PROCEEDINGS OF THE MANISTEE CITY COUNCIL – September 16, 2014 A regular meeting of the Manistee City Council was called to order by her honor, Mayor Colleen Kenny on Tuesday, September 16, 2014 at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street, followed by the Pledge of Allegiance. PRESENT: Colleen Kenny, Edward Cote, Robert Goodspeed, Catherine Zaring, Mark Wittlieff, and Eric Gustad. ABSENT: Robert Hornkohl. ALSO PRESENT: City Manager – Mitch Deisch, City Attorney – George Saylor, City Clerk – Michelle Wright. CITIZEN COMMENTS ON AGENDA RELATED ITEMS. Mayor Kenny stated another board and commission application has been received from Jeff Reau – 487 Fourth Street for the Downtown Development Authority. Nancy Day and Julie Raymond, co‐chairs of Paint the Town Pink, informed the audience of the history of the event and invited everyone to participate this year and ‘turn up the pink’. CONSENT AGENDA.  Minutes ‐ September 2, 2014 ‐ Regular Meeting ‐ September 9, 2014 ‐ Work Session  Payroll ‐ September 1‐14, 2014 ‐ $ 117,430.04  Monthly Bills ‐ August 12, 2014 ‐ $ 2,065,110.58 ‐ August 27, 2014 ‐ $ 2,342,916.35  Notification Regarding Next Work Session – October 14, 2014 A discussion will be conducted on the recycling contract, sewer and water bond projects; and such business as may come before the Council.  Consideration of Annual Strut Your Mutt Event The Manistee County Humane Society would like to hold their annual Strut Your Mutt event on the Riverwalk on Sunday, September 21, 2014 from 1 to 3 p.m. This is one of the largest and most successful fundraisers for the shelter.  Consideration of Annual Paint the Town Pink Event The seventh annual Paint the Town Pink celebration and ribbon walk is scheduled for Thursday, October 2, 2014. This breast cancer awareness and fundraising event begins at the parking lot on Water and River Streets, travels east along the Riverwalk and returns along River Street. Road closures have been requested on River Street in front of the Municipal Marina/Fountain from 3 p.m. to 6 p.m. Businesses have planned special activities including decorations and sales. A Mayoral proclamation has been prepared declaring Paint | Page 1  PROCEEDINGS OF THE MANISTEE CITY COUNCIL – September 16, 2014 the Town Pink Day on Thursday, October 2, 2014.  Consideration of Annual Fire Department Fill the Boot Fundraiser Members of the City Fire Department have collected thousands of dollars for Muscular Dystrophy over the years. They are requesting permission to hold their annual fundraiser on Friday, September 26, 2014 beginning at 8:30 a.m. using the intersection of Cypress and First Street to solicit cash from drivers stopped at the light. MOTION by Cote, second by Wittlieff to approve the Consent Agenda as presented. With a roll call vote this motion passed unanimously. AYES: Kenny, Cote, Goodspeed, Zaring, Wittlieff, and Gustad NAYS: None CONSIDERATION OF APPLICATIONS TO BOARDS AND COMMISSIONS. The City Clerk has taken action to advertise vacancies on the Compensation Commission, Downtown Development Authority, Harbor Commission, Historic District Commission, Non‐Motorized Transportation Committee, Parks & Beautification Commission, Planning Commission, and the Ramsdell Theatre Governing Authority. All appointments by the Mayor are subject to the Council’s approval, unless otherwise specified by statute or ordinance. Nominations for Council appointments do not require a second. After a member of Council nominates an individual for appointment, Council shall vote on the nomination. A majority vote in favor of placement of the nominee is required for appointment. The following applications have been received (*incumbent): COMPENSATION COMMISSION. One vacancy, five‐year term ending 09/30/19, applicants must be registered voters in the City, Mayoral appointment. None received DOWNTOWN DEVELOPMENT AUTHORITY. One vacancy, unexpired term ending 06/30/17, applicants must have an interest in property located in the downtown district, Mayoral appointment. Jeff Reau, 487 Fourth Street Mayor Kenny appointed Jeff Reau – 487 Fourth Street to Downtown Development Authority to fill the unexpired term ending 06/30/17. AYES: Kenny, Cote, Goodspeed, Zaring, Wittlieff, and Gustad NAYS: None A REPORT FROM THE MANISTEE COUNTY COMMUNITY FOUNDATION. Ms. Laura Heintzelman reported on the activities of the Manistee County Community Foundation and responded to questions the Council had regarding their activities. CITIZEN COMMENT. Comments were received by: ‐ Bob Grabowski – 341 Fourth Street / commented on the Ready To Serve charge on sprinkling lines. ‐ Ray Fortier – 367 Eleventh Street / commented on the ad hoc street committee, Headlee amendment override, subsidizing the Ramsdell and Marina, condition of the roads, social security, and cutting jobs. OFFICIALS AND STAFF. None received. COUNCILMEMBERS. Wittlieff commented on the last work session discussion regarding dumping concrete in the Industrial Park and stated that cement is already being dumped there. CONSIDERATION OF ADJOURNING TO AN EXECUTIVE SESSION. City Manager Mitch Deisch has requested an Executive Session this evening to discuss pending litigation as permitted by Section 8 (e) of the Michigan Open Meetings Act. MOTION by Zaring, second by Cote to adjourn to Executive Session.
