MANISTEE CITY COUNCIL WORK SESSION MINUTES OF JANUARY 11, 2011 The Manistee City Council met in a work session on Tuesday, January 11, 2011 at 7: 00 p. m., Council Chambers, City Hall. MEMBERS PRESENT: Richard Mack, Ilona Haydon, Catherine Zaring, Ed Cote, Bob Hornkohl, Alan Marshall, Colleen Kenny MEMBERS ABSENT: None OTHERS PRESENT: Department Directors, Public and Media - Zoning Ordinance Amendment. Community Development Officer Jon Rose Discussion on Zll 1 made a PowerPoint presentation on the proposed amendment. Defined use by right and special use permit. Planning Commission recommendation is to remove both shipping and warehousing uses in the Waterfront District. Council positions were expressed on both use by right and special use designation. Each Councilmember was polled to determine how they would support the North 31 3 to support Planning Commission recommendation. No issues with Sand Waterfront District. 4- Products or Peninsula. Discussion on Bryant / Cedar / Tamarack CSO and First Street Upgrades Project Timeframes. Abonmarche Representative Jeff Mikula made a presentation on the proposed construction schedule for the Bryant / Cedar / Tamarack CSO Proj ect and the First Street Reconstruction Proj ect;including planned detours and other 2011 construction projects. Discussed the main concerns for the First Street Proj ect and looked at various timeframes in which it could be constructed. Looking to gain financial momentum from the Cedar Street Project for First Street Project. Need to keep access to various locations at the beach, motel and boat launch during construction process. We will move forward with option timeframe # 1 August through October 2011;with,if needed,timeframe # 2 April through June 2012 for the First Street Proj ect. Public Forums. AES Director Cyndy Fuller gave an overview of the public forum process scheduled for January 12, 13, and 17, 2011. Looking at scheduling a fourth public forum in the middle of the day to allow for an alternate time to gather public input.
