PROCEEDINGS OF THE MANISTEE CITY COUNCIL – March 6, 2012 A regular meeting of the Manistee City Council was called to order by her honor, Mayor Colleen Kenny on Tuesday, March 6, 2012 at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street, followed by the Pledge of Allegiance. PRESENT: Colleen Kenny, Sid Scrimger, Robert Hornkohl, Ilona Haydon, Catherine Zaring, Beth Adams, and Alan Marshall. ABSENT: None ALSO PRESENT: City Manager – Mitch Deisch, City Attorney – George Saylor, Deputy Clerk – Mary Bachman, City Assessor – Julie Beardslee, Community Development Director – Jon Rose, Finance Director – Ed Bradford, and Public Safety Director – Dave Bachman. CITIZEN COMMENTS ON AGENDA RELATED ITEMS. Steve Wall, 314 Oak Street, commented on the written record of the February 21st Council Meeting. CONSENT AGENDA.  Minutes ‐ February 21, 2012 ‐ Regular Meeting  Payroll ‐ Feb. 20 – Mar. 4, 2012 ‐ $110,351.13  Cash Balances Report ‐ January 2012  Notification Regarding Next Work Session – March 13, 2012 A discussion will be conducted on animal ordinance/dogs on the beach, monthly project updates; and such business as may come before the Council.  Consideration of Proclaiming April as Parkinson’s Awareness Month. The Manistee County Parkinson’s Support Group has requested that the City of Manistee proclaim the month of April as Parkinson’s Awareness Month.  Consideration of HAM‐It‐Up Week. The Manistee Non‐Motorized Transportation Committee requests permission to hold the third annual Ham‐It‐Up Week from May 19 through May 26, 2012. The event will include a 5K Run, walks on the Riverwalk, bicycle rides and various other opportunities for healthy activities in Manistee. AYES: Kenny, Scrimger, Hornkohl, Haydon, Zaring, Adams and Marshall NAYS: None CONSIDERATION OF APPLYING FOR VETERANS MEMORIAL PARK MILITARY HARDWARE STATIC DISPLAY. The Manistee County Veterans Council has requested that the City of Manistee apply for a piece of retired military hardware for static display at Veterans Memorial Park on their behalf. The Federal Government requires the owner of the property to complete the application. Staff has reviewed the request and recommends approval. MOTION by Hornkohl, second by Haydon to authorize the submission of an application to the Federal Government for a piece of retired military hardware for static display at Veterans Memorial Park on behalf of the Manistee County Veterans Council. Brief discussion followed. With a roll call vote this motion passed unanimously. AYES: Kenny, Scrimger, Hornkohl, Haydon, Zaring, Adams and Marshall NAYS: None CONSIDERATION OF APPLICATIONS TO BOARDS AND COMMISSIONS. The City Clerk had previously advertised vacancies on the Brownfield Redevelopment Authority, Compensation Commission, Historic District Commission and the PEG Commission. The following applications have been received: BROWNFIELD REDEVELOPMENT AUTHORITY – One vacancy, term ending 6/30/13, Mayoral appointment. None received COMPENSATION COMMISSION – Two vacancies, terms ending 9/30/14 and 9/30/15, Mayoral appointment. None received HISTORIC DISTRICT COMMISSION – One vacancy, term ending 2/28/15, Council appointment. Maria DeRee, 389 River Street* PEG COMMISSION – One vacancy, term ending 12/31/12, Council appointment. None received *Incumbent City Council Minutes Page 2 March 6, 2012 MOTION by Hornkohl, second by Marshall to appoint Ms. Maria DeRee, 389 River Street, to the Historic District Commission for a term ending 2/28/15. With a roll call vote this motion passed unanimously. AYES: Kenny, Scrimger, Hornkohl, Haydon, Zaring, Adams and Marshall NAYS: None A REPORT FROM THE CITY ASSESSOR’S OFFICE. Ms. Julie Beardslee reported on the activities of the Assessor’s Office and responded to questions the Council had regarding their activities. CITIZEN COMMENT. Melissa Reed, Executive Director, Manistee Area Chamber of Commerce, proposed to form a committee for the purposes of determining a permanent public art installation for the newly constructed roundabout at the intersection of First and Cherry Streets in the City of Manistee. Council agreed to discuss the proposal at a May Work Session. Lynda Beaton, 256 Hughes Street, suggested marketing Manistee more as a Retirement Area. Reggie Asplet, 294 First Avenue, requested an update on lighting the flag pole in front of City Hall; staff responded. OFFICIALS AND STAFF. No comments COUNCILMEMBERS. Scrimger requested a follow up regarding the group of birch trees at the SW corner of Man Made Lake that have been lopped off; Deisch stated that he had no additional information regarding the incident. Adams received a phone call from the Little League requesting to use Rietz Park for practice purposes; asked if it was a Public Park or strictly used by the Saints. Deisch stated that the Park is a Public Park; the diamond is incredibly maintained by the Saints; the Park is used by the Saints, MCC and MHS; Deisch will contact the Little League and find an alternate Park for them to practice at. Mayor Kenny read a letter from Running, Wise & Ford, PLC that was written to Ms. Julie Beardslee, Assessor. ADJOURN. MOTION to adjourn was made by Hornkohl, second by Haydon.
