MANISTEE CITY COUNCIL
WORK SESSION
MINUTES OF MARCH 13, 2012
The Manistee City Council met in a work session on Tuesday, March 13, 2012 at 7: 00 p.m.,
Council Chambers, City Hall, 70 Maple Street, Manistee MI 49660.
MEMBERS PRESENT Colleen Kenny, Beth Adams, Bob Hornkohl, Sid Scrimger, Ilona
Haydon, Alan Marshall
MEMBERS ABSENT: Catherine Zaring
OTHERS PRESENT: Department Directors, Public and Media
Discussion on Animal Ordinances, Dogs on the Beach & Other Animal Related Issues.
Brought up for discussion to address Council inquiries on animal related issues including access
to Lake Michigan, vicious dog controls, licensing and regulation of cats. Significant discussion
by Council as to what changes if any need to be made to the ordinance. Council also discussed
allowing dogs on leashes on Lake Michigan public areas.
Consensus: No changes to the ordinance were suggested. Consensus of Council to place a
decision on whether or not to allow dogs on public Lake Michigan areas on a future agenda. To
be discussed with the Parks and Beautification Commission and researched on what other Lake
Michigan communities allow this before it is brought back before City Council.
Discussion on Requests by Citizens to Read Letters into Public Record. At the March 6, 2012
meeting Councilmembers expressed concern about reading a citizen letter into the public record.
The Open Meetings Act does not require that the Mayor or Council read such letters into the
public record. Current language on Council agendas under public comment indicates " letters
will be read if so requested." Council discussed options.
Consensus: Remove language from Council agenda indicating letters may be read if requested.
Citizens always have the option to read their own letters.
2012 Capital Project Update. Mitch Deisch, City Manager presented updates on the First Street
Reconstruction, First Street Beach House, Fish Cleaning Station, Riverbank Sewer and the
Ramsdell Theatre HVAC. Regular updates will be made to Council throughout the construction
season during work sessions. Discussed the need for additional information to determine if deck
on First Street stays or goes. Staff will prepare this agenda item.
