MANISTEE CITY COUNCIL STUDY SESSION MINUTES OF FEBRUARY 8, 2022 The Manistee City Council met in a study session on Tuesday, February 8, 2022, at 7:00 p.m., in the City Hall Council Chambers, 70 Maple Street, Manistee, Michigan 49660. MEMBERS PRESENT: David Bachman, Lynda Beaton, Cindy Lundberg, Jermaine Sullivan, Michael Szymanski, James Grabowski, and Erin Martin Pontiac MEMBERS ABSENT: None ALSO PRESENT: Department Directors and Media PUBLIC COMMENTS: None received. PRESENTATION OF THE ANNUAL STATE OF THE STREETS REPORT – Engineer of Record Shawn Middleton and Lucas Richardson gave a presentation on the State of the Streets 2021 Annual Report. The City Maintains approximately twenty miles of Major Streets and thirty miles of Local Streets. Every year in the fall the City performs a Pavement Surface Evaluation and Rating (PASER) evaluation of the City streets. The 2021 PASER rating for the City’s Major Streets showed that 58% are in Good or Fair condition and 42% are considered Poor. In addition, it showed that 50% of the City’s Local Streets are in Good to Fair condition, while 50% are in Poor. Presentation included: • 2021 Street Investment Summary • Street Asset Management Plan (A.M.P) • Transportation Improvement Plan (T.I.P) • 2022 Planned Street Work o 2022 Street Improvements o Wastewater Improvement RD Phase II – Wastewater Conveyance Project o Preventative Maintenance • Map of Current 2022 planned T.I.P including 2022-2025 planned street construction • Maple Street Bridge update • Street investment for 2021 and 2022 • Utility upgrades • Asset Management approach DISCUSSION ON THE SMOKE ON THE WATER, FOREST FESTIVAL EVENT – City Manager William Gambill led the discussion on the proposed Smoke on the Water Forest Festival Event. He presented a letter to Council from Salt City Rock and Blues, Inc requesting permission to hold a music event in conjunction with the marihuana dispensaries located in the City of Manistee. The event would take place on Saturday, July 2, 2022, at First Street Beach, Douglas Park. This event would require licensing from the State and two approvals from the City. Gambill asked if Council had any interest in hearing more about this event from the organizers. Council Study Session – February 8, 2022 Page 1 Discussion included: • Potential Liabilities • Inquiries on similar events been held in other communities • Concerns with safety • No increase in reported crime since Marihuana establishments have opened • Transportation for the event • Insurance • Previous beer tent events versus proposed event • Enforcement CONSENSUS: Council would like to hear more information on the event and invite the organizers to make a future presentation. DISCUSSION ON ARPA FUNDS – City Manager William Gambill reviewed a draft list of potential projects created by city staff for the unallocated ARPA funds. The list included other potential funding sources that could be used along with the ARPA funds for some of the projects listed. Gambill stated that the list is being prioritized and matched up with strategic goals. Staff will continue to work through this during the budget process. Gambill asked Council to email their suggestions, comments, and ideas. Discussion included: • BS & A Cloud Storage Upgrade • Prioritization of list • Additional Harm Reduction/Drug Addiction • Items listed that were already budgeted or on capital improvement plan • Timeframe for use of funds MAPS VISION PLAN UPDATE – City Manager William Gambill presented a preliminary project timeline provided by MAPS and the Kennedy School site plan update. Discussion included: • Jefferson School Property • Kennedy School plan for separate bus/parent drop off • Timeline for demolition of old high school building • MAPS to come for further discussion during budget session OTHER: Sullivan asked if there was an update on broadband in Manistee. Gambill asked for input from Council on the requested sign ordinance revision. Grabowski inquired about the potholes on US 31. Szymanski reminded the community of the timeframe to comply with the dumpster enclosure requirements. Sullivan stated the Family Video building has sold and should require compliance with the dumpster enclosure requirements before receiving an occupancy permit. Bradford stated the first round of stakeholders’ meetings were held on the Ramsdell Master Plan.
