MANISTEE CITY COUNCIL WORK SESSION MINUTES OF APRIL 12, 2011 The Manistee City Council met in a work session on Tuesday, April 12, 2011 at 7: 00 p.m., Council Chambers, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT: Richard Mack, Catherine Zaring, Ed Cote, Bob Hornkohl, Alan Marshall, Colleen Kenny, Ilona Haydon MEMBERS ABSENT: I[. ST OTHERS PRESENT: Department Directors, Public and Media Discussion on Water Adjustment Policy. The Manistee Inn & Marina experienced an extremely high water/ sewer bill due to a break in the facilities water line to their fish cleaning station ( not winterized). According to policy staff reduced the bill by $ 19, 000 to account for water not entering the sanitary sewer collection system; and offered a payment plan. Owners requesting additional assistance. Mayor Mack read memos received from the Water Department and the Main Street Downtown Development Authority. Council discussed maintaining a$ 10, 000 bill and giving them 24 months to pay at 0% interest. The Manistee Inn & Marina Manager agreed that this would assist the Manistee Inn & Marina in covering the remaining bill. Consensus: City will work cooperatively to help Manistee Inn & Marina set up a 24 month payment process for the $ 10, 000 bill. Discussion on Assessing White Paper. First introduced at the March 1 meeting. Council continued discussion on the white paper options. Consensus: Maintain status quo as provided in the proposed 2011- 2012 budget. Need to look at this and all departments annually through the budget process. Discussion on 2011- 2012 Budget Document. Staff made opening comments. Councilmember Cote discussed Fifth Avenue Beach, wants old NIA building site cleaned up. Look at future use next year with Parks & Beautification Commission assistance. Other areas were discussed, with particular emphasis given to Capital Improvement Fund. Numerous questions were posed by Council that will be responded to by staff.
