MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING
OF MONDAY, OCTOBER 6, 2025
AT 200 HIGHLANDS BOULEVARD DRIVE
CALL TO ORDER
Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad,
Alderwoman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was
present.
APPROVAL OF THE MINUTES
September 15, 2025, Regular Board of Aldermen Meeting
Alderwoman Ottenad noted a correction was needed to the “Call to Order” portion of the minutes. She
stated that Alderwomen Ottenad should be noted as the one who called the meeting to order instead of
Mayor Mike Clement.
Alderwoman Ottenad made the motion to approve the amended minutes of the Monday, September 15,
2025, Regular Board of Aldermen meeting. The motion was seconded by Alderwoman Huether and
carried unanimously, with no objections from any members of the Board of Aldermen.
ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
City Administrator Justin Klocke requested to add two reports under Reports from the City
Administrator that will introduce two new members of staff. Alderman Dodge requested to add a
segment under Reports from the Mayor.
Alderwoman Huether made the motion to approve the Order of Items on the Agenda, as amended. The
motion was seconded by Alderwoman Ottenad and carried unanimously, with no objections from any
members of the Board of Aldermen.
CONSIDERATION OF PETITIONS
Audit Presentation – Ms. Mollie Malone
Mollie Malone explained the process of the audit, noted highlights of the 2024 financial statements and
stated the City of Manchester has received an unmodified audit opinion indicating that its financial
statements are accurately stated. The unmodified audit opinion is the best audit opinion one can receive.
Stormwater Master Plan Contract
Josiah Hoist, project manager for HR Green, presented an outline of the process in creating a stormwater
master plan for the City of Manchester. Director Errol Tate and Josiah Hoist answered questions from
the Board.

REPORTS FROM THE MAYOR
Good Neighbor Week Proclamation
Mayor Clement presented a proclamation highlighting the success of the City’s hard work and dedication
to help bring the community together through Civic Season and Good Neighbor Week.
Mayor Clement stated that the success of the Civic Season and Good Neighbor Week is the results given
by Alderwoman Megan Huether and Community Development Coordinator Lisa Wigger.
St. Joseph Parish – 160 years of Ministry Proclamation
Mayor Clement presented a proclamation to Father Mathew and Bob Wojcik celebrating 160 years of
ministry at St. Joseph Parish.
Mayoral Reports
Mayor Clement thanked Alderwoman Ottenad for chairing the last meeting while he was out of town.
Mayor Clement stated two meetings were hosted last week for America 250 and the team is making
progress in the planning process.
Mayor Clement shared on Saturday, October 4th, the City hosted a successful PSA screening.
Mayor Clement acknowledged on Saturday, October 4th, he attended a block party as part of Good
Neighbor Week and there was a good turnout.
Mayor Clement announced tomorrow, Tuesday, October 7th there will be flu shots tomorrow for City
staff, elected officials and spouses from 11:00 a.m. to 12:30 p.m. at City Hall.
Mayor Clement stated a Walk to School event will take place on Wednesday, October 8th, from Schroeder
Park to Hanna Woods Elementary.
Mayor Clement stated there will be three blood drives this month and they will take place on Friday,
October 10th, Wednesday, October 22nd, and Friday, October 31st.
Alderman Dodge shared Saturday, October 4th the City hosted a prostate screening PSA blood test event.
A total of 81 men participated, 25 of those being walk-ins. Alderman Dodge acknowledged and thanked
the Siteman Cancer Center and WashU Medicine for their efforts.
REPORTS FROM THE CITY ADMINISTRATOR
Introduction of Public Works Maintenance Cole Barret
Director Errol Tate introduced Cole Baird who is joining public works as a Maintenance I worker who
comes with concrete experience.
Introduction of Arts and Recreation Supervisor Sam Sherwood
Director Kat Schien introduced Sam Sherwood as the Arts and Recreation Supervisor. Sam Sherwood
comes to the City with a background in graphic design, environmental science, owns a photography
business and most recently worked for DNR under water quality standards.

City Administrator Justin Klocke stated the first budget work session will be on Tuesday, October 28th at
7:00 p.m. If needed, there will be another work session scheduled for Wednesday, October 29th at 7:00
p.m.
List of Paid Bills (Warrant dates of 09-15-2025 to 10-05-2025)
There were no questions.
REPORTS FROM THE COMMITTEES
Planning and Zoning Commission
Alderman Baumann stated on Monday, October 13th there will be a special use permit for a dance studio
at 57 Nationalway Plaza.
Veterans Commission
Alderwoman Huether stated the commission met this week and are preparing for Veterans Day on the
11th. They will be partnering with the Parks Department to present the breakfast for Veterans.
Preparations have started for the Veterans Resource Event next year in April and they will also be
participating with the Flags of Valor America’s Heartland members. The next meeting will be on Tuesday,
November 4th, Election Day, at 5:00 p.m. at City Hall.
Audit and Finance Committee
Alderman Toben stated the committee met before the Board of Aldermen meeting and their next meeting
will be Monday, December 15th at 6:00 p.m. Alderman Toben thanked the finance department, finance
committee, and the auditors for all their hard work.
Tree Advisory Board
Alderman Dodge stated the quarterly meeting will take place tomorrow, Tuesday, October 7th.
Homecoming Committee
Alderwoman Ottenad stated the committee met on Wednesday, September 24th. Alderwoman Ottenad
shared the numbers on Homecoming.

Resolution No. 25-1029
3 Motorola Watchguard in Car Cameras
Alderwoman Ottenad read Proposed Resolution No. 25-1029, entitled: “A RESOLUTION
AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO PURCHASE ALL
REPLACEMENT HARDWARE NECESSARY FOR (3) WATCHGUARD VIDEO IN CAR CAMERA
SYSTEMS, IN THE AMOUNT OF FIFTEEN THOUSAND THREE HUNDRED AND SEVENTY DOLLARS
AND FIFTY CENTS ($15,370.50) THROUGH THE CITY’S EXISTING CONTRACT WITH MOTOROLA
SOLUTIONS INC.,” by title only.
Alderwoman Ottenad made the motion for approval of Resolution No. 25-1029. The motion was

seconded by Alderman Toben and carried unanimously, with no objections from any members of the
Board of Aldermen.

ADJOURNMENT
There being no further business, Alderman Toben made the motion to adjourn. The motion was seconded
by Alderwoman Huether and carried unanimously. The meeting adjourned at 8:05 p.m.
