MANISTEE CITY COUNCIL STUDY SESSION MINUTES OF DECEMBER 13, 2022 The Manistee City Council met in a study session on Tuesday, December 13, 2022, at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street, Manistee, Michigan 49660. MEMBERS PRESENT: David Bachman, Lynda Beaton, Cindy Lundberg, Jermaine Sullivan, Seth Pratt, and James Grabowski MEMBERS ABSENT: Erin Martin Pontiac ALSO PRESENT: City Manager, Department Directors, and Public PUBLIC COMMENTS ON STUDY SESSION RELATED ITEMS. Mark Anderson, Second Street / would like to see the Program of All-Inclusive Care for the Elderly (PACE) available in Manistee. DISCUSSION ON STRATEGIC PLANNING, HIGH FUNCTIONING BOARDS, AND GOAL SETTING – Mary Reilly, Government and Community Vitality Educator, MSU Extension and John Amrhein, Public Policy Educator, MSU Extension facilitated a strategic planning and goal setting session with Council. Presentation included: Review of the City’s current Vision & Mission Statement • Discussed if the purpose statement language should be modified Review of components necessary for board excellence • Focus on mission and resources • Empower people • Build trust and excellence • Roll of the board is to set policy, give direction, and maintain accountability • Roll of City Manager and staff is to carry out policy and get the job done • Importance of clear and open communication • Constructive partnership between board, management, staff, and volunteers • Clearly define roles to accomplish the mission • Identify stakeholders and build strong relationships • Accountability, transparency, and integrity Setting goals for 2023 • Short term plan for staff to understand Council priorities • Reviewed current commitments or obligations, new initiatives, and areas of continuous improvement Council added the following items to the various categories on the list where they want staff to put their time and effort in 2023: • Housing, Homelessness, senior citizens o Long term rental incentives – New initiative o Zoning changes to spur development – New initiative Council Study Session – December 13, 2022 Page 1  • Financial stability and continuous improvement o Employee survey – New initiative o Staff training; development skills – New initiative • Economic development and jobs o Business retention survey / exit survey – New initiative ▪ Feedback from Chamber/Economic Development Director ▪ Reasons for business leaving ▪ City’s role in business retention o CRA and OPRA District – Continuous Improvement ▪ Improve vetting process for OPRA • Intergovernmental projects o Police/Fire mental health transports – New initiative Council reviewed the entire list of goals with the new items added and each member prioritized those that were most important to them. The information gathered will be drafted into a document for Council to refer to in the future. OTHER Gambill thanked everyone for their participation in the study session and appreciates everyone’s time.
