to the following: Legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys (Sec. 610.021(1) RSMo).” Alderman Streeter made the motion to go into closed session. The motion was seconded by Alderwoman Ottenad. A poll of the Board showed: Alderman Dodge - aye Alderman Toben - aye Alderwoman Huether – aye Alderman Streeter – aye Alderwoman Ottenad – aye Alderman Baumann - absent Mayor Clement announced that the motion passed 5 to 0, with no objections from any members of the Board of Aldermen.
