MANISTEE CITY COUNCIL STUDY SESSION MINUTES OF JUNE 14, 2022 The Manistee City Council met in a study session on Tuesday, June 14, 2022, at 7:00 p.m., in the City Hall Council Chambers, 70 Maple Street, Manistee, Michigan 49660. MEMBERS PRESENT: David Bachman, Lynda Beaton, Jermaine Sullivan, Michael Szymanski, James Grabowski, and Erin Martin Pontiac MEMBERS ABSENT: Cindy Lundberg ALSO PRESENT: City Manager, Department Directors, Public, and Media PUBLIC COMMENTS: None Received. DISCUSSION ON SHORT-TERM RENTALS – Manistee County Planning Director Mike Szokola gave an educational presentation on short-term rentals to provide a better understanding of the issues surrounding this subject in the City of Manistee. Presentation included: • Definition of a Short-term rental (STR) • Various websites used • Airbnb and HomeAway rental data for the Manistee area • Pros & Cons • Local housing needs • Housing Action Plan • Examples from surrounding areas • Goals of STR policies • Ordinance options • Example of licensing requirements • Property manager/ management plan • Fees and penalties Discussion included: • Previous Council consensus for not limiting Short-term rentals for Condos, Dunes Drive, River Street, and owner-occupied BNB rentals. • Managing concentration • Limiting neighborhoods • Need to verify how many Short-term rentals are currently in the City and where they are located CONSENSUS: Staff will bring this item back to the next Study Session for further discussion with examples of ordinances and quotes from potential companies to perform study of current Short-term rentals in the City. DISCUSSION ON CHARTER REVISION TO CHANGE AGE QUALIFICATION TO SERVE ON CITY COUNCIL – Mayor Lynda Beaton led the discussion on the Charter amendment to remove the age qualification to Council Study Session – June 14, 2022 Page 1 serve on City Council. Currently the Charter states that a person shall be at least 25 years of age at the time of the filing deadline in order to be eligible. Discussion included process for the amendment, if a full review of the Charter was needed to see if any other changes were needed, and timeline for amendment to be placed on the ballot for the November 8, 2022 General election. CONSENSUS: Council directed staff to prepare an agenda item for the next City Council meeting for Council consideration of a Charter amendment to remove the age qualification to serve on City Council. OTHER. None received.
