MANISTEE CITY COUNCIL WORK SESSION MINUTES OF APRIL 27,2010 The Manistee City Council met in a work session on Tuesday, Apri127,2010 at 7: 00 p. Council m., Chambers, City Hall. MEMBERS PRESENT: Richard Mack,Ilona Haydon, Colleen Kenny,Ha.nk Yonkman,Alan Marshall MEMBERS ABSENT: Bob Hornkohl, Second District Council Seat OTHERS PRESENT: Department Directors, Public and Media Discussion on 2010-2011 Fiscal Year Budget, 2011-201 S Capital Improvement Plan. Finance Director explained Manager's Appropriation recommendations for each organization. Council discussed the various organizations. Consensus to support recommended budget but restore funding to requested levels for AAY,Veteran's Memorial and Junior Baseball. Council discussed proposed elimination of Fire Chief. Council comments focused on calls and input 0- 11 received from public in support of Fire Chief; issues relating to training; timing of transition; and comments from the firefighters on the proposed plan. Consensus to reinstate/fund Fire Chief position in the budget and direct staff to find savings elsewhere in the budget. Finance Director explained Manager's revised capital improvement fund recommendations which included delaying the Ramsdell Theatre HVAC engineering and removing the DDA and computer line items. Council discussed proposed items. Consensus to move forward with Ramsdell HVAC engineering and leave DDA maintenance and computers in for this year,given the budget situation of the general fund. Mayor Haydon invited Assessor Julie Beardslee to make a statement regarding the assessing function. Ms. Beardslee provided a verbal presentation and stated that a written copy will be provided at a later date. Council did not discuss the Manager's recommendations in this area No additional budget issues were discussed. Adjourned at 8:45 p. m.
