City of Manistee July 2017 Board of Review Minutes The Board of Review for the City of Manistee met on Wednesday July 19th, 2017 in the Second Floor Conference Room, at City Hall, 70 Maple Street for the July Board of Review meeting was called to order by the Chairperson at 1: 15 P. M. Members present: Chairperson: Judianne Sibley, Mary Kowalski Wilhelm and T. Eftaxiadis. Other Present: Assessor Whetstone Call for public comment: None given Motion by Eftaxiadis with support by Sibley to appoint Kowalski-Wilhelm as the acting secretary to the July Board of Review, motion approved. Petition 1 Corinn Fink, 51- 146- 725- 12 PRE was filed late; Whetstone presented a Petition to grant the 2016 PRE. A motion was made by Sibley support by Eftaxiadis to grant the PRE for 2016. Motion passed. Petition 2 Bison Construction, 51- 155- 018- 00 Whetstone presented a petition to the Board to lower the Assessed Value from$ 81, 000 to$ 56, 900 and the Taxable from 80, 870 to 56,470 to correct the March Board of Review petition that was not correctly entered in the computer. Motion made by Eftaxiadis support by Sibley to make the correction. Motion passed. Petition 3 Donavan Gannon, 51- 211- 103- 04. Whetstone presented a petition for Hardship Exemption. Motion was made by Eftaxiadis, support by Kowalski-Wilhelm to grant a Hardship Exemption to change the AV from$ 17, 100 to 0 and Taxable Value from$ 15, 730 to 0. Motion passed Petition 4 David Emelander, 51- 270- 722- 13 PRE was not posted correct by assessor. Whetstone presented a Petition to grant the 2015 PRE. A motion was made by Eftaxiadis support by Sibley to grant the PRE for 2015. Motion passed. Petition 5 Garry Brown, 51- 146- 362- 717- 11 Whetstone presented a petition for Hardship Exemption. Board looked at all the facts of the case. Board decided to Deny the petition due to the fact the Petitioner was helping friends rebuild a house and not looking from employment. Motion was made by Eftaxiadis with support by Sibley to deny request. Motion passed. Petition 6 Hillary Boyd& Jonathan Granger, 51- 364- 706- 09 PRE was filed late; Whetstone presented a Petition to grant the 2016 & 2017 PRE. Motion made by Sibley with support by Eftaxiadis to grant the PRE for 2016& 2017. Motion passed. Petition 7 Joyce Franckowiak, 51- 647- 702- 05 Whetstone presented a petition for Hardship Exemption. Motion was made by Eftaxiadis, support by Sibley to grant a Hardship Exemption to change the AV from $ 19, 200 to 0 and Taxable Value from 16, 602 to 0. Motion passed 1-.  Petition 8 Rhonda Ann Smogoleski, 51- 647- 713- 17 Whetstone presented a petition for Hardship Exemption. Motion was made by Eftaxiadis, support by Sibley to grant a Hardship Exemption to change the AV from $ 36,600 to 0 and Taxable Value from 35, 678 to 0 and to deviate from income policy due to extraordinary medical expenses. Motion passed 2 to 1. Petition 9 Bison Construction, 51- 155- 018- 00 Whetstone presented a petition for Hardship Exemption. Motion was made by Sibley, support by Eftaxiadis to grant a Hardship Exemption to change the AV from$ 57, 500 to 0 and Taxable Value from 54, 674 to 0 and to deviate from income policy due to extraordinary medical issues and that his taxes are 15% of his income. Motion passed. Petition 10 Elizabeth Zilke, 51- 656- 705- 02 PRE was not posted correct by assessor. Whetstone presented a Petition to grant the 2016& 2017 PRE. A motion was made by Eftaxiadis support by Sibley to grant the PRE for 2015. Motion passed. Petition 11 Joy Carlson, 51- 748- 742- 03 Whetstone presented a petition for Hardship Exemption. Motion was made by Eftaxiadis, support by Sibley to grant a Hardship Exemption to change the AV from $ 25, 800 to 0 and Taxable Value from 19, 049 to O. Motion passed Petition 12 Sheila Cobb, 51- 764- 716- 01 Whetstone presented a petition for Hardship Exemption. Motion was made by Eftaxiadis, support by Sibley to grant a Hardship Exemption to change the AV from $ 37, 900 to 0 and Taxable Value from 19, 215 to O.
