MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, APRIL 7, 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad, Alderwoman Huether, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES March 17, 2025, Regular Board of Aldermen Meeting Alderwoman Ottenad made the motion to approve the minutes of the Monday, March 17, 2025, Regular Board of Aldermen meeting. The motion was seconded by Alderman Streeter and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderwoman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public None. REPORTS FROM THE MAYOR Retirement of Jason Truesdell Proclamation Mayor Clement presented the proclamation to Jason Truesdell in person to thank and recognize him for his dedication and 18 years of involvement on the Planning and Zoning Commission. Harry Brown’s 100th Birthday (WWII Veteran) Proclamation Mayor Clement read a proclamation to longtime resident and WWII Veteran, Harry Brown, in celebration of his 100th birthday. Thank You to the Muslim Community Proclamation Mayor Clement read a proclamation to give thanks to our Muslim community in Manchester. He expressed his gratitude and shared how proud Manchester is to be home to a vibrant and diverse Muslim community. Regular Board of Aldermen Meeting 04/07/2025 Page 1 Mayoral Reports Mayor Clement stated the open house for the Art’s Center at the Lyceum took place on Saturday, March 29th and had a great turnout. He acknowledged the effort and work of the parks department in transforming the Lyceum. Mayor Clement shared that the city hosted its first citywide HOA meeting. There were 50 trustees who provided good feedback and it will be something we continue to host moving forward. Mayor Clement stated the city hosted 25 students from the Academy of St. Louis in the last two weeks. They were able to visit the Justice Center and tour the public works building. Mayor Clement shared that the city hosted 60 second graders from Sorrento Springs for a field trip to the Justice Center last Friday. Mayor Clement shared election day is taking place Tuesday, April 8th so remember to vote. There is also a blood drive being held at the Justice Center from 10:00 a.m. to 3:00 p.m. Mayor Clement stated on Wednesday, April 9th, 70 volunteers from the city will be spending time at Queeny Park packing dried food pouches for use in worldwide areas of starvation. Mayor Clement stated Manchester businesses will be gathering at the Business Circle meeting on Thursday, April 10th at 8:00 a.m. Mayor Clement shared South Serves, the day of service by Parkway South is Friday, April 11th where 1400 students will be helping around the city. Mayor Clement stated the EID Carnival is taking place this weekend and is a celebration for the end of Ramadan. Mayor Clement shared on Thursday, April 24th at 4:30 p.m. there will be an informal get together that will remember former Mayor David Willson at City Hall. REPORTS FROM THE CITY ADMINISTRATOR Christ Prince of Peace Student Community Study Presentation Director Andrea Riganti introduced the students of Christ Prince of Peace who presented their findings and recommendations of a study that is related to Wren Avenue to the Board of Aldermen. City Administrator Justin Klocke stated a resident reported an issue related to water runoff from a parking lot at Gershman Commercial and Director Riganti has been updating the Mayor and the Aldermen on what has been happening. The property owners have responded well to the stormwater complaints they received and had their general contractor visit the site. Director Riganti has been in contact with them, and we will continue to monitor the situation. A concern raised on Facebook caught the attention of elected officials, prompting them to inform staff. Residents are encouraged to contact City Hall, public works, or their elected officials directly with concerns, rather than just posting on social media. City Administrator Justin Klocke gave thanks to the parks and police staff and planning and zoning for all their work in preparation for the EID Carnival. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there is an upcoming meeting and no report. Veterans Commission Alderwoman Huether stated the Memorial Day ceremony will take place on Monday, May 26th at 10:00 a.m. and their next meeting is Wednesday, April 23rd at 5:00 p.m. Audit and Finance Committee Alderman Toben stated there is no report. Tree Advisory Board Alderman Dodge stated the next meeting will be on April 8th. Arbor Day is coming up on Saturday, April 26th. He shared the benefits of being a tree city and how it helps the city. Homecoming Committee Alderwoman Ottenad stated the committee’s first meeting will be on Wednesday, April 16th at 6:30 p.m. at the parks building. OLD LEGISLATION None. NEW LEGISLATION Resolution No. 25-1014 2025 Extension of Street Paint Striping Alderwoman Huether read Proposed Resolution No. 25-1014 entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO AN AMENDED AGREEMENT WITH AMERICA’S PARKING REMARKING, INC. (APR) TO EXTEND STREET PAINT STRIPING SERVICES TO 2025 IN AN AMOUNT NOT TO EXCEED TWENTY-SEVEN THOUSAND FIVE HUNDRED DOLLARS ($27,500.00).,” by title only. Alderwoman Huether made the motion for approval of Resolution No. 25-1014. The motion was seconded by Alderman Streeter and carried unanimously, with no objections from any members of the Board of Aldermen. Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. MISCELLANEOUS Comments from the Public Alderman Baumann shared his experience with challenge coins while he was on vacation.
