PLEDGE TO THE FLAG Mayor Pro Tem Tony D'Errico led the Pledge of Allegiance. B. REORGANIZATION Hermosa Beach Mayor, Carolyn Petty and Hermosa Beach Mayor Pro Tem, Hany Fangary presented the outgoing Mayor Burton with a plaque of recognition for all his work and collaboration with neighboring cities as a Mayor for the City of Manhattan Beach. The City Council recognized outgoing Mayor Burton. 1. City Council Assignments 16-0163 a) Selection of Mayor b) Selection of Mayor Pro Tem (City Clerk Tamura). APPROVE Newly appointed Mayor D'Errico thanked his family, residents, and fellow Councilmembers and gave a brief overview of his upcoming term and announced that he will be having a 2 hour window, 20 minute segments for appointments to meet with individuals/groups on alternating City Council Meeting Wednesday's. Mayor Pro Tem Lesser requested to have City Council assignment descriptions reviewed. A motion was made by Mayor Burton, seconded by Councilmember Howorth, to appoint Mayor Pro Tem D'Errico as the next Mayor. A motion was made by Mayor D'Errico, seconded by Councilmember Powell, to appoint Councilmember Lesser as the next Mayor Pro Tem. CEREMONIAL CALENDAR Hermosa Beach Mayor Pro Tem, Hany Fangary presented newly appointed Mayor D'Errico with a plaque of recognition for his appointment as Mayor of Manhattan Beach. F. CERTIFICATION OF MEETING NOTICE AND AGENDA POSTING City Clerk Liza Tamura confirmed that the meeting was properly posted. G. APPROVAL OF AGENDA AND WAIVER OF FULL READING OF ORDINANCES A motion was made by Councilmember Burton, seconded by Councilmember Powell, to approve the agenda and waive full reading of ordinance. CITY COUNCIL AND COMMUNITY ORGANIZATION ANNOUNCEMENTS OF UPCOMING EVENTS (1 MINUTE PER PERSON) Melissa McCollum, Manager of the Manhattan Beach Library announced upcoming library events and dates, announced the "Year One Celebration" on May 1, 2016 from 2:00 PM - 4:00 PM, there will be music, art, and free books for kids in celebration of the first year in the new library. Kay Holliday announced about the CHOICE transition program for young adults at Mira Costa High School and their upcoming event, MBUSD CHOICE Mixer and Fundraiser on April 20, 2016 from 6:30 PM - 8:00 PM at the Manhattan Beach Library regarding autism. Councilmember Howorth announced that she supports the various programs in the community including the CHOICE and autism events. Manny Serrano talked about the Ecuador Earthquake that happened last week and will be sending Council more details on what the City can do to help Ecuador. I. CITY MANAGER REPORT City Manager Mark Danaj provided information regarding the three self -directed employee work teams that were created after the "All Hands" meeting on October, 2015. Management Fellow Kendra Davis presented to City Council information about group one of the self- directed employee work teams, "Innovation, Technology, and Social Media". Public Works Tony Olmos introduced new City Engineer, Prim Kumar. City Manager Danaj responded to the City Council questions. J. CITY ATTORNEY REPORT None. K. PUBLIC COMMENTS (2 MINUTES PER PERSON FOR ONE ITEM, A MAXIMUM OF 5 MINUTES IF A SPEAKER WANTS TO COMMENT ON MORE THAN ONE ITEM) John Chaykowski read into record a letter sent to the editor of the Beach Reporter regarding the Downtown Specific Plan City Council discussion is in support with the City Council actions as stated at the last meeting. PLANNING COMMISSION QUASI-JUDICIAL DECISIONS (RECEIVE AND FILE) None. M. CONSENT CALENDAR (APPROVE) A motion was made by Councilmember Burton, seconded by Councilmember Powell, to approve the Consent Calendar Item Nos. 2-6. Resolution Approving the Side Letter Agreement with the California RES 16-0026 Teamsters, Local 911, Modifying Exhibit A Classifications Represented by the Teamsters of the Memorandum of Understanding (Human Resources Director Zadroga-Haase). ADOPT RESOLUTION NO. 16-0026 The recommendation for this item was approved. 4. Resolution Appointing a Representative, Gregory S. Borboa, Risk RES 16-0029 Manager, to the Independent Cities Risk Management Authority (ICRMA), Appointing an Alternate Representative, Teresia Zadroga-Haase, Human Resources Director, and Appointing a Substitute Alternate, Christine Tomikawa, Human Resources Manager (Human Resources Director Zadroga-Haase) . ADOPT RESOLUTION NO. 16-0029 The recommendation for this item was approved. 5. Financial Report: 16-0099 a) Schedule of Demands: March 31, 2016 b) Investment Portfolio for the Month Ending February 29, 2016 c) Month End Report for February 29, 2016 (Finance Director Moe). Introduce Ordinance No. 16-0004 Repealing Section 2.44.050 (Voting ORD 16-0004 Procedure) of Chapter 2.44 (City Boards, Commissions and Committees) of Title 2 (Administration) of the Manhattan Beach Municipal Code and Adopt Resolution No. 16-0032 Regarding Interview, Appointment and Voting Process for City Boards, Commissions and Committees (City Clerk Tamura). WAIVE FUTHER READING; INTRODUCE ORDINANCE NO. 16-0004 AND ADOPT RESOLUTION NO. 16-0032 City Clerk Liza Tamura introduced the item, provided the staff presentation, and clarified that the only change to make that was on the staff report is the deadline for submission (City Hall closes at 5:00 PM and not 5:30 PM as stated on the flyers). City Clerk Tamura and City Attorney Quinn Barrow responded to City Council questions. City Attorney Barrow read the title of Ordinance No. 16-0004. A motion was made by Councilmember Burton, seconded by Councilmember Howorth, Ordinance No. 16-0004 repealing section 2.44.050 (voting procedure) of chapter 2.44 (City Boards, Commissions and Committees) of Title 2 (Administration) of the Manhattan Beach Municipal Code. Presentation of the Proposed Fiscal Year 2016-2017 to Fiscal Year 16-0117 2020-2021 Five-Year Capital Improvement Plan (Public Works Director Olmos). RECEIVE REPORT AND PROVIDE COMMENTS City Clerk Liza Tamura introduced the item. Public Works Director Tony Olmos provided the staff presentation. Mayor Pro Tem Lesser requested for staff to look for grants or to collaborate with neighboring cities when available to work on projects and reduce the City’s cost. Public Works Director Olmos, Information Technology Director Sanford Taylor, and Finance Director Bruce Moe responded to City Council questions. Motion of the Chair to receive report. 9. Free WiFi in the Parks and Municipal Broadband Networks Fiber 16-0108 Discussion (Information Technology Director Taylor). DISCUSS City Clerk Liza Tamura introduced the item. Information Technology Sanford Taylor provided the staff presentation. Information Technology Director Taylor and City Attorney Quinn Barrow responded to City Council questions. Councilmember Howorth suggested collaboration with neighboring cities regarding technology projects. Mayor Pro Tem Lesser requested for staff to look at the availability of funds and how they can be used for broadband services. A motion was made by Councilmember Powell, seconded by Councilmember Howorth, to approve free WiFi availability in the parks. GENERAL BUSINESS 10. Reorganization of the Manhattan Beach Capital Improvements 16-0154 Corporation (Finance Director Moe). ELECT A NEW PRESIDENT AND VICE PRESIDENT Finance Director Bruce Moe gave presentation. A motion was made by Boardmember Burton, seconded by Boardmember Powell, to appoint Vice President D'Errico as President of the Capital Improvement Corporation and to appoint Boardmember Lesser as Vice President of the Capital Improvement Corporation. ADJOURN MANHATTAN BEACH CAPITAL IMPROVEMENTS CORPORATION AND RECONVENE CITY COUNCIL MEETING At 8:10 PM, President D'Errico adjourned the Capital Improvements Corporation Meeting to the Regular City Council Meeting. S. CITY COUNCIL REPORTS, OTHER COUNCIL BUSINESS, AND COMMITTEE AND TRAVEL REPORTS Councilmember Powell requested City Council discussion regarding Assembly Bill 2320 - Drones and Unmanned Aircrafts and writing a support letter opposing AB 2320. City Attorney Quinn Barrow responded to City Council questions. Councilmember Howorth suggested to have the item placed on the May 3, 2016 agenda for City Council discussion. Councilmember Burton announced that the City was ranked first nationally on the Blue Zones Project. T. FORECAST AGENDA AND FUTURE DISCUSSION ITEMS 11. Agenda Forecast (City Clerk Tamura). 16-0153 DISCUSS AND PROVIDE DIRECTION Mayor D’Errico requested to have all proclamations for the May 3, 2016 City Council Meeting agenda as one item. Councilmember Burton requested on the May 3, 2016 City Council Meeting to hear Agenda Item No. 19 – Pension Actuary Presentation by John Bartel presented before Agenda Item No. 16 – Marriott Sale and Ground Lease and/or to be the first item to be presented under “New Business”. Councilmember Burton noted that he would not be attending the May 12, 2016 – Budget Study Session #3 due to time conflict. Councilmember Howorth requested to have on a future agenda item an Ordinance for City’s policy regarding Picketing in Residential Areas. City Attorney Barrow clarified that item will be placed under “Informational Memos” on the Agenda Forecast and then moved to an agenda, if a Councilmember so requests. U. INFORMATIONAL ITEMS V.
