MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, AUGUST 18, 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad, Alderwoman Huether, Alderman Baumann, Aldermen Toben and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES August 4, 2025, Work Session Alderman Toben made the motion to approve the minutes of the Monday, August 4, 2025, Work Session. The motion was seconded by Alderwoman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. August 4, 2025, Regular Board of Aldermen Meeting Alderwoman Ottenad made the motion to approve the minutes of the Monday, August 4, 2025, Regular Board of Aldermen meeting. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderwoman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Liquor License – Changing of Managing Officer at Tuckers City Clerk Michelle Melugin explained that Neil Struharik requested a change in managing officer for Tuckers Place West. Alderman Toben made the motion to approve the change of managing officer. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Commercial Vehicle (Tow Truck) Exemption Consideration Mike Webster with Mcnamara Towing spoke regarding the topic of parking his tow truck at his residence from the hours of 6 p.m. to 8 a.m. He discussed previous concerns that were presented with parking a tow truck on a residential street. Mayor Clement asked Director Andrea Riganti about possible problems regarding the parking placement Regular Board of Aldermen Meeting 08/18/2025 Page 1 of the vehicle. Director Riganti stated there may be issues with parking regarding regulations that the City has in place. Alderman Streeter spoke on the research he found regarding the topic. He stated there may be a reasonable case for a public safety benefit on allowing tow truck parking in residential areas and would like to continue to pursue the topic. Alderman Dodge stated there is a 7-minute drive from where the truck is parked at the business from the home of the resident. If there was an ordinance change, this would be in effect for all Wards within the City and allow multiple commercial vehicles to be parked on residential driveways. Alderman Dodge questioned the immediate role a tow truck plays when it arrives to a scene and how impactful their presence makes in the beginning of an emergency. Mayor Clement questioned what writing an exemption for tow truck parking would look like compared to other cities who have already made an exemption. City Administrator Justin Klocke stated it was not a tightly written exemption but was more of a list of recommendations on where or how someone could park their tow truck. He listed which surrounding cities do and do not allow tow truck parking in residential areas. Alderwoman Huether questioned what the definition for what overnight means regarding this possible exemption. It was requested by Mike Webster to be 6 p.m. to 8 a.m. Mike Webster stated he was flexible on that time requested and there would be days where he may be home later than 6 p.m. and days where he leaves earlier than 8 a.m. Alderman Toben asked how many times Mike Webster is on call. Mike Webster stated at the most, it may be 5 days a week and a minimum of 2 days a week. Alderman Toben asked City Administrator Klocke if the exemption does not pass, is there a permitting process that would be possible for specific situations in this instance. City Administrator Klocke stated there is currently no permitting framework in our code of ordinances. The code would have to be amended to allow the exemption. City Administrator Klocke asked Mike Webster to provide the information to see the fire marshal’s reasoning behind defining an emergency vehicle as the City’s code is very clear on what a definition of an emergency vehicle and a commercial vehicle is. Mike Webster stated tow trucks that are emergency vehicles tend to have a contract or are called by the police to respond to an emergency. Alderwoman Huether asked Mike Webster if he has a contract with West County Fire or Valley Park Fire. Mike Webster stated they do not have a written contract but have a verbal contract that has been held for 35 years. Alderman Baumann stated the Alderman need to think about not only our current neighbors but the future neighbors that will come into Manchester. He also stated there are most likely more than just this one towing company that serves this area. Mike Webster stated their company is the only one who reports to emergency calls in this area as well as the surrounding areas. Mayor Clement asked the Board if there is a sentiment to either decline or continue with this process. Regular Board of Aldermen Meeting 08/18/2025 Page 2 Alderman Streeter stated he would like to continue to pursue and consider this option. Alderman Dodge made the motion to decline to pursue the request. The motion was seconded by Alderwoman Huether. A poll of the Board showed: Alderwoman Ottenad – aye Alderman Streeter – nay Alderman Dodge – aye Alderwoman Huether – aye Alderman Toben – aye Alderman Baumann – aye Mayor Clement announced that the motion passed 5 to 1, with one objection from a member of the Board of Aldermen. Comments from the Public Paul Bracher, resident at 343 Autumn Creek Drive, stated the Board approved minutes with an error that miscounted the vote for Resolution No. 25-1025. He also spoke regarding the recently filed petition in Craig Smith vs City of Manchester which suggests the police department was/is in turmoil. REPORTS FROM THE MAYOR Municipal Courts Week Proclamation Mayor Clement shared a proclamation honoring our Municipal Courts department. Mayoral Reports Mayor Clement shared a review of the Comprehensive Plan and the City has started to plan for the formation of the team that will guide this process. Of the 14 members on this team, 6 members are the appointees of the City’s Wards. The other 8 members will consist of stakeholder representatives from youth, faith-based, and the business community along with 3 at-large appointments. Mayor Clement stated school started today, Monday, August 18th in Parkway and Valley Park and hopes students have a great year. He shared that he saw a lot of families walking to school and he is glad that sidewalks will be put in along Carman Road. Board members and City Staff participated in the back-to- school events last Thursday, August 14th. Mayor Clement shared the City had its first meeting of the America 250 committee. Mayor Clement stated on Friday, August 15th, he and Lisa Wigger, Community Development Coordinator, visited the West County Chamber Government Affairs and Transportation where they provided reports to the chamber. Mayor Clement stated on Friday, August 15th, he and Lisa Wigger also attended the ribbon cutting at the Reptile Room. There was a large crowd in attendance and there is a lot of interest in this business. Mayor Clement shared on Thursday, August 21st, the City will host a luncheon for the Missouri City Clerks and Finance Officers Association. Regular Board of Aldermen Meeting 08/18/2025 Page 3 Mayor Clement reminded everyone the next Board of Aldermen meeting will be on Tuesday, September 2nd. Mayor Clement stated on Wednesday, September 3rd, the City will host it’s 50-year resident luncheon at the Lazy River Grill. Mayor Clement shared he will host another Conversations with the Mayor on Wednesday evening, September 3rd. REPORTS FROM THE CITY ADMINISTRATOR Process of Adding Items to the Agenda City Administrator Justin Klocke reviewed the code of ordinances about the process for adding to the Board’s agenda. He also shared a proposal recommendation for how Board members can request something to be added to an agenda moving forward. Alderwoman Huether stated she supports the additional processes that would be put into place. She also proposed that the Alderman interested in adding a topic to the agenda also provide a memo for when it is time to discuss the topic. Mayor Clement stated every topic proposed by an Alderman would not always require a memo. The Board discussed options on how that process could look in the future. List of Paid Bills (Warrant dates of 08-05-2025 to 08-17-2025) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there was no report. Veterans Commission Alderwoman Huether stated the commission met on Wednesday, August 6th. They are continuing to plan for the Veterans Resource Fair with a date set of April 18th, 2026. The POW/MIA Remembrance Day is on Friday, September 19th and they will have a remembrance ceremony at the Veterans Memorial. On Saturday, September 20th, there will be a benefit barbecue sponsored by the Legion. This event will be from 11 a.m. to 3 p.m. to benefit U.S. Marine veteran Geroge Vitale who recently had amputations and is needing renovations to his home to make it accessible. Audit and Finance Committee Alderman Toben stated the next meeting will be on Tuesday, August 26th at 6 p.m. Tree Advisory Board Alderman Dodge stated there was no report. Alderman Dodge shared the Manchester Message has an article about the City’s prostate cancer screening event. Homecoming Committee Alderwoman Ottenad stated the committee did not meet but their next meeting will be on Wednesday, August 20th at the Parks office. Regular Board of Aldermen Meeting 08/18/2025 Page 4 OLD LEGISLATION Bill No. 25-2562 Amending Chapter 340 Regarding School Crossing Guards Alderman Dodge read Proposed Bill No. 25-2562 entitled: “AN ORDINANCE AMENDING THE TRAFFIC CODE, CHAPTER 340, BY ADOPTING SECTION 340.225 PERTAINING TO DUTIES AND AUTHORITY OF SCHOOL CROSSING GUARDS.,” by title only. Alderman Dodge made the motion that Bill No. 25-2562 become Ordinance No. 25-2444. The motion was seconded by Alderwoman Huether. A poll of the Board showed: Alderman Dodge – aye Alderman Baumann – aye Alderman Toben – aye Alderwoman Huether – aye Alderman Streeter – aye Alderwoman Ottenad – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. NEW LEGISLATION Resolution No. 25-1026 Destruction of City Documents Alderman Toben read Proposed Resolution No. 25-1026, entitled: “A RESOLUTION AUTHORIZING THE CITY CLERK OF THE CITY OF MANCHESTER, MISSOURI TO DESTROY CERTAIN RECORDS IN ACCORDANCE WITH APPLICABLE RETENTION SCHEDULES,” by title only. Alderman Toben made the motion for approval of Resolution No. 25-1026. The motion was seconded by Alderwoman Huether. MISCELLANEOUS Comments from the Public Christine Ahlbrand, resident 315 Wembley Lane, spoke regarding the assistance the VA can provide veterans in need of assistance. ADJOURNMENT There being no further business, Alderman Toben made the motion to adjourn. The motion was seconded by Alderwoman Huether and carried unanimously.
