SANDS PARK CONTROL BOARD MEETING OF APRIL 25, 2018 A meeting of the Sands Park Control Board was held on Wednesday, April 25, 2018 at 8:00 a.m. in the Second Floor Conference Room, City Hall. PRESENT: Jeff Mikula, Erin Martin Pontiac, Ron Stoneman, Jim Thompson ABSENT: None OTHERS PRESENT: None CALL TO ORDER. Chair called the meeting to order at 8:15 a.m. APPROVAL OF AGENDA. MOTION by Jim Thompson, second by Erin Martin Pontiac to approve the agenda as presented. Voice Vote – All in favor, motion carried. NEW BUSINESS. a. Approval of Minutes from October 12, 2017 – MOTION by Jeff Mikula, second by Jim Thompson to approve the minutes as presented. Voice vote – all in favor, motion carried. b. Community Foundation Grants – Synopsis of grant program provided. May 1 is the submittal date for pre-applications. If notice of award is received by May 15, those applicants will be invited to submit full applications by July 3. Grant applications require a 10% match. Discussed a potential joint pre-application from the Sands Park Control Board using $150,000 as an estimate to reconstruct the tennis courts in Sands Park. The application would be for $100,000 with a grant match of 50% or $50,000. The grant match would be equally split by the Manistee Area Public Schools and the City of Manistee in a payment obligation of $25,000 each. If awarded, two years are allowed to complete the project. Discussed current groups using various courts in the City, pickle ball court needs, timing of project, funding, letters of support, and that four courts are needed to host tennis matches by the School. Both the School Board and City Council would need to be approached regarding funding and approval if invited to submit a full application. Jeff Mikula would prepare the grant pre-application prior to the May 1 deadline. SANDS PARK CONTROL BOARD – APRIL 25, 2018 PAGE 1 MOTION by Jeff Mikula, second by Erin Martin Pontiac, that the Sands Park Control Board endorsed the submittal of a pre-application to the Manistee County Community Foundation for $100,000 to reconstruct the tennis courts in Sands Park; with a grant match of $50,000 to be split equally between the City and the School. Voice vote – All in favor, motion carried. OLD BUSINESS. Items under old business will remain on future agendas until research/action is completed. a. Sands Park Utilities – No update. b. Review of Alternatives for Area Youth Agreement – No budget reductions anticipated. No further update. c. Insurance Coverage – Waiting for coverage breakout information from City’s carrier. d. Define Future Capital Improvements – School completed playground addition. A few lights in the park need repair or replacement. The City has purchased a lift truck and will address in house. City provided supplies for Middle School field cleanup and School agreed to stripe the field. MRA has taken over many youth activities. Jeff Mikula noted that a working solution has been achieved with the Saints, MHS, and MCC for Reitz Park. MAPS field is not ready to use. PUBLIC COMMENT.  None. ADJOURN.
