MANISTEE CITY COUNCIL WORK SESSION MINUTES OF NOVEMBER 23, 2021 The Manistee City Council met in a work session on Tuesday, November 23, 2021, at 7:00 p.m., in the City Hall Council Chambers, 70 Maple Street, Manistee, Michigan 49660. MEMBERS PRESENT: Lynda Beaton, Cindy Lundberg, Jermaine Sullivan, Michael Szymanski, James Grabowski, and Erin Martin Pontiac MEMBERS ABSENT: David Bachman ALSO PRESENT: Department Directors, Public, and Media PUBLIC COMMENTS: None. SAFEBUILT PRESENTATION – Glenn Lindsey, Director of Operations and Kellie Lindsey, Account Manager from SAFEbuilt reported that the online permit application and payment system is now live and functioning through Community Connect. SAFEbuilt is aware of numerous issues with the previous inspector and those issues are being addressed by a full-time administration staff person. Lindsey reported the new Building Inspector is Kirk Briggs, introduced new Mechanical and Rental Inspector Matt Schneider and provided the following reports to Council: • Building Performance Report • Rental Certificates Issued Report • Rental Inspections Report Council expressed concern regarding the number of rental inspections due in 2021 not being completed, blight not being reported to the City Police Department, and a discrepancy between permits required in the City for siding, roofing and window replacement that are not required in surrounding municipalities. City Assessor Molly Whetstone reported that she is pleased with the services SAFEbuilt provides to the City by regularly reporting permits issued which include the necessary information for accurate property assessment. CONSENSUS: Council asked for better information and blight reporting going forward. Council directed staff to follow up with George Saylor regarding the permitting requirements for roofing, siding and window replacement.
