MANISTEE CITY COUNCIL WORK SESSION MINUTES OF APRIL 23, 2013 The Manistee City Council met in a work session on Tuesday, April 23, 2013 at 6 p.m., Council Chambers, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT: Colleen Kenny, Catherine Zaring, Beth Adams, Eric Gustad, Ed Cote, Robert Goodspeed, Bob Hornkohl MEMBERS ABSENT: None OTHERS PRESENT: Department Directors and Public Discussion on Fiscal Year 2013-2014 Budget and Capital Improvement Plan. Staff made opening presentation to Council, going over the Council directed changes from the initial budget to the present. Significant discussion was had as to developing plans for improved picnic opportunities at Fifth Avenue Beach; which staff agreed to work on. Council discussed the potential opportunities for addressing 10% utility rate increase and its impact upon residents. Staff will be working on a utility rate study this year. Councilmember Adams expressed concern on voting for a budget that has $ 60, 000 allocated toward a Ramsdell Theatre Director, while we have such a large utility percentage increase. Mayor Kenny expressed her understanding about the high utility rate increase but supports the investment in hiring a Ramsdell Theatre Director. The Fiscal Year 2013- 2014 Budget adoption resolution will be presented to Council on the May 7, 2013 agenda. The optional budget work session for April 30, 2013 was cancelled.
