MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, OCTOBER 20, 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad, Alderwoman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES October 6, 2025, Regular Board of Aldermen Meeting Alderwoman Ottenad made the motion to approve the amended minutes of the Monday, October 6, 2025, Regular Board of Aldermen meeting. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Clement requested to remove the Introduction of Accounting Clerk Madeline Rohr (7c) and add the recognition of four Scouts under Mayoral Reports. Alderman Baumann made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderwoman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public John Higdon, resident at 324 Woodmar Court in Ballwin, spoke on behalf of the Respect MO Voters organization. REPORTS FROM THE MAYOR Boy Scouts Recognition Mayor Clement acknowledged four Boy Scouts in attendance at the Board of Aldermen Meeting. Christmas Holiday Schedule Mayor Clement proposed to the Board to consider designating December 22nd, 23rd, and 26th as additional holidays to give staff a longer holiday break. Alderwoman Ottenad made the motion to approve adding December 22nd, 23rd, and 26th as additional holidays. The motion was seconded by Alderwoman Huether. Regular Board of Aldermen Meeting 10/20/2025 Page 1 City Administrator Justin Klocke answered a question presented by Alderman Baumann on how this will work for police officers. City Administrator Klocke explained police officers will also be compensated accordingly. Mayoral Reports Mayor Clement recognized a recent 2025 Clean Stream event that attracted 195 volunteers that consisted of residents and Boy Scouts. Mayor Clement recognized a recent Walk, Bike and Roll to school from Schroeder Park to Hanna Woods Elementary that took place on Wednesday, October 8th. Mayor Clement stated earlier this evening, Monday, October 20th, a groundbreaking ceremony for the Schroeder Park Playground took place. The project is expected to be completed by June of 2026. Mayor Clement shared he will be meeting with Piermont kindergarten students on Thursday, October 23rd. Mayor Clement stated next week the City will host second graders from Pierremont Elementary and Sorrento Springs Elementary at the Justice Center for a field trip where they tour the Justice Center, meet the Chief, the judge and other City staff members. Mayor Clement stated meetings for the planning of America 250 event will be held on Tuesday, October 21st and Wednesday, October 22nd. REPORTS FROM THE CITY ADMINISTRATOR Introduction of Police Officer John Baffa Chief Ed Skaggs introduced police officer John Baffa who comes with 10 years of service from the Festus Police Department. Officer Baffa was pinned by his wife Jennifer. Introduction of Police Officer Jordan Schroeder Chief Skaggs introduced police officer Jordan Schroeder who comes with 2 years of service from the Chesterfield Police Department and served 5 years in the U.S. Army. Officer Schroeder was pinned by his mother Kim. Part Time Code Enforcement Officer Position Director Andrea Riganti spoke to the Board regarding a new part-time code enforcement officer position. Director Riganti answered questions presented by the Board. Director Riganti stated the part-time position is being created to help supplement our services that will help us better respond to residents. Alderman Toben made the motion to approve a part time code enforcement officer position. The motion was seconded by Alderwoman Huether. City Administrator Klocke spoke about a previous memo that gave an overview of the accomplishments within the police department. He stated in a future meeting, Chief Skaggs will present a brief report to the Board on some of the key highlights of that memo. Regular Board of Aldermen Meeting 10/20/2025 Page 2 City Administrator Klocke praised the police department for their fast reaction regarding an traffic light incident that took place last Friday, October 17th. List of Paid Bills (Warrant dates of 10-06-2025 to 10-19-2025) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated a meeting was held last week regarding a Special Use Permit that will be in front of the Board soon regarding a Dance Studio coming into Nationalway Center. Veterans Commission Alderwoman Huether stated there is no report. The next meeting will take place on Tuesday, November 4th, at 5 p.m. at City Hall. Audit and Finance Committee Alderman Toben stated the next meeting will take place on Tuesday, October 28th at 7 p.m. at City Hall. If needed, a second meeting will take place on Wednesday, October 29th. Tree Advisory Board Alderman Dodge stated a meeting took place last week and will present any points of interest at the next Board meeting. Homecoming Committee Alderwoman Ottenad stated they are waiting on the finalized numbers for Homecoming. OLD LEGISLATION None. NEW LEGISLATION Resolution No. 25-1030 Country Lane Woods – Gascony Creek Project Alderwoman Ottenad read Proposed Resolution No. 25-1030, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH TWO ALPHA CONTRACTING LLC IN AN AMOUNT NOT TO EXCEED THREE HUNDRED SEVENTY-THREE THOUSAND SEVEN HUNDRED AND FIFTY-SIX DOLLARS AND NINETY-FIVE CENTS ($373,756.95) WHICH INCLUDES A FIVE PERCENT (5%) CHANGE ORDER FOR UNFORESEEN WORK CONDITIONS TO PROVIDE THE CITY WITH SERVICES FOR THE CHANNEL “B” COUNTRY LANE WOODS – GASCONY CREEK IMPROVEMENTS,” by title only. Alderwoman Ottenad made the motion for approval of Resolution No. 25-1030. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Regular Board of Aldermen Meeting 10/20/2025 Page 3 Resolution No. 25-1031 Country Stone Creek Project Alderwoman Huether read Proposed Resolution No. 25-1031, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH IDEAL LANDSCAPE CONSTRUCTION, INC. IN AN AMOUNT NOT TO EXCEED ONE HUNDRED THIRTY-SIX THOUSAND FOUR HUNDRED AND SIXTY-SIX DOLLARS AND FORTY CENTS ($136,466.40) WHICH INCLUDES A FIVE PERCENT (5%) CHANGE ORDER FOR UNFORESEEN WORK CONDITIONS TO PROVIDE THE CITY WITH SERVICES FOR THE CHANNEL “D” CREEK IMPROVEMENTS AT COUNTRY STONE,” by title only. Alderwoman Huether made the motion for approval of Resolution No. 25-1031. The motion was seconded by Alderman Streeter and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 25-1032 Stormwater Master Plan Contract Alderman Baumann read Proposed Resolution No. 25-1032, entitled: “A RESOLUTION OF THE CITY OF MANCHESTER AUTHORIZING THE CITY ADMINISTRATOR TO ENTER INTO A CONTRACT WITH HR GREEN, INC. AN AMOUNT NOT TO EXCEED ONE HUNDRED EIGHTY-NINE THOUSAND FIVE HUNDRED DOLLARS ($189,500.00) FOR CONSULTING SERVICES FOR THE PREPARATION OF THE STORMWATER MASTER PLAN (CITY WIDE),” by title only. Alderman Baumann made the motion for approval of Resolution No. 25-1032. The motion was seconded by Alderwoman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 25-1033 Public Works Facility Study Agreement Alderman Dodge read Proposed Resolution No. 25-1033, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO EXECUTE TASK ORDER #5 WITH NAVIGATE BUILDING SOLUTIONS AND EXPEND THE SUM OF THIRTY-NINE THOUSAND NINE HUNDRED DOLLARS ($39,900.00) TO NAVIGATE BUILDING SOLUTIONS FOR A COMPREHENSIVE FACILITY CONDITION ASSESSMENT AND PLANNING STUDY FOR THE PUBLIC WORKS BUILDING,” by title only. Alderman Dodge made the motion for approval of Resolution No. 25-1033. The motion was seconded by Alderwoman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Bill No. 25-2564 Travel Safe Zone Alderman Toben read Proposed Bill No. 25-2564, entitled: “AN ORDINANCE ESTABLISHING A “TRAVEL SAFE ZONE” AND AMENDING CHAPTER 320 OF THE MUNICIPAL CODE OF THE CITY OF MANCHESTER TO DESIGNATE A SPECIFIED AREA AS AN “TRAVEL SAFE ZONE,” by title only. Regular Board of Aldermen Meeting 10/20/2025 Page 4 Alderwoman Ottenad questioned who presented the idea for this proposed Bill. Mayor Clement stated this was a solution presented by MoDOT as an alternative when the City’s original request was denied. Mayor Clement clarified that if this Bill is passed, there is a chance it may not be fully approved. Alderman Toben presented a challenge coin to Brad and Amanda Hermann for their resiliency after they experienced a terrible accident at 141 and Howard George. Brad Hermann spoke about his experience of the aftermath of the accident he was in and gave thanks to those who rallied around him and gave their support. City Administrator Klocke explained where the travel safe zone would be and explained there would be increased fines. No further action at this time. MISCELLANEOUS Comments from the Public None.
