Presentation of a Certificate of Recognition to Nicholas Vu for his Offer 15-0251 of Appointment to the United States Naval Academy. PRESENT Mayor Powell, on behalf of the City Council, presented a certificate of Recognition to Nicholas Vu for his Offer of Appointment to the United States Naval Academy. G. CITY MANAGER REPORT City Manager Mark Danaj announced that the newly formed Manhattan Beach Fire Foundation, which is comprised of community leaders, will have an Executive Board Member speak at the July 7, 2015, City Council Meeting to introduce the group and explain their purpose. He further added that "Open City Hall", the City's new civic engagement tool, is in full force and includes topics for discussion of community interest. H. CITY ATTORNEY REPORT None. I. CITY COUNCIL ANNOUNCEMENTS AND REPORTS Councilmember Howorth stated that the Mira Costa High School Graduation will take place on Thursday, June 18, 2015, at 5 PM. Mayor Powell announced that the "Concerts in the Park" will begin on July 5, 2015, in Polliwog Park. J. Prior to the vote on the motion, City Attorney Quinn Barrow read into the record the title of Ordinance No. 15-0011 to Raise Solid Waste Fees for the Proposed Food Waste Recycling Program in Manhattan Beach Ordinance No. 15-0013 to Introduce an Amendment to the Municipal Code Section 4.48.090 - Limited Alcoholic Beverage Use on Public Property - Special Permit and Ordinance 15-0013, requiring that the permit provides a public benefit to the community, Councilmember Howorth stated that she would be voting "no" on this motion because she felt there was a misuse of this process. A motion was made by Councilmember Lesser, seconded by Mayor Pro Tem Burton, to approve the Consent Caledar with the exception of the Item Nos. that were pulled. Public Hearing and Adoption of the Fiscal Year 2015-2016 Operating 15-0298 Budget, Including the Gann Appropriation Limit (Finance Director Moe). A motion was made by Mayor Pro Tem Burton, seconded by Councilmember Howorth, to adopt Resolution Nos. 15-0036 establishing the Gann Appropriations Limit for Fiscal Year 2015-2016 and Resolution No. 15-0037 adopting the Fiscal Year 2015-2016 Operating Budget and authorize the City Manager to create classifications and set salary ranges for new positions authorized in the Fiscal Year 2015-2016 Budget for which no classifications exist. The motion carried by the following vote: Aye: 5- Powell, Burton, D'Errico, Lesser and Howorth At 8:00 PM City Council recessed and reconvened at 8:11 PM with all Councilmembers present. N.
