MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, SEPTEMBER 15, 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Alderwoman Ottenad called the Regular Board of Aldermen Meeting to order at 6:59 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad, Alderwoman Huether, Alderman Baumann, and Aldermen Toben. Mayor Clement was absent. A quorum was present. APPROVAL OF THE MINUTES September 2, 2025, Public Hearing regarding Property Tax Levy Alderman Toben made the motion to approve the minutes of the Tuesday, September 2, 2025, Regular Board of Aldermen meeting. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Toben made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Streeter and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public None. REPORTS FROM THE MAYOR Mayoral Reports Alderwoman Ottenad stated the City was well represented at the PGA Grand Opening. REPORTS FROM THE CITY ADMINISTRATOR List of Paid Bills (Warrant dates of 09-01-2025 to 09-14-2025) There were no questions. Regular Board of Aldermen Meeting 09/15/2025 Page 1 REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there was no report and no meeting. Veterans Commission Alderwoman Huether stated the commission met on Wednesday, September 10th. She invited everyone to the POW/MIA Remembrance Ceremony of Friday, September 19th at 10 a.m. at the Veteran’s Memorial in Stoecker Park. They are preparing for the Veteran’s Day holiday that will be hosted Tuesday, November 11th at the Justice Center. The next meeting will be Thursday, October 2nd at 5 p.m. Audit and Finance Committee Alderman Toben stated the committee will meet before the next Board of Aldermen meeting on Monday, October 6th. Tree Advisory Board Alderman Dodge stated there was no report. Homecoming Committee Alderwoman Ottenad stated there was beautiful weather for Homecoming and hopefully will have numbers to share at the next meeting. Alderwoman Ottenad gave thanks to the City staff that came out and helped with the event. OLD LEGISLATION Bill No. 25-2563 Establishing and Levying the Rate of Taxation for Real and Personal Property Alderman Toben read Proposed Bill No. 25-2563, entitled: “AN ORDINANCE ESTABLISHING AND LEVYING THE RATE OF TAXATION UPON ALL REAL AND PERSONAL PROPERTY IN THE CITY OF MANCHESTER FOR CALENDAR YEAR 2025,” by title only. Alderman Toben made the motion that Bill No. 25-2563 become Ordinance No. 25-2445. The motion was seconded by Alderwoman Huether. A poll of the Board showed: Alderwoman Huether – aye Alderwoman Ottenad – aye Alderman Streeter – aye Alderman Toben – aye Alderman Baumann – aye Alderman Dodge – aye Alderwoman Ottenad announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. NEW LEGISLATION Resolution No. 25-1027 Extending Contract Services with Modern Litho Inc. for Manchester Message Newsletter Regular Board of Aldermen Meeting 09/15/2025 Page 2 Alderman Streeter read Proposed Resolution No. 25-1027, entitled: “A RESOLUTION AMENDING RESOLUTION NUMBER 22-0896 REGARDING AN EXISTING CONTRACT WITH MODERN LITHO INC. TO RENEW THE AGREEMENT FOR AN AMOUNT NOT TO EXCEED SIXTEEN THOUSAND DOLLARS AND ZERO CENTS ($16,000.00) FOR THE LABOR, MATERIALS AND PERFORMANCE OF ALL PRINTING WORK FOR THE CALENDAR YEAR 2026 FOR PUBLICATION OF THE MANCHESTER MESSAGE NEWSLETTER AND THE PARKS AND RECREATION INSERTS,” by title only. Alderman Streeter made the motion for approval of Resolution No. 25-1027. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 25-1028 Amending the 1069 Treetop Demolition Authorization Alderman Baumann read Proposed Resolution No. 25-1028, entitled: “A RESOLUTION AMENDING RESOLUTION NO. 25-1003 TO AUTHORIZE ADDITIONAL EXPENDITURES UNDER THE CONTRACT WITH EXTERIOR CREATIONS FOR THE PURPOSE OF DEMOLISHING THE BUILDING LOCATED AT 1069 TREETOP LANE, MANCHESTER MISSOURI,” by title only. Alderman Baumann asked about a timeframe on the demolition of this project. Director Riganti stated the work has already occurred and has been completed. Alderman Dodge asked how the City will recover the expenses spent on the demolition. Director Riganti stated there is a settlement agreement with the property owner and the City will be seeking the full cost recovery of this activity. Alderman Baumann made the motion for approval of Resolution No. 25-1028. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. MISCELLANEOUS Comments from the Public Garrett Baumann, resident at 545 Arblay Place, asked the Board to consider the opportunity of having a WWII reenactment weekend in Schroeder Park. ADJOURNMENT There being no further business, Alderman Toben made the motion to adjourn. The motion was seconded by Alderman Baumann and carried unanimously.
