MANISTEE CITY COUNCIL WORK SESSION MINUTES OF APRIL 16, 2013 The Manistee City Council met in a budget work session on Tuesday, April 16, 2013 following the regular meeting, Council Chambers, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT: Colleen Kenny, Catherine Zaring, Beth Adams, Eric Gustad, Ed Cote, Robert Goodspeed, Bob Hornkohl MEMBERS ABSENT: None OTHERS PRESENT: Department Directors, Media and Public Discussion on Fiscal Year 2013- 2014 Budget and Capital Improvement Plan. Staff made opening comments and responded to various questions previously posed by City Council. Several additional questions / clarifications were requested by City Council regarding the staff presentations. It was determined by Council to increase the PEG appropriation by $ 1, 500 to $ 25, 000. Administration reviewed the potential cost savings for not replacing the recently retired DPW Director position. Savings would be an approximate $ 75, 000-$ 80, 000 split between the General Fund and the Water& Sewer Fund. Councilman Cote presented several slides to Council on improvements to the Fifth Avenue Beach picnic area. Staff is working with Abonmarche to use the Beach Conceptual Plan to develop a plan for grass at the former NIA area. Presented research on boat launch fees to Council. Determined that effective July 1, 2013 increases be made to boat launch fees; $ 10 daily fee and $ 40 seasonal fee. Discussed that staff will be discussing the fee schedule at next week' s staff meeting. Conclusions of this staff discussion will be presented to City Council. Public Safety Director Dave Bachman presented information on police officer safety in response to Councilmember Hornkohl' s request. Discussed creative ways to assist officer safety, specifically mentioned officer reserve program. Will develop program details and present to Council. Council will continue their review and discussion on the draft Fiscal Year 2013- 2014 Budget and Capital Improvement Plan at upcoming work sessions. Adjourned at 9: 15 p. m.
