MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING
OF TUESDAY, SEPTEMBER 2, 2025
AT 200 HIGHLANDS BOULEVARD DRIVE
CALL TO ORDER
Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:03 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Dodge, Alderwoman Ottenad, Alderwoman Huether,
Alderman Baumann, Aldermen Toben and Mayor Clement. Alderman Streeter was absent. A quorum was
present.
APPROVAL OF THE MINUTES
August 18, 2025, Regular Board of Aldermen Meeting
Alderwoman Ottenad made the motion to approve the minutes of the Monday, August 18, 2025, Regular
Board of Aldermen meeting. The motion was seconded by Alderman Baumann and carried unanimously,
with no objections from any members of the Board of Aldermen.
ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
Alderwoman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The
motion was seconded by Alderman Baumann and carried unanimously, with no objections from any
members of the Board of Aldermen.
CONSIDERATION OF PETITIONS
Comments from the Public
Paul Bracher, resident at 343 Autumn Creek Drive, appreciated how the Board handled the tow truck
discussion and appreciated it being in public. He stated the minutes from the previous meetings were
corrected on the website and suggested a motion should be carried out prior to amending minutes. He
spoke about the Craig Smith case and gave feedback on how he thinks it should be handled.
REPORTS FROM THE MAYOR
Mayoral Reports
Mayor Clement acknowledged the City is hosting their 50-year resident luncheon at the Lazy River Grill
on September 3rd and will begin at 11:30 a.m.
Mayor Clement shared he will be hosting another Conversations with the Mayor on September 3rd at City
Hall.
Mayor Clement stated school started Homecoming is September 5th through the 7th and our former
Mayor Mike Wood will be present along with former mayor Don Bauer who was Mayor from 1986 to
1988 and was mayor for the first Homecoming of Manchester.

Mayor Clement shared there will be a ribbon cutting for the PGA Tour Superstore on September 13th at
8:30 a.m.
Mayor Clement stated Good Neighbor Week is September 28th through October 4th.
REPORTS FROM THE CITY ADMINISTRATOR
City Administrator Justin Klocke stated the City will have its own both at Homecoming this weekend and
will be passing out surveys for the comprehensive plan.
City Administrator Klocke provided more details regarding the PGA Tour Superstore and their grand
opening.
List of Paid Bills (Warrant dates of 08-18-2025 to 08-31-2025)
There were no questions.
REPORTS FROM THE COMMITTEES
Planning and Zoning Commission
Alderman Baumann stated there was no report.
Veterans Commission
Alderwoman Huether stated the commission will meet on September 10th at 5:00 p.m.
Audit and Finance Committee
Alderman Toben stated the next meeting will be on September 15th at 6 p.m. via Zoom.
Tree Advisory Board
Alderman Dodge stated there was no report.
Homecoming Committee
Alderwoman Ottenad stated the forecast for Homecoming is going to be great.
OLD LEGISLATION
None.
NEW LEGISLATION
Bill No. 25-2563
Establishing and Levying the Rate of Taxation for Real and Personal Property
Alderman Toben read Proposed Bill No. 25-2563, entitled: “AN ORDINANCE ESTABLISHING AND
LEVYING THE RATE OF TAXATION UPON ALL REAL AND PERSONAL PROPERTY IN THE CITY OF
MANCHESTER FOR CALENDAR YEAR 2025,” by title only.
No further action at this time.

There being no further business, Alderman Toben made the motion to adjourn. The motion was seconded
