PROCEEDINGS OF THE MANISTEE CITY COUNCIL ‐MAY 1, 2018 A regular meeting of the Manistee City Council was called to order by his honor, Mayor James Smith on Tuesday, May 1, 2018 at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street, followed by the Pledge of Allegiance. PRESENT: Dale Cooper, Lynda Beaton, Roger Zielinski, Robert Goodspeed, James Smith, James Grabowski, and Erin Pontiac. ALSO PRESENT: City Manager – Thad Taylor, City Attorney – George Saylor, City Clerk – Heather Pefley, DPW Director – Jeff Mikula, Finance Director – Ed Bradford, Planning & Zoning Director – Denise Blakeslee, Public Safety Director – Tim Kozal, and City Engineer – Shawn Middleton / Spicer Group. CITIZEN COMMENTS ON AGENDA RELATED ITEMS. None received. Jack O’Malley introduced himself as a candidate running for State Representative; gave background information. CONSENT AGENDA.  Minutes ‐ April 17, 2018 ‐ Regular Meeting ‐ April 17, 2018 ‐ Work Session ‐ April 24, 2018 ‐ Work Session  Financial Reports ‐ Cash Balances March 2018 ‐ Quarterly Financial Update ‐ Quarterly Investment Update  Notification Regarding Next Work Session – May 8, 2018 A discussion will be conducted on We the People Action Network resolution, Chamber presentation on economic development services proposal, medical marijuana; and such business as may come before the Council.  Consideration of Annual Memorial Day Parade. The Manistee Area Chamber of Commerce is requesting to hold the annual Memorial Day Parade on Monday, May 28, 2018 starting at 10:00 a.m. at the corner of Division and River Streets, travel west on River Street, north across the Maple Street Bridge, ending at the Veterans Memorial. There will be a small assembly at the memorial with speakers after the parade. The parade will consist of 25 vehicles and approximately 300 walkers.  Consideration of Manistee Lions Club Annual White Cane Sale. The Manistee Lions Club is requesting permission to hold their annual White Cane sale fundraiser at various locations in the City of Manistee on Friday, May 4, 2018. This fundraiser helps them support their service projects in the Manistee community.  Consideration of Annual Forest Festival Activities. The Manistee Area Chamber of Commerce has requested authorization to hold the 82nd Manistee National Forest Festival and associated events scheduled for June 29 through July 4, 2018. Activities will include parades, fireworks, hospitality tent, arts and crafts show, signage and much more. | Page 1  PROCEEDINGS OF THE MANISTEE CITY COUNCIL ‐MAY 1, 2018 Mayor Smith requested the removal of item IX e.) Consideration of Annual Forest Festival Activities. MOTION by Zielinski, second by Cooper to approve the Consent Agenda as presented with the removal of item IX e.) Consideration of Annual Forest Festival Activities. With a roll call vote this motion passed unanimously. AYES: Cooper, Beaton, Zielinski, Goodspeed, Smith, Grabowski, and Pontiac NAYS: None CONSIDERATION OF BUDGET AMENDMENT 2018‐2 FOR FISCAL YEAR END JUNE 30, 2018. The City of Manistee is required by State law to ensure that actual expenditures do not exceed budgeted amounts. Over the course of the current fiscal year, unanticipated and unbudgeted events and/or Council approved expenditures have occurred. The proposed budget amendment addresses expenditures associated with these events to ensure compliance with State statute regarding appropriations. MOTION by Goodspeed, second by Zielinski to adopt budget amendment 2018‐2 for fiscal year ending June 30, 2018. With a roll call vote this motion passed unanimously. AYES: Cooper, Beaton, Zielinski, Goodspeed, Smith, Grabowski, and Pontiac NAYS: None CONSIDERATION OF APPROVING CHANGE ORDER NO. 1 FOR THE 2018 STREET IMPROVEMENT PROJECT. The 2018 Street Improvement Project was bid and awarded to low bidder Elmer’s Crane and Dozer. Council has approved utilizing the proceeds from recent property sales to add more streets to the paving project. The proposed streets include Eleventh Street (Center to Davis), Tenth Street (Davis to Vine), Center Street (Ninth to Eleventh), Ford Street (Fifth Avenue to St. Mary’s Parkway), and First Street (Cypress to Division). The work is proposed to be completed by executing a change order to the current contract. MOTION by Goodspeed, second by Beaton to approve Change Order No. 1 in the amount of $176,605 and an extension of the completion date to July 30, 2018. With a roll call vote this motion passed unanimously. AYES: Cooper, Beaton, Zielinski, Goodspeed, Smith, Grabowski, and Pontiac NAYS: None CONSIDERATION OF APPLICATIONS TO BOARDS AND COMMISSIONS. The City Clerk has taken action to advertise vacancies on the Brownfield Redevelopment Authority, Compensation Commission, Historic District Commission, Housing Commission, and the PEG Commission. Mayoral appointments require a motion, second and Council voted support. Nominations for Council appointments do not require a second. One vacancy, term ending 5/31/23 and one vacancy, resident member, unexpired term 5/31/22; Mayoral appointment. Kelly Tomaszewski, 9693 Valley View Drive, Onekama* James Bond, 273 Sixth Avenue #303 (resident member) Mayor Smith appointed Kelly Tomaszewski, 9693 Valley View Drive to the Housing Commission for a term ending 5/31/23. MOTION by Zielinski, second by Grabowski to support the Mayor’s appointment. With a roll call vote this motion passed unanimously. AYES: Cooper, Beaton, Zielinski, Goodspeed, Smith, Grabowski, and Pontiac NAYS: None Mayor Smith appointed James Bond, 273 Sixth Avenue #303 to the Housing Commission as a resident member for a term ending 5/31/22. MOTION by Zielinski, second by Goodspeed to support the Mayor’s appointment. With a roll call vote this motion passed unanimously. AYES: Cooper, Beaton, Zielinski, Goodspeed, Smith, Grabowski, and Pontiac NAYS: None A REPORT FROM THE DEPARTMENT OF PUBLIC WORKS. Mr. Jeff Mikula reported on the activities of the Department of Public Works and responded to any questions the Council had regarding their activities. CONSIDERATION OF ANNUAL FOREST FESTIVAL ACTIVITIES. The Manistee Area Chamber of Commerce has requested authorization to hold the 82nd Manistee National Forest Festival and associated events scheduled for June 29 through July 4, 2018. Activities will include parades, fireworks, hospitality tent, arts and crafts show, signage and much more. MOTION by Goodspeed, second by Zielinski to support and approve the request to use City services, parks and streets for the annual Forest Festival from June 29 through July 4, 2018; subject to appropriate departmental approval. Discussion included charges for City services, reimbursement, tracking actual costs by event, and review of costs from previous year’s festival. With a roll call vote this motion passed unanimously. Mikula notified Council that USA Today is holding a contest for best beach in Michigan and First Street Beach is currently #2; go to Manistee Pure Michigan link to vote. Street construction begins tomorrow; streets open to residential traffic but closed to thru traffic; Consumers project has started. COUNCILMEMBERS. Grabowski recognized employees for their years of service with the City. Smith announced that Council will be having another staff picnic this year which will be held on June 2 at 5:00 p.m at the Manistee Elks. It will be a potluck and everyone is encouraged to attend. ADJOURN TO BUDGET WORK SESSION. A Council work session on the proposed Fiscal year 2018‐2019 Budget and Capital Improvement Plan has been scheduled for immediately following the regular meeting.
