MANISTEE CITY COUNCIL WORK SESSION MINUTES OF JANUARY 12, 2010 The Manistee City Council met in a work session on Tuesday, January 12 at 7:00 p. m.,Council Chambers, City Hall. MEMBERS PRESENT: Alan Marshall, Ilona Haydon, Colleen Kenny, Bob Hornkohl,Hank Yonkman, Richard Mack OTHERS PRESENT: Department Directors, Public and Media Presentation of Operational Services Assessment Report. Bob DeSisto, representing the Operational Services Assessment Committee, made a presentation to City Council going over the Executive Summary. Several Councilmembers asked questions about the report and voiced that they were unhappy with the current document in that it did not tell us anything we did not already know. Mr.DeSisto informed Council that the OSA Committee was also unsatisfied with the current interim copy and felt more work was needed. The OSA Committee's recommendation is for Council to terminate the agreement with Matrix and work with the Citizens Research Council of Michigan to complete the report in accordance with the RFP and agreement. Not the role of the Committee to support or approve any specific recommendations. Rather,the role ofthe Committee is to ensure the report complies with the RFP and agreement. Numerous other questions and comments were expressed by Council. Citizen comments were as follows: Therran Ferguson - Had question about benchmark communities. Mitch Deisch, City Manager explained the benchmaxk process. JeffSzpliet - Asked when document would be available. Mitch Deisch advised it would be when the OSAC and Council approved the document. Ray Fortier - Disappointed in document. Nothing good will result for city. Ron Cowden - Money is tight. Difficult decisions will need to be made in order to balance the budget.
