MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, APRIL 21, 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Dodge, Alderwoman Ottenad, Alderwoman Huether, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES April 7, 2025, Work Session Alderwoman Ottenad made the motion to approve the minutes of the Monday, April 7, 2025, work session. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Toben made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Considerations of Petitions City Clerk Michelle Melugin presented a liquor picnic license for St. Louis Scottish Games and On the Rocks. She stated Chief Ed Skaggs has completed the investigations on both applicants and recommends that due consideration be given to the issuance of these licenses by the Board of Aldermen. Alderwoman Ottenad made the motion for approval of the liquor picnic license for St. Louis Scottish Games and On the Rocks. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Comments from the Public None. Regular Board of Aldermen Meeting 04/21/2025 Page 1 REPORTS FROM THE MAYOR Autism Acceptance Month Proclamation Mayor Clement presented a proclamation to Terri O’Daniel from the Academy of St. Louis. National Day of Prayer Proclamation Mayor Clement read a proclamation to recognize National Day of Prayer, presenting the proclamation to Nancy Venezia. Nancy Venezia, resident at 1721 Blakefield Terrace, gave thanks to the Board of Aldermen and employees for what they do for the City. She invited all to the 74th annual National Day of Prayer on Thursday, May 1st, at the Justice Center. Last year’s event was also attended by several students from the Academy of St. Louis. Two Lights for Tomorrow Proclamation Mayor Clement spoke on the Two Lights for Tomorrow event held by the City last Friday, April 18th. He gave thanks to City Administrator Justin Klocke and Alderwoman Huether for their work in organizing this event. City Administrator Klocke spoke on this event celebrating the 250th anniversary of Paul Revere’s midnight ride and this national initiative is to help launch America 250 which will celebrate the 250th birthday of the country. This event is supposed to symbolize our collective action of always trying to strive for a better, more connected tomorrow. The Board of Aldermen agreed to consider flying the Betsy Ross flag in this year’s July 4th celebration. Mayoral Reports Mayor Clement stated on Wednesday, April 9th, members of the City participated at Feed the Need and helped package 131,500 meals within an hour. By the end of the event, Feed the Need exceeded their goal of packaging 1.2 million meals which will feed 3,387 kids for a year. Mayor Clement acknowledged those who helped with South Serves, a day of service on Friday, April 11th. Mayor Clement stated last Friday, April 18th, the City recognized and said thank you to the administrative assistants. Mayor Clement shared the City will be presenting a bench in honor of former Mayor, Dave Willson at 4:30 p.m. on Thursday, April 24th. Mayor Clement stated Arbor Day is Saturday, April 25th. There will be a tree planting and seedling give away at the Maker’s Mark event. REPORTS FROM THE CITY ADMINISTRATOR 1069 Treetop Trails Report -Director Andrea Riganti Director Andrea Riganti gave a status update on the house at 1069 Treetop Trails. Director Riganti answered questions presented by the Board of Aldermen. Schroeder Park Playground Update – Director Kat Schien Director Kat Schien provided the Board with an update regarding the Schroeder Park Playground and the Regular Board of Aldermen Meeting 04/21/2025 Page 2 issue with the original basin plan. She answered questions from the Board in reference to the update provided. City Administrator Justin Klocke stated this would delay the project completion date by two months. Traffic Calming Policy City Administrator Justin Klocke presented a report regarding a traffic calming policy. This policy would be a guide for future cases or concerns regarding speeding and traffic volume in areas of the City. City Administrator Klocke answered questions brought by the Board. Chapter 240 – Garbage and Refuse Amendment City Administrator Justin Klocke proposed an update to the solid waste ordinance regarding waste container storage regulations. List of Paid Bills (Warrant dates of 04-07-2025 to 04-20-2025) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there was a meeting last week and elected Ron Portis as head of Planning and Zoning commission. Derek Williams was appointed as Secretary. There will be a meeting next week, Monday, April 28th. Veterans Commission Alderwoman Huether stated their next meeting is Wednesday, April 23rd at 5:00 p.m. to plan for Memorial Day. Audit and Finance Committee Alderman Toben stated next meeting will be Monday, May 5th before the Board of Aldermen meeting. Tree Advisory Board Alderman Dodge stated there is no report. Homecoming Committee Alderwoman Ottenad stated the committee will have a meeting on Wednesday, April 23rd at 6:30 p.m. at the parks building. OLD LEGISLATION None. NEW LEGISLATION None.
